Septic System Owner -installer Agreement
The On-site Water and Wastewater Section (On-site) may issue an approval for a homeowner
to perform work on an on-site wastewater disposal system to serve that individual's owner -
occupied, single-family or duplex home if the homeowner meets and agrees to the following
requirements:
1. The property owner and excavation equipment operator may perform work on no more
than one owner -installation project in a 12 -month period.
2. Owner's projected active involvement with t ins allation:

All construction shall be in accordance with:
1. The attached approved design.
2. All requirements specified in Anchorage Municipal code Chapters 15.55 and 15.65 and the State of Alaska
Wastewater Disposal Regulations (18AAC72) and Drinking Water Regulations (18AAC80)
3. The wastewater code requires inspections during the installation. The engineer shall notify the Development
Services Department per AMC 15.65. Provide notification by calling (907) 343-7904 (24/7).
4. From October 15 to April 15, a subsurface soil absorption system under construction during freezing weather
shall be either:
a. Opened and Closed on the same day, or
b. covered, sealed, and heated to prevent freezing
Special Provisions:

• A test hole is required prior to construction of the absorption field, in the location shown on the site plan, to
confirm minimum separation to impermeable soil and seasonal high groundwater, as well as percolation
rate. Construction may proceed at your own risk prior to 7 -day groundwater monitoring. If results require
a design change, construction shall stop pending approval of a change order. Please submit results with
the inspection report (or change order, if required).

Initial Well and Septic Systems
Design Narrative and Steep Slope Code Compliance
Design Narrative: The owner plans to develop the subject property in two (2) phases. Phase 1 (2023) will
include construction of the garage with a 2‐bedroom accessory dwelling unit (ADU), and the well and
septic systems. Phase 2 (date unknown) will be for construction of a 3‐bedroom single family home (SFH).
Steep Slope Code Compliance: The proposed Wide Trench drainfield (60‐inch wide, 4‐foot effective depth,
8‐foot total depth) is located near the top of a slope that varies from 30% at the top of the slope to 22%
30‐feet to 100‐feet downgrade. The soils found in TH1 (see design) satisfy the requirements for the United
States Department of Agriculture’s Hydrologic Soils Group A (HSG‐A), which allows a 45% infiltration line
to be used in lieu of the assumed worst case 25% infiltration line typically required by the MOA. Given the
proposed drainfield will be constructed in HSG‐A soils, the associated 45% infiltration slope will not allow
septic effluent to daylight out of the existing vegetated 30% or less slopes present at that location. The
proposed drainfield design satisfies the requirements of “Steep Slope Disposal Fields” code section AMC
15.65.210B4
The proposed well and 5‐bedroom septic system is detailed on the design drawing. If constructed as
designed, they will;
Satisfy all code required separation distances,
Not cause any probable adverse impacts to adjacent properties,
Not cause the adjacent currently vacant Lot 2 to be undevelopable,
Not negatively impact existing wells and septic systems on adjacent properties,
Not be adversely affected by potential drainage that could flow onto and off of the subject
property.
