RE: Olson Heights, Block 1, Lot 3 – Septic System Initial Permit Request
A permit is requested to install a conventional septic system for the subject property. The designed system
will serve a proposed 5-bedroom, single-family home. The subject property is vacant with no existing
structure or existing on-site septic system. An initial system is designed for the subject property and a
replacement field of equal capacity is shown with the designed system.
Wells
The subject property does not have an existing water well. Neighboring parcels are served by private
water wells. In the future, the subject property will be served by a private water well. Separation distances
stipulated in Anchorage Municipal Code (AMC) 15.65 shall be maintained for future well-sitting. There are
no wells within 100’ of the designed system septic system. The future well area shown on the plans
maintains a minimum of 100’ from on-lot septic systems and neighboring septic systems.
Soils
AK Built Construction & Design, LLC (AK Built) performed test holes, percolation tests, and groundwater
monitoring on April 5th and May 13th, 2024. Groundwater was not encountered in TH-01 but was observed
at least seven (7) days later at twelve (12) feet BGS. Groundwater was encountered at seven (7) feet below
ground surface (BGS) and observed at least seven (7) days later at four and a half (4 ½) feet BGS in TH-02.
After an initial review by the On-Site Water and Wastewater Section, it was determined an additional test
hole would be required to have a percolation test result within 30-feet of the entire soil absorption
system. TH-03 was excavated on April 29th, 2024. A groundwater seep was noted at the bottom of TH-03.
An application rate of 0.6 gallons/day/square feet shall be used for a conventional wastewater system.
Confirm groundwater conditions at time of construction.
Wastewater disposal systems
The designed wastewater disposal system is a wide trench (5-wide system) with 36” of sewer rock. The
designed system has the following characteristics.

Tank Size: 1,500 gallons
Percolation Rate: 30 minutes/inch
Soil Rating: 0.6 gallons/day/square feet
Field Area Required: 1,250 square feet

Minimum Length: 145 feet
Designed Trench Length: (2) 75 feet

Replacement disposal site
The subject property has no existing on-site septic system. As a part of this system design, a reserve field
of equal capacity is identified to show availability of a replacement system. TH-02 represents the soil
characteristics for the reserve field. The percolation rate for TH-02 is faster than one (1) minute/inch and
groundwater was encountered. The replacement system is a bed with 6” of sewer rock and a 2’ sand liner.
The reserve system has the following characteristics. Confirm groundwater conditions at time of
construction. Coordinate with any future developments not known at this time.

Drainage
There is no surface water located within 100’ of the designed system. There is a storm drainage ditch
along W 135th Ave. The designed system will not have an impact on the roadway ditch.
Topography
The designed system is in the northwest corner of the subject property. The surrounding property
generally slopes from east to west and the area immediately surrounding the drain field is flat. There are
no steep slopes in the vicinity of the designed system.
The designed system does not have probable adverse impacts to adjacent properties.

SYSTEM DESIGN:
1. DESIGNED SYSTEM IS FOR OLSON HEIGHTS, BLOCK 1, LOT 3. MUNICIPALITY OF ANCHORAGE (MOA) PARCEL
ID 1823104000.
2. DESIGNED SYSTEM WILL SERVE A PROPOSED 5-BEDROOM, SINGLE FAMILY HOME.
3. THREE TEST HOLES WERE EXCAVATED TO COLLECT SOIL, PERCOLATION, AND GROUND WATER DATA FOR
THE DESIGNED SYSTEM AND RESERVE FIELD.
4. SEPTIC TANK CAPACITY IS A MINIMUM OF 1,000-GALLONS PLUS 250-GALLONS FOR EACH BEDROOM OVER
THREE.
4.1. 1,000 GAL+ 250 GAL x (5 BDRM - 3 BDRM) = 1,500 GAL.
4.2. SEPTIC TANK SHALL BE A 1,500-GALLON CAPACITY TANK.
5. DISPOSAL FIELDS SHALL BE DESIGNED TO ACCEPT 150-GALLONS OF WASTEWATER PER BEDROOM PER
DAY.
5.1. DESIGN FLOW = 150 GPD/BDRM x 5 BDRM = 750 GPD.
6. THE MINIMUM EFFECTIVE ABSORPTION AREA OF A DISPOSAL FIELD SHALL BE CALCULATED USING THE
WASTEWATER APPLICATION RATE CORRESPONDING TO THE PERCOLATION RATE IN ANCHORAGE
MUNICIPAL CODE (AMC) 15.65 TABLE 2.
6.1. PERCOLATION RATE = 30 MIN/IN.

