Separation Distance Waiver
Dear Mr. Schroeder,
This office received a submittal on February 3rd, 2026, from Ben Schiller, P.E., with FORGE
Engineering requesting a Separation Distance Waiver for the DeArmoun II Block 2 Lot 8 Septic
System Improvement project.
This letter issues a Separation Distance Waiver for the requested reduction in the State’s
minimum separation distance requirement between the source water well and septic system
components as detailed in the submitted engineering plans and outlined below.
Project Background
This on-site wastewater disposal septic permit was installed in July of 2024 for the house located at
13900 Schubert Circle in Anchorage, AK and is shown in Figure 1. The original design of this
residential septic system was designed outside of the 200-foot radii for the DeArmoun #2
community well. However, it was discovered during the record drawing process that the survey
stakes were off and 2/3 of the septic tank is at 195-feet from the well and about 3.4-feet of one of
the absorption trenches were installed within the 200-foot separation radius of the community well.
The new septic tank is a 1250-gallon plastic tank with 20-inch manway from Infiltrator Water
Technologies and 4-inch 304 schedule 80 PVC pipe was used (gravity system). Two absorption
trenches were construction that were 50-foot long, 5-foot wide and 0.5-foot effective depth. Rigid
insulation board was placed on top of both the septic tank and trenches. Each trench has two
cleanouts and one monitoring pipe. The new septic system is at a lower elevation than the existing
well and is sloped away from the well.
The groundwater is approximately 90-feet below the ground surface and well is drilled to a total
depth of 167-feet.
A separation distance waiver was requested once this was discovered and the waiver is for:
• 195 feet to new septic tank
• 196 feet to northern absorption trench

Separation Distance Waiver
The separation distance waiver for encroachment of the source water well is approved based on the
following design elements to maintain public safety:
• Septic system is designed to slope away from the community well and is at a lower elevation
• Septic system was tested for water tightness and had no leaks
• Septic tank is plastic tank and has effective life span of 50 years
• Vertical separation is approximately 80-feet from trenches to groundwater through silty
sandy soils.
• Shallow absorption trench with 2-inch rigid insulation board on top of drain field rock and
4-feet of cover

Limitations and Appeal Process
This waiver is limited to this project and its current site conditions. Any changes, constructed or
natural, that affect the conditions to which this waiver was granted may void this waiver and the
water or sewer may be required to be relocated to meet separation distance requirements. Approval
of this waiver does not obligate the department to approve future waiver requests proposing the
same design, is not an approval of omissions or oversights, and does not guarantee correctness of the
functional design or waive the owner’s responsibility for continued compliance with state, federal,
and local regulations.
A person authorized under a provision of 18 AAC 15 may request an informal review of a contested
decision by the Division Director in accordance with 18 AAC 15.185 and/or an adjudicatory hearing
in accordance with 18 AAC 15.195 - 18 AAC 15.340. See DEC’s “Appeal a DEC Decision” web
page https://dec.alaska.gov/commish/review-guidance/ for access to the required forms and
guidance on the appeal process. Please provide a courtesy copy of the adjudicatory hearing request
in an electronic format to the parties required to be served under 18 AAC 15.200. Requests must be
submitted no later than the deadline specified in 18 AAC 15.

Septic system design
Dear On -Site Services Engineer:
The owner of the above lot intends to build a 4-bedroom home on the property, so we are
submitting this permit application for the construction of a septic system. The attached site plan
identifies the location of the home as well as the existing community well reserve, septic location
and alternate site.
The ground surface on the lot slopes steeply on the southeast side of the lot, but the slopes even
out on the southwest side and are much milder. It is in that flatter area that the new septic system
is located. There are no slopes greater than 25% within 50 feet downslope of either the primary or
alternate site. Contours are shown on the site plan showing the grade and direction of flow.
Stormwater drainage will not impact this septic system. The new trench will be constructed parallel
to the slope as much as possible. Wells on this and adjacent lots are shown. No conflicts exist
between this proposed system and any other well or septic system, whether on this lot or adjacent
lots. The new system will be a minimum of 200' from the community well, more than 100' from
surface water, and more than 5' away from the septic tank. The alternate site is located more than
6' away.
Please refer to the attached test hole log, plan and profile pages for the septic design. If this design
is followed, there will be no adverse impacts to adjacent properties.
