Box 196650 Anchorage, Alaska 99519 Subject: Rabbit Creek View & Heights B7H L13A NHN Susan Circle Permit #OSP 211239 ERS Justification Ladies and Gentlemen On June 30, 2022, during a preconstruction meeting it was discovered that groundwater at the subject property was at grade. To remedy the situation PES is proposing the using of a vertical conveyance ERS. The organics on the lot will be removed and replaced with approximately one- and one-half feet (1.5) of MOA type II. A two (2) foot thick layer of MOA approved filter sand will be placed on top of the MOA type II before constructing the drain field. At completion of construction two (2) inches of rigid insulation will be placed over top of the drain field as shown on section A -A followed by two (2) feet of pit run gravel backfill. The mound shall be topsoiled and seeded immediately after completion to stabilize the side slopes. Due to constraints on the lot the side slopes of the mound are specified at a ratio of 2:1. This exceeds the recommended 3:1. However, it is the opinion of this office that construction of the mound along with the topography of the lot that these side slopes will be stable and will not erode. It can also be seen by the 46% HSG A infiltration line that effluent will not daylight through the mound. The installation of this system does not pose a risk to public health or drinking water aquifers on this or surrounding lots. A separation distance of 2.0' to ground water is required for nitrogen reducing systems. The AWWTS shall be maintained in satisfactory condition capable of performing as designed and producing treated septic effluent in accordance with the equipment's approval for operation in the Municipality. It shall be the responsibility of the Owner during the ter") of this Agreement to pay for all repair(s), maintenance, adjustment(s), replacement costs, and inspection costs. This includes all annual maintenance fee (typically $400 to $600). Owner agrees to maintain remote monitoring of the AWWTS as required by the AWWTS approval. 3. Terni. The term of this Agreement shall begin on the date of approval by the Municipality to operate the installed system, Or upon transfer of title, and shall continue while the AWWTS is operational or until title is transferred. 4. Noinvaivei-. The failure of the Municipality at any time to enforce a provision of this Agreement shall in no way constitute a waiver of the ])I-OVjSiODS, nor in any way affect the validity of the Agreement or any part hereof, Or the right of the Municipality thereafter to enforce every provision hereof. S. Amendment. This Agreement shall only be amended by authorized representatives of the Owner and Municipality. Any civil action arising from this Agreement shall be C� brought in the Superior Court for the Third Judicial District of the State of Alaska at Anchorage.
