Box 770724 Eagle River, AK 99577-0724 (907) 694-7028 ENGINEERING Steve Eng, PE, PH February, 2011 ENVIRONMENTAL HYDROLOGY Potter Highlands Subdivision Soils Investigation, October 2010 SOILS SUMMARY Potter Highlands Subdivision is seeking to obtain plat approval through the Municipality of Anchorage (MOA). An 80 acre subdivision is planned. Phase I of the subdivision is to include Lots 1-31, and Tracts A -4-A, A-4-13, A -4-C, and B-3. Extensive soil testing was conducted in the late 90's by Eagle River Engineering Services, Louis Butera, PE. Most of the test holes were found to be suitable in this previous soils investigation. However lots 1-7 were found to have a high water table. Thus the previous soils report identified this northwest area of the subdivision as being "..unsuitable for onsite septic system development". After reviewing the previous soils report and meeting with the MOA On -Site Development Services Office, it was decided to pursue soils tests on higher ground on these northwest lots. In October, 2010, nine additional test holes were attempted in this area, but on the higher portion of the lots. Landtech has provided the mapping for these soil tests. The results are summarized below and the soil logs are attached. Lot 1: This was an 11 -foot deep test hole comprised of silty sand and gravel. No groundwater was encountered. The percolation rate is adequate for on-site development. 2. Lot 2: This was a 12 -foot deep test hole comprised of silty sand and gravel. No groundwater was encountered. The percolation rate is adequate for on-site development. 3. Lot 3: This was a 12 -foot deep test hole comprised of silty sand and gravel. No groundwater was encountered during the excavation, but groundwater was later monitored to be at 10.5 -feet below the surface. The groundwater level is acceptable for on-site development. The percolation rate is adequate for on-site development. 4. Lot 4: This was a 12 -foot deep test hole comprised of silty sand and gravel. No groundwater was encountered during the excavation, but groundwater was later monitored to be at 11.8 -feet below the surface. The groundwater level is acceptable for on-site development. The percolation rate is adequate for on-site development. 5. Lot 5: This was a 13 -foot deep test hole comprised of silty sand and gravel. No groundwater was encountered during the excavation, but groundwater was later monitored to be at 12.6 -feet below the surface. The groundwater level is acceptable for on-site development. The percolation rate is adequate for on-site development, although not as favorable as the previous lots. NorthRim Engineering Potter Highlands Subdivision Soils Investigation, October 2010 6. Lot 6: This was a 13 -foot deep test hole comprised of silty sand and gravel. Groundwater was encountered at the 13 -foot level during the excavation and groundwater was later monitored to be at 10 -feet below the surface. The groundwater level is acceptable for on-site development. The percolation rate is adequate for on- site development. 7. Lot 7: This test hole is actually to the south of lot 7, on lot 8, but is likely indicative of the soils for lot 7. Additional investigation may allow this to be utilized for lot 7. This was a 7 -foot deep test hole comprised of sand and boulders. Due to the large boulders, a deeper test hole could not be accomplished. A shallow absorption field will be required due to the lack of test hole depth. No groundwater was encountered. The percolation rate is excellent for on-site development. Lot 8: This test hole is similar to TH 7. This was an 8.5 -foot deep test hole comprised of sand and boulders. Due to the large boulders, a deeper test hole could not be accomplished. A shallow absorption field will be required due to the lack of test hole depth. No groundwater was encountered. The percolation rate is excellent for on-site development. 