During construction, the system was shifted approximately 1.5 feet to the west to accommodate the plumbing in the interior of the foundation. The system construction was completed as designed resulting in a 8.5 foot separation from the end of the absorption trench and the western property line (See attached Record Drawings). The approval of this waiver will have little to no impact on the adjacent property. The absorption trench has an effective depth of 6' requiring a separation of 12' from adjacent trenches. This separation is maintained due to the remaining 8' separation from the end of the trench to the property line and the required 10' separation from the future septic on the adjacent lot to the property line. Bogard Road, Unit #7 www.tbcak.com Wasilla, Alaska 99654 June 15, 2021 On‐site Water & Wastewater Section Development Services Department Municipality of Anchorage 4700 Elmore Road Anchorage, AK 99507 RE: Engineer Narrative On‐site Wastewater Septic System Uplands Subdivision Phase 3 Lot 2 On behalf of Laura Trejo, The Boutet Company has prepared the following submittal in pursuit of an approval for a domestic onsite wastewater system supporting the construction of a single‐family residence located at 20900 Upper Lowland Avenue, Eagle River, AK; Legal description: Uplands Subdivision Phase 3 Lot 2. The residence to be constructed will be a 4 bedroom, approximately 4,700 square foot (sq. ft.) two story house with a walkout basement and attached garage. The residence will be served by municipal water and will require an on‐site wastewater (septic) system for sewage treatment and disposal. The site topography has proven difficult for development. The entire lot slopes away from Upper Lowland Avenue with existing slopes ranging from 25% to 45%. A drainage easement is located from the northeast property corner to the southern property line and turns to run along the southern property line to provide drainage to a retention area to the west. The drainage easement provides a naturally vegetated swale for surface water to travel within to a retention/detention pond, approximately 120 from the nearest portion of the designed absorption systems. A geotechnical investigation and percolation testing for the subdivision was completed on October 25, 2018 by Forge Engineering (geotechnical report excerpts attached). Test holes 3 and 4 were located within the subject lot to the northwest corner. Percolation testing resulted in rates of 4 minutes per inch and 1.16 minutes per inch, respectively. No groundwater was encountered in either test hole, nor bedrock. The septic system will incorporate a 1,250 gallon HDPE septic tank and 45‐foot long absorption trench with an effective depth of 7 feet. The system has been located on the lot on a 25‐37% slope within 30 feet (ft) from test hole 4 and approximately 75 ft from the drainage way along the southern boundary. No existing wetlands are located within 200 ft of the planned septic location. A private well is located approximately 150’ due south of the proposed absorption system. Percolation testing was completed 4‐5 feet from existing ground surface and is approximately 3’ uphill from the infiltration trench. Due to the onsite topography substantial fill will be required to construct the residence the infiltration trench and septic tank will be located near the existing ground surface elevation to ensure the tank backfill does not exceed the maximum burial depth of 10 feet. The absorption trench has been sized per the requirements of AMC Chapter 15.65 for soil percolations rates of 1.16 minutes per inch at 1.2 gallons per day per square foot (gpd/sq. ft.) and 150 gallons per bedroom per day. The absorption trench has been oversized to help longevity of the system due to the location and burial depth. The absorption system conforms to the “Steep Slope” provisions of AMC: Slope does not exceed 46% Adequate vertical separation distances exist. Trench design to utilize a 24” width; less than 60”. Plan addresses disturbed vegetation and the requirement of erosion control vegetation. No slopes greater than 46% exist down gradient from the absorption system. The distribution pipe is designed to depth greater than 36” below the natural organic layer. The reserve area for a replacement absorption system is located outside of the 30’ radius of the Test Hole #4. If/when this area is utilized, a new test hole will need to be advanced to confirm underlying soils. The design incorporates best practices and industry standards, as well as adheres to AMC. These practices should prove to provide a long‐lasting system, assuming proper maintenance. However, if a catastrophic failure occurred, effluent could potentially find its way to the drainageway and being impounded within the detention pond area. Approval from the neighboring property owner to the south would be required to remediate such a failure. It is the opinion of this engineer, that the likelihood of such an event is well outside the normal threshold of safety concerns.
