We are requesting a waiver to a segment length of 45 feet to accommodate a 45-foot-long drain field. The field was originally designed with a pressure distribution system but was changed in the field to gravity due to the tank location having to be installed within the mound the house was constructed on, as well as available elevation fall from the house. The installed wastewater treatment system utilizes an Advantex Full Assembled Package (FAP) composite septic/recirculation tank utilizing an AX-20 treatment pod. A filter sand bed has been provided beneath the drain field to provide adequate separation from ground water as well as to reach the accepting soil stratum. This sand layer provides additional treatment of the effluent prior to entering the accepting soil strata and groundwater table. Depth of groundwater was found to be 1.5’ below ground surface (BGS) in April of 2023 at the time of the test hole performed by PES. Adjusting this reading for seasonal high in May; it can be assumed that the existing drain field maintains 2.5’ separation to ground water during seasonal high ground water months. It is worth noting that the groundwater was monitored near the end of the wettest 2-year period on record in Anchorage. Additionally, the groundwater aquifer in this area is confined and under pressure - not directly affected by the water in the upper layer of the soil stratum demonstrated by flowing artesian wells in the area. Several states including Washington, Alabama, Florida, Idaho, Louisiana, Maine, North Carolina, Utah, West Virginia, and Wisconsin (based on a technical research paper published by the state of Washington Department of Health) allow for conventional onsite soil absorption system to be installed less than 4.0-feet to the seasonal high ground water table. Required separations range from 1-foot to 3-feet of separation. Based on the technical paper noted above viral deactivation occurs withing 16-inches with unsaturated flow and bacteria can be adequately removed with 3-4 feet. Further testing showed fecal coliform reduced to background levels within 2-feet of the trench bottom. Another study performed by Brown et al (1979) showed that fecal coliform bacteria and coliphage virus were removed within the first 1-foot of soil beneath the absorption field. In accordance with the state of Alaska DEC regulations per the 2024 Onsite Wastewater Systems Installation Manual, “Soil absorption systems utilizing sand liners and/or suitable soils above a limiting condition are presumed to provide physical disinfection necessary to meet the 18 AAC 70 Water Quality standard of 1 cfu/mL for groundwater.” Page 2 of 2 Mailing: P.O.Box 1807, Palmer, AK 99645 Telephone: (907) 745-8200 FAX: (907) 745-8201 The limiting of segment length in the code is allegedly for the purpose of ensuring more even distribution; although when installed level, a gravity distribution pipe will serve the same purpose. There is no quantifiable difference in the quality of effluent between gravity distribution and pressure distribution drain fields utilizing advanced treatment and additional sand filtration. Granting this waiver will have no impact on the quality of effluent produced by the septic tank and treatment pod. Approval of this waiver will not affect the health and safety of this or surrounding properties. The proposed upgrade will serve an existing three-bedroom (3) house. This lot and surrounding lots are served by private wells. Currently there are no wells within 50’ of the proposed installation. 1. Soils: A test hole was performed on this lot by Pannone Engineering Services, LLC on 4/6/2023. Groundwater was observed during the excavation of the test hole at 1.5’ BGS, bedrock was not encountered. Groundwater was observed in the test hole monitor tube at 1.5’ BGS after 7-day groundwater monitoring. Based on the results of the sieve analysis and overall soils appearance an application rate of 2.0 gpd/SF was used for the design of an advanced wastewater treatment system. 2. Soil Absorption System Design. a. See Sheet 1 of the design package. 3. Surface Water: There are several mapped drainages on this and surrounding properties.