9. This was an 8 -foot deep test hole comprised of sand and boulders. Due to the large boulders, a deeper test hole could not be accomplished. A shallow absorption field will be required due to the lack of test hole depth. No groundwater was encountered. The percolation rate is excellent for on-site development. The MOA will require that these test holes be utilized to demonstrate that the required wastewater area for each lot is met per code. It is possible that some follow-up work will be required to satisfy the MOA On -Site Development Office. AQUIFER TEST The MOA Onsite Development Services Office has provided guidance on testing the aquifer for the Potter Highlands Subdivision. A minimum of three new water wells are to be drilled and pump tested. The three new wells will be test -bailed by the driller, followed by extensive drawdown tests. Local area water wells may be able to be used. It is expected that the three test wells will demonstrate low -flow bedrock wells typical of the high mountain terrain in the Anchorage bowl area. It is common practice for water wells in this area to be hydro-fraced for greater production. This procedure may be required for other subdivision wells. Water wells can not be expected to yield a great amount of water in this area. It is unlikely that the water wells will have a drawdown impact on neighboring wells due to the bedrock. Fluctuations in observation wells can be expected to be minor unless bedrock fractures are present between wells. Transmissivity and storage coefficent will be calculated for each well. NorthRim Engineering Potter Highlands Subdivision Soils Investigation, October 2010 PREVIOUS SOILS TESTS Lou Butera of Eagle River Engineering Services completed a large number of test hole logs in 1999. The lot configuration has changed and test holes require a match to the new lot identity. Generally the Phase one lots match the previous test holes as follows: Lot 7: The previous test hole from 11/99 most closely matching this lot is TH 916. This test hole exhibits GM soil and a percolation rate of 12 minutes/inch. Groundwater was monitored at 3.6 feet below ground level. The presence of groundwater appears to be due to the lower elevation of this test hole compared to the test holes recently completed. Lot 10: The previous test hole from 11/99 most closely matching this lot is TH 926B. This test hole exhibits GP soil and a percolation test was not conducted, but could be expected to be favorable. The presence of bedrock between 3 and 4 feet will require an elevated absorption bed. No groundwater was encountered. Lot 11: The previous test hole from 11/99 most closely matching this lot is TH 927. This test hole exhibits GP and GM soil and an excellent percolation rate of 1.33 minutes/inch. Groundwater was monitored at 10.59 feet below ground level, which is favorable. This test hole is 14 feet deep which demonstrates a larger soil mantle above the bedrock. Lot 12: The previous test hole from 11/99 most closely matching this lot is TH 507. This test hole exhibits SM and GM soil and a good rate of 9.4 minutes/inch. Groundwater was monitored at 16.3 feet below ground level, which is favorable. This test hole is 18 feet deep which demonstrates a larger soil mantle above the bedrock. Lot 13 & 14: The previous test hole from 11/99 most closely matching these lots is TH 901. This test hole exhibits ML and GP/GM soil and a good rate of 7.2 minutes/inch. Groundwater was monitored at 8.44 feet below ground level, which is favorable. This test hole is 14 feet deep which demonstrates a larger soil mantle above the bedrock. Lot 17: The previous test holes from 11/99 most closely matching this lot is TH 903 and TH 904. These test holes exhibit GM soil and a satisfactory rate of 30 minutes/inch in TH 903. Groundwater was monitored at 14.05 feet below ground level in TH 904 and TH 903 was dry. Both test holes were 16 feet deep which demonstrates a larger soil mantle above the bedrock. Lot 18: The previous test hole from 11/99 most closely matching this lot is TH 923. This test hole exhibits GP soil and a percolation test was not conducted, but could be expected to be favorable. The presence of bedrock at 7 feet may require an elevated absorption bed. No groundwater was encountered. Lot 20: The previous test hole from 11/99 most closely matching this lot is TH 930. This test hole exhibits GP soil and a percolation test rate of 3.1 minutes/inch. The presence of bedrock at 12 feet will allow a conventional absorption field. Lot 21: The previous test hole from 11/99 most closely matching this lot is TH 929. This test hole exhibits GM soil and an excellent percolation rate of 8.1 minutes/inch. No groundwater was encountered. This test hole is 13 feet deep at which point bedrock created refusal. Lot 22: The previous test holes from 11/99 most closely matching this lot is TH 952. The test hole exhibits GM soil and a satisfactory percolation rate of 24 minutes/inch. Groundwater was not encountered. The test hole was 14 feet deep which demonstrates a larger soil mantle above the bedrock. Lot 23: The previous test hole from 11/99 most closely matching this lot is TH 504. This test hole exhibits GW soil and an excellent percolation rate of 4.5 minutes/inch. Groundwater