Information for Final Acceptance of Wastewater Permit
Dear Mr. Roth,
We have prepared this letter to be used as clarification in comparing the permit
application for SW950193 and the final asbuilt inspection report. One item discussed in
our preliminary field assessment letter dated September 30, 1994 is not accurate. The
existing wastewater disposal system consisted of a 2,000 gallon holding tank. See
attached letter dated September 5, 1995 discussing tank capacity.
The location of the new water well varies form the permitted location approximately 50
feet. The setback distance from the holding tank has been increased from 75 to 90 feet.
Erosion and/or changing of the stream bank prompted the change in location.
Landscaping around the home site was also factored in to the new well location. There
are no apparent sources of contamination within 200 feet, wastewater systems in the
vicinity are holding tanks. The Owner abandoned the existing well located adjacent to
the house, rock concrete was poured into the well and a steel plate was welded over as a
cap 2 feet below grade. The graywater system has been abandoned, all three pipelines
connecting the 1,000 gallon storage (removed from site since taken out of service) tank to
the house have been cut and capped in the crawl space. The entire wastewater system is
piped into the existing 2,000 gallon holding tank.

Dear Mr. Wheeler,
This letter is our recommendation to obtain a waiver of the holding-tank-to-surface-water
separation distance on your septic system.
We understand from conversations with you that a 2,000 gallon holding tank was
installed in 1986. On August 31, we verified the tank has the nominal capacity from
conversations with Don Davis of Girdwood Services who pumps from 1,300 to-l,600
gallons from the tank. We did not dig up the tank and therefore cannot verify its
condition. We measured approximately 85 feet from the tank to Bird Creek surface
water. We previously recommended and understand that a new MOA-approved is being
installed 75 feet from the existing holding tank to satisfy the well-to-holding-tank
requirement. See the attached sketch. As you can see by the site sketch, the existing
holding tank, cannot be moved to any position in reasonable proximity to the house and
satisfy the 100 setback to surface water requirement.
We also considered a conventional leachfield system in lieu of a holding tank. After
reviewing the site geometry and topography, a conventional system is not recommended
because:
1. No land is available which is 100 feet from surface water.
High groundwater and porous soils could cause contamination of
Bird Creek if separation distances are reduced, thus requesting a
waiver for the leachfield-to-surface-water separation is not
recommended.
We recommend that you upgrade the existing zero discharge holding tank with a high
level alarm system, abandon the existing well. install a new well which is at least 75 feet
from the holding tank, and seek a waiver of the holding-tank-to-surface-water separation
distance.

Dear Mr. and Mrs. Wheeler:
We conducted a preliminary field assessment for your septic system
on May 6, 1994. Your existing water/wastewater system consists of
a well and holding tank. We understand that the existing well is
±40 feet in depth and your existing wastewater disposal consists
of a 1,000 gallon holding tank which is pumped regularly by a
local pumping company under a maintenance agreement. We
understand your graywater dispcsa! is a gravity drain to a 1,000
gallon, 2-compartment tank and a short drain field near the house.
The site on which you are situated is very compressed between Bird
Creek and the toe of the hill. See the attached sketch.
After surveying the site again cn September 27, 1994, we find that
there is not no feasible locaticn for a conventional septic system
on the property due surface water, steep topography, and setback
requirements. The only space available for a leachfield is next
to Bird Creek which does not meet the 100' setback requirement to
surface water. For environmental reasons, we do not recommend
intalling a leachfield next to Bird Creek, even if a waiver could
be obtained.
The only viable option for pro5ecting the groundwater is to:
1. Move the well away from the holding tank to comply with
current 75' well-to-holding-tank regulations, and
2. Install an M.O.A. approved 2,000 gallon holding tank
complete with, alarms, and a maintenance agreement, and
Obtain a waiver from the 100' separation distance
requirement between a holding tank and surface water.
The proposed distance is estimated at about 85'
We believe that a zero-discharge technology such as the holding
tank is the only feasible means of wastewater disposal given the
site restrictions existing.

Dear Mr.
Attached herewith is the report on our site inspection of the
proposed location for acceptable out-house sites. The three home
sites on the south side of Bird Creek are proposed to have septic
systems. The five home sites on the north side of Bird Creek are
proposed to have earth privy systems.
Sharon Whitlock:
No acceptable perc locations were observed in the field.
Recommendation:
1. The use of a holding tank located just south of the road in the
front of the house.
2. Move the well to the north of the house along Bird Creek to
meet the 100 foot setback requirement from well to holding
tank.
Dea Calvin:
A distance of 87 feet from well to septic was verified.
Recommendation:
1. Apply for a waiver on the 100 foot set back from septic to well
measurement.
2. Perform an adequacy test on the septic system.
Butch Wheeler:
A distance of 90 feet from holding tank to surface water and 10 feet
from holding tank to well were verified.
Recommendation:
1. Move the holding tank to the south next to the base of the hill
approximately 15 feet or apply for a waiver on the 100 foot
setback from holding tank to surface water measurement.
2. Move the well to the west of the house along Bird Creek to meet
the 100 foot set back requirement from well to holding tank.
Fritz Ha es:
Three test holes were excavated (see attachment). TH1 established
bedrock at 3.5 feet. TH2 established bedrock at 1.5 feet. TH3
established bedrock at an acceptable depth of 4.5 feet, a minimal
percolation rate of 80.0 minutes/inch was tested at this location.
Recommendation:
1. Move the privy to an area of 4.5 feet or greater to bedrock and
find a location which will have a minimal percolation rate of
60.0 minutes/inch.