MATERIALS SPECIFICATIONS:

ACCORDANCE WITH THE CURRENT EDITION OF MOA'S PUBLICATION "STANDARDS AND SPECIFICATIONS
FOR COMPONENT PARTS AND MATERIALS USED IN CONSTRUCTION OF ON-SITE WASTEWATER DISPOSAL
SYSTEMS".
2. COMPONENTS INCIDENTAL TO THE SEPTIC SYSTEM INCLUDING BUT NOT LIMITED TO PIPING, FITTINGS,
PUMPS AND VALVES THAT ARE LISTED OR LABELED BY A MOA APPROVED ACCREDITED THIRD PARTY
LISTING AGENCY FOR THE INTENDED USE DO NOT REQUIRE THE MOA SUBMITTAL/APPROVAL PROCESS.
3. SEPTIC TANKS SHALL BE CONSTRUCTED FROM DURABLE, CORROSION-RESISTANT MATERIALS, INCLUDING
CONCRETE, FIBERGLASS, OR PLASTIC. SEPTIC TANKS CONSTRUCTED FROM STEEL SHALL BE COATED ON
BOTH THE INTERIOR AND EXTERIOR WITH AN APPROVED POLYURETHANE LINING OR SUPERIOR MATERIAL.
4. ALL SEPTIC TANKS SHALL BE FITTED WITH WATERTIGHT COUPLINGS, APPROVED BY MOA, AT THE
PUMP-OUT ATTACHMENTS AND ON THE INLET AND OUTLET OF THE TANK.
5. A SEPTIC TANK SHALL HAVE A 20" MINIMUM DIAMETER MANWAY RISER SERVING THE FIRST
COMPARTMENT. THE RISER, INCLUDING THE COVER, SHALL BE INSULATED WITH 4" MINIMUM INSULATION
EXTENDING 48" BELOW GRADE OR TO THE TANK INSULATION. THE INSULATION SHALL BE OF AN APPROVED
TYPE SUITABLE FOR BELOW GRADE APPLICATIONS. EXPOSED INSULATION ABOVE GRADE SHALL BE
PROTECTED FROM UV DAMAGE. THE RISER LID SHALL BE SECURED TO PREVENT UNINTENDED ACCESS.
6. PIPE AND FITTINGS SHALL BE IN ACCORDANCE WITH NOTE 1 AND "PIPE AND FITTINGS MATERIAL" TABLE.
7. PIPES USED IN GRAVITY DISPOSAL SYSTEMS SHALL BE 4" IN DIAMETER.
8. CLEAN OUTS SHALL BE LONG SWEEP.

PERMEABLE GEOTEXTILE APPROVED FOR THE APPLICATION.

CONSTRUCTION SPECIFICATIONS:
1. SEPARATION DISTANCES AS IDENTIFIED IN THE "SEPARATION DISTANCES" TABLE SHALL BE MAINTAINED.
NOTIFY THE ENGINEER OF DISCOVERIES MADE DURING CONSTRUCTION THAT IMPACT SEPARATION
DISTANCE REQUIREMENTS.
2. FLAG AND SURVEY ALL PROPERTY LINES, WELL RADII, AND EXISTING FIELD SEPARATIONS PRIOR TO START
OF CONSTRUCTION.
3. LAYOUT ALL FIELD COMPONENTS AND LOCATIONS PRIOR TO START OF CONSTRUCTION. NOTIFY THE
ENGINEER IF CONFLICTS EXIST.
4. GROUNDWATER MONITOR TUBES SHALL REMAIN IN PLACE UNTIL CONSTRUCTION BEGINS. ABANDON
GROUNDWATER MONITOR TUBES BY CUTTING ONE FOOT BELOW GRADE AND ABANDON IN PLACE. IF THE
GROUNDWATER MONITOR TUBE IS WITHIN FIVE FEET OF THE DISPOSAL FIELD, REMOVE THE
GROUNDWATER MONITOR TUBE IN IT'S ENTIRETY.
5. TANKS WITH TWO TO FOUR FEET OF COVER SHALL BE INSULATED WITH A MINIMUM OF 2" OF APPROVED
INSULATION PLACED IMMEDIATELY ABOVE THE TOP OF THE TANK. TANKS SHALL NOT HAVE LESS THAN
TWO FEET OF COVER.
6. A SEPTIC TANK SUBJECT TO BUOYANCY FORCES SHALL BE ANCHORED OR BALLASTED AS REQUIRED TO
PREVENT FLOTATION REGARDLESS OF THE LIQUID LEVEL IN THE TANK.
7. A SEPTIC TANK SHALL HAVE A 4" MINIMUM STAND PIPE PROVIDING ACCESS TO OTHER COMPARTMENTS
NOT SERVED BY THE MANWAY RISER.
8. PROVIDE AIR TIGHT CAPS ON ALL CLEAN OUTS AND MONITORING TUBES.
9. PROVIDE A BUILDING CLEAN OUT INSTALLED ONE TO FOUR FEET FROM THE BUILDING FOUNDATION.
10. A DOUBLE CLEAN OUT SHALL BE PROVIDED WITHIN TEN FEET OF THE SEPTIC TANK OUTLET. THE
OPPOSING CLEAN OUTS SHALL BE ORIENTED SUCH THAT THE CLEAN OUT CLOSEST TO THE TANK SHALL
BE TO CLEAN THE LINE AWAY FROM THE SEPTIC TANK, AND THE CLEAN OUT FURTHEST FROM THE TANK
SHALL BE ORIENTED TO ALLOW CLEANING TOWARD THE SEPTIC TANK. THE CLEANOUTS SHALL BE
LOCATED ON UNDISTURBED SOIL.
11. SINGLE SEGMENTS OF SUBSURFACE DISPOSAL FIELDS SHALL NOT EXCEED 100 FEET IN LENGTH.
12. THE LONG AXIS OF A DISPOSAL FIELD SHALL FOLLOW THE CONTOURS OF THE ORIGINAL GROUND.
13. THE HORIZONTAL SEPARATION DISTANCE BETWEEN THE CLOSEST EDGES OF WORKING OR
DECOMMISSIONED SUBSURFACE DISPOSAL FIELDS, OR SEGMENTS OF SUBSURFACE DISPOSAL FIELDS,