was not encountered, which is very favorable. This test hole is 19 feet deep which demonstrates a larger soil mantle above the bedrock. Lot 24: The previous test hole from 11/99 most closely matching this lot is TH 953. This test hole exhibits GP soil and a percolation test was not conducted, but could be expected to be favorable. The presence of bedrock at 7 feet may require an elevated absorption bed. No groundwater was encountered. Lot 25: The previous test hole from 11/99 most closely matching this lot is TH 960. This test hole exhibits GP soil and an excellent percolation rate of 1.6 minutes/inch. Groundwater was not encountered, which is very favorable. This test hole is 18 feet deep which demonstrates a larger soil mantle above the bedrock. Lot 26: The previous test hole from 11/99 most closely matching this lot is TH 961. This test hole exhibits SM -SP soil and a fast percolation rate less than 1 minute/inch. Groundwater was not encountered, which is very favorable. This test hole is 17.5 feet deep which demonstrates a larger soil mantle above the bedrock. Lot 27: The previous test hole from 11/99 most closely matching this lot is TH 959B. This test hole exhibits GP soil and a percolation test was not conducted. Groundwater was monitored at 3.15 feet below ground level. The presence of groundwater will require an elevated system. Lot 28: The previous test hole from 11/99 most closely matching this lot is TH 959 and TH 503. Test hole 959 exhibits GP -GM soil and a good percolation rate of 7.3 minutes/inch. Groundwater was monitored at 4.85 feet below ground level. The presence of groundwater will require an elevated system. TH 503 exhibits sandy GW soil with a fast percolation rate. Lot 29: The previous test hole from 11/99 most closely matching this lot is TH 954. This test hole exhibits GM soil and a fast percolation rate less than 1 minute/inch. This test hole is 14 feet deep which demonstrates a larger soil mantle above the bedrock. Lot 30: The previous test hole from 11/99 most closely matching this lot is TH 946. This test hole exhibits GP -GM soil and a fast percolation rate less than 1 minute/inch. Groundwater was not encountered, which is very favorable. This test hole is 12 feet deep. Lot 31: The previous test hole from 11/99 most closely matching this lot is TH 945. This test hole exhibits GP -GM soil and a fast percolation rate less than 1 minute/inch. Groundwater was not encountered, which is very favorable. This test hole is 14 feet deep which demonstrates a larger soil mantle above the bedrock. The remaining tracts are either greenbelt or future subdivision tracts. Many previous test holes are present on these tracts. The soil in this subdivision is generally favorable for development of on-site septic systems. This is the remainder of the questions. I have included a revised drawing with alterations based on your comments. We have previously discussed the high slopes in the area. I spoke with Bill Sullivan concerning drilling a well on a higher slope; Bill said that as long as a bulldozer is available to punch in a trail and flatten out the well site, well drilling should not be a problem. All the lots are large and should be able to construct the reduced drainfield size for an advanced Cat III system (Advantex). I have attempted to stay 50' from downslope slopes greater than 25% and 20' from uphill slopes. However the following lots have added discussion: • B2 L6: This test hole is within 50' of a 25% slope. There is adequate lower slope area on the lot. The nearby test holes 913, 914, and 915 all exhibit good soil qualities and no groundwater. • B2 L9: TH 9 has a location problem with high slopes. However nearby test holes 8 and 920 exhibit adequate soil, no groundwater. Other areas of the lot will provide low slopes for construction. • B2 L11: TH 11 has high slopes nearby. TH 921 nearby demonstrates good soil in the area. Siting an advanced wastewater system should not be a problem. • B3 L1: The area was revised, but TH 922 is within the radius of a higher slope. TH 924 indicates that the soils should be similar in the area for development. • B3 L2: This septic system area was revised. • B3 L3: TH 12 is within the radius of a higher slope, but soils remain consistent in the area. • B3 L6: This lot was redrawn and appears to meet requirements. • B3 L7: TH 953C is near a high slope. However the remainder of the lot has ample low slope area form construction. TH 504 and TH 953 display favorable soil conditions in the vicinity. Additional changes have been competed to the drawing.