TH10 established ground water at 3.5 feet. THll established ground
water at an acceptable depth of 4.7 feet, a minimal percolation rate
of 4.5 minutes/inch was tested at this location. TH8 through THll
all fail to meet the 100 foot minimum setback from surface water to
privy. TH12 established a minimal percolation rate of 2.1
minutes/inch at a location on the hill behind the existing privy at a
distance of 113 feet from surface water.
Recommendation:
1. Move the privy to an area of 4.5 feet or greater depth to
bedrock on the hillside and maintain the 100 feet minimum
distance to surface water. The location will need to have a
minimal percolation rate of 60.0 minutes/inch.

installed in 1986. On August 31, we verified the tank has the nominal capacity from
conversations with Don Davis of Girdwood Services who pumps from 1,300 to 1,600
gallons from the tank. We did not dig up the tank and therefore cannot verify its
condition. We measured approximately 85 feet from the tank to Bird Creek surface
water. We previously recommended and understand that a new MOA-approved is being
installed 75 feet from the existing holding tank to satisfy the well-to-holding-tank
requirement. See the attached sketch. As you can see by the site sketch, the existing
holding tank, cannot be moved to any position in reasonable proximity to the house and
satisfy the 100 setback to surface water requirement.
We also considered a conventional leachfietd system in lieu of a holding tank. After
reviewing the site geometry and topography, a conventional system is not recommended
because:
1. No land is available which is 100 feet from surface water.
High groundwater and porous soils could cause contamination of
Bird Creek if separation distances are reduced, thus requesting a
waiver for the leachfield-to-surface-water separation is not
recommended.
We recommend that you upgrade the existing zero discharge, holding tank with a high
level alarm system, abandon the existing well, install a new well which is at least 75 feet
from the holding tank, and seek a waiver of the holding-tank-'io-surface-water separation
distance.

Attached herewith is the report on our site inspection of the
proposed location for acceptable out-house sites. The three home
sites on the south side of Bird Creek are proposed to have septic
systems. The five home sites on the north side of Bird Creek are
proposed to have earth privy systems.
Sharon Whitlock:
No acceptable perc locations were observed in the field.
Recommendation:
1. The use of a holding tank located just south of the road in the
front of the house.
2. Move the well to the north of the house along Bird Creek to
meet the 100 foot setback requirement from well to holding
tank.
Dea Calvin:
A distance of 87 feet from well to septic was verified.
Recommendation:
1. Apply for a waiver on the 100 foot set back from septic
measurement.
2. Perform an adequacy test on the septic system.

Dear Mr. and Mrs. Calvin:
We conducted a preliminary field assessment for your septic system
on May 6, 1994. Your existing water/wastewater system consists of
a well and a conventional septic/leachfield system. We understand
that the existing well is ±40 feet in depth and your existing
wastewater disposal consists of a septic tank and approximately 20
feet of absorption trench. At our inspection we noted the monitor
tube at the end of the existing absorption trench to be dry
indicating it is performing satifactorily. The site on which you
are located is between Bird Creek and the toe of the hill. See
the attached sketches.
After surveying the site again on September 27, 1994, we find that
there is not no feasible location for a conventional septic system
on the property due surface water, steep topography, and setback
requirements.
The only viable option which complies with current regulation is
to:
Install an approved 2,000 gallon holding tank complete
withl alarms, and a maintenance agreement as show on
the attached sketches.
We believe that a zero-discharge approach such as the holding tank
~is the best means of wastewater disposal at this sit~, given the
site restrictions.

Dear Mr. Calvin:
Attached herewith is the report on our site inspection of the
proposed location for acceptable out-house sites. The three home
sites on the south side of Bird Creek are proposed to have septic
systems. The five home sites on the north side of Bird Creek are
proposed to have earth privy systems.
Sharon whitlock:
No acceptable perc locations were observed in the field.
Recommendation:
1. The use of a holding tank located just south of the road in the
front of the house.
2. Move the well to the north of the house along Bird Creek to
meet the 100 foot setback requirement from well to holding
tank.
Dee Calvin~
A distance of 87 feet from well to septic was verified.
Recommendation:
1. Apply for a waiver on the 100 foot set back from septic to well
measurement.
2. Perform an adequacy test on the septic system.
Butch Wheeler:
A distance of 90 feet from holding tank to surface water and 10 feet
from holding tank to well were verified.
Recommendation:
1. Move the holding tank to the south next to the base of the hill
approximately 15 feet or apply for a waiver on the 100 foot
setback from holding tank to surface water measurement.
2. Move the well to the west of the house along Bird Creek to meet
the 100 foot set back requirement from well to holding tank.

Three test holes were excavated (see attachment). TH1 established
bedrock at 3.5 feet. TH2 established bedrock at 1.5 feet. TH3
established bedrock at an acceptable depth of 4.5 feet, a minimal

1. Move the privy to an area of 4.5 feet or greater to bedrock and
find a location which will have a minimal percolation rate of

minutes/inch was tested at this location.
Recommendation:
1. Move the privy to TH6.
Richard Tremble:
One test hole was excavated (see attachment). TH7 established
bedrock at an acceptable depth of 5.7 feet, a minimal percolation
rate of 23.3 minutes/inch was tested at this location. TH7 was
measured at 103 feet from surface water.
Recommendation:
1. Move the privy to TH7.

ground water at 4.5 feet. TH9 established ground water at 2.5 feet.