CONNECTED TO BOTH ENDS OF EACH PERFORATED SEGMENT. CLEANOUTS WITHIN 20 FEET AND IN LINE
WITH THE DOUBLE CLEAN OUT DOWNSTREAM OF THE SEPTIC TANK MAY BE OMITTED.
18. AT LEAST ONE 4" DIAMETER MONITORING TUBE SHALL BE INSTALLED IN EACH SEPARATE DISPOSAL FIELD
SEGMENT TO ALLOW MEASUREMENT OF THE FLUID LEVEL IN THE DISPOSAL FIELD. MONITOR TUBES SHALL
NOT BE CONNECTED TO THE DISTRIBUTION PIPE NETWORK. THE PORTION OF A MONITOR TUBE
EXTENDING DOWN FROM THE LEVEL OF THE HORIZONTAL DISTRIBUTION PIPES TO THE BOTTOM OF THE
DRAIN ROCK SHALL BE PERFORATED. THE PORTION OF THE MONITOR TUBE ABOVE THE HORIZONTAL
DISTRIBUTION PIPES SHALL BE NON-PERFORATED. MONITOR TUBES SHALL BE LOCATED AT ALL ANGLE
POINTS OF DISPOSAL FIELDS TO MARK THE LOCATION OF THE ABSORPTIONS SYSTEM. PRESSURIZED
TRENCH DISPOSAL FIELDS THAT DO NOT HAVE CLEAN OUT PIPES SHALL HAVE A MONITOR TUBE WITHIN
ONE FOOT OF EACH END OF INDIVIDUAL TRENCH SEGMENTS. PRESSURIZED BED DISPOSAL FIELDS THAT

19. AN APPROVED PERMEABLE GEOTEXTILE SILT BARRIER SHALL BE INSTALLED COVERING THE ENTIRE TOP

20. THE DISPOSAL FIELD COVER SHALL BE A MINIMUM OF TWO FEET DEEP, OVER THE TOP OF THE DRAIN

TANK AND DISPOSAL FIELD.
5. THE DISPOSAL FIELD REQUIRES THE FOLLOWING INSPECTIONS,
5.1. AFTER EXCAVATION OF ALL NATIVE MATERIAL HAS BEEN COMPLETED, BUT PRIOR
TO PLACEMENT OF FILTER SAND AND/OR DRAIN ROCK. THE PURPOSE OF THIS
INSPECTION IS TO ALLOW VERIFICATION THAT THE NATIVE MATERIAL CONFORMS
TO THE SOILS LOG AND THE EXCAVATION IS TO THE CORRECT DEPTH.
5.2. AFTER THE PLACEMENT OF FILTER SAND, IF UTILIZED.
5.3. AFTER THE PLACEMENT OF DRAIN ROCK, AND INSTALLATIONS OF DISTRIBUTION
LINES, CLEAN OUTS, AND MONITOR TUBES, BUT PRIOR TO PLACEMENT OF
INSULATION, SILT BARRIER, OR BACKFILL.
5.4. AFTER THE SYSTEM HAS BEEN BACKFILLED TO VERIFY FINAL GRADING AND THE
LOCATION OF ALL STAND PIPES.
6. THE SEPTIC TANK REQUIRES THE FOLLOWING INSPECTIONS,
6.1. AFTER THE TANK IS SET IN PLACE WITH DISTRIBUTION PIPES AND CLEAN OUTS
INSTALLED, BUT PRIOR TO BACKFILL.
6.2. AFTER THE TANK HAS BEEN BACKFILLED TO VERIFY FINAL GRADING, ELECTRICAL
