Lot 11 is a 54,568 square foot lot that is currently not addressed however, access is available via Avalanche Circle. The lot is zoned R-10SL with the special limitation setting minimum lot size at 54,450 square feet (AO 84-21). One structure is planned for development which consists of a five-bedroom single-family residence. This permit application is for the septic design only as water service is provided via a private water distribution system which provides service to the lot via Avalanche Circle (i.e. no well is planned or proposed). 1. Subdivision Soils Reports, Topography, Slopes & Construction History Geotechnical reports for the Spruce Terraces Subdivision were completed in 2021 and 2020 by Pannone Engineering Services, LLC (Septic Report) and Northern Geotechnical Engineering, Inc (Road & Utility Report). Both test hole investigations were conducted during the month of October the year prior, which is one of the two high groundwater months identified in AMCR 16.65. The Pannone report completed 27 test holes, one per lot, across the subdivision to characterize the in- situ soils for septic suitability. The results of the Pannone Report indicated that all 27 test holes were advanced to 16 feet below grade, did not encounter groundwater, did not witness groundwater during the groundwater monitoring cycle, did not encounter bedrock, and witnessed perc rates of 5 minutes per inch or faster for all lots tested. This report is on file with MOA Onsite and is therefore not included with this submittal. The NGE report completed 7 test holes along the planned road improvements of Avalanche Circle and Shaman Place to characterize the in-situ soils for road construction and deep utility suitability. All test holes were advanced to a minimum depth of 15 feet and generally indicated coarse grained in-situ materials with some silts encountered. No ground water was observed during the initial test pits or during the following groundwater monitoring cycle. All three test results indicated perc rates of 4.8 min/in or faster. A map of the test holes and logs are attached with this narrative. Topographically, the subdivision drains in a west to northwest configuration. Approximately 180 feet of vertical relief exists from the southeast property corner to the northwest corner near E. 156th Ave. Other than the subdivision construction completed in 2023, the site is original growth with no historical development or use. Average slopes for each lot within the subdivision do not exceed 20% with the overall average slope of the subdivision being 7.8%. Construction of the roads and private water main occurred during the 2022 and 2023 construction seasons. The road improvements generally follow the existing topography, however a portion of the road, near lots 4 and 6, required a cut approximately 11.5 feet below existing grade. After the road was excavated to rough limits of excavation, the water main and water services were installed 11’ below finished grade. Besides the surficial organic material, all road excavation and water main trenching indicated coarse grained soils with no water table or bedrock encountered. Lots 26 and 27 were mined and larger cobbles screened to produce Type II materials for road construction. Vertically, approximately 25 to 30 feet of material was removed from these two lots. Daily inspection reports were completed by Triad Engineering, LLC which monitored the construction process from initial clearing and grubbing complete through paving and hydroseeding of the ditch backslopes. Two years of inspection reports and photos are available for review and also indicate that no bedrock or water table was encountered throughout the construction process. Water main trenching along Avalanche Circle from the cul de sac north to approximately Lot 9/10 indicated dry trenches and predominately gravelly native material. This work was completed in mid-July of 2022. 2. Lot 11 Septic System Location and Configuration The location of the proposed septic tank and field within Lot 11 are to the south and west of the proposed building. The rear yard area will be graded into a flat usable yard space which will provide adequate topography for the absorption field. The edge of the absorption field is setback 38 feet from the southerly lot line and is entirely within the boundary of the property. All required vertical and horizontal separation distances are met. The septic system is well over 100 feet clear of the existing private water system located within Avalanche Circle. All minimum separation distances as identified in ADEC’s Onsite Wastewater Systems Installation Manual are met. Note, due to the private system requirements of the subdivision, no wells will be installed on this or neighboring lots, therefore none are shown in the vicinity of Lot 11. The orientation of the drain field is not parallel to the existing contours therefore, a waiver request is provided below in Section 9. 3. Effluent Design Criteria The estimated daily flow to the proposed septic system was calculated based on 150 gallons per bedroom per day which is based on AMC Chapter 15.65. Total design flow for a 5-bedroom configuration is 750 gallons per day. 4. Septic Tank Size & Design Septic tank size is based on bedroom count. Minimum sizing is 1,000 gallons with an additional 250 gallons for every bedroom over 3. A 5-bedroom configuration requires a total septic tank size of 1,500 gallons. Septic Tank Access & Maintenance The location of the septic tank allows easy access for maintenance vehicles to perform pumping and sludge removal on a regular basis. A gravel access drive is planned along the southerly property line with a gravel pad intended to store trailers/rvs. This pad will provide adequate access for maintenance vehicles to access the septic tank and drain field. 6. Perc Test Data The Lot 11 test hole completed by Pannone Engineering identified silty sand and gravel soils to depths of 16 feet below existing grade. No lenses or otherwise deleterious soils are expected within the absorption field area. The perc test was run between 3 and 4 feet below grade and resulted in a percolation rate of 5 min/inch. The location of the proposed absorption field is in the rear yard and is graded relatively flat with slopes averaging 2% and no slope exceeding the 25% requirement within 50 feet of the planned or reserve fields. The septic tank and absorption field are located away from the building and clear of vehicular traffic and parking areas. No groundwater was encountered in the test pit. The location and elevation of the test hole completed by Pannone Engineering for Lot 11 is such that the bottom of the hole was not advanced 6 feet below the proposed absorption field as designed. Considering the extensive geotechnical information completed by Pannone Engineering and Northern Geotechnical Engineering as well as the daily monitoring of the construction improvements over a two- year period, an exception, as allowed in AMCR 15.65.210C is appropriate. Perc test results for the entire subdivision show similar perc rates and thus similar coarse-grained soils suitable for septic field use. No groundwater or bedrock was observed during the initial geotechnical investigations nor during the subsequent construction of the subdivision improvements. While not an impossibility, the presence of bedrock or groundwater is unlikely to impact the planned absorption field. Further discussion of proposed mitigation measures supporting the exception allowance is provided in Section 9 below. 7. Absorption Field Size & Design A deep trench system is proposed for the absorption field. The construction requirements for this system determine the parameters for the following system dimensions: • Maximum width of trench is 24 inches (2 feet) • Maximum depth of drain rock - 6 feet • Maximum individual trench length of 100 feet The deep trench soil absorption system requires a calculated trench length and absorption area for appropriate sizing. The assumptions, formulas and calculations for the sizing of this system are provided below. Design Assumptions: • Wastewater Application Rate - 1.2 gpd/sf (Chapter 15.65 Table 2 – Perc rate is 5 min/in) • The Percolation Rate is not faster than 1 min/in, therefore a sand liner is not required. Absorption Field Standards See sheet C1 of the civil plan illustrates a deep trench system with the following characteristics: • Distribution lines are flat and laid in the center of the trench, bedded in drain rock to prevent crushing. Drain rock will extend a minimum of 2" above the top of the pipe. • Drain rock used in the trench is sized between 1/2" and 2" diameter with less than 1% passing the #200 sieve. • Cleanouts are provided at the end of all trenches. • 4" Monitoring tubes are provided at the end of all trenches. • Filter fabric is placed around the trenches and above the sewer rock. • The maximum length of the absorption system does not exceed 100 feet. • Replacement trenches are separated by a minimum of 20 feet. 9. Waiver Request �'i,i��� fu�1zi/� y �5�. y 0 The planned absorption trench, as currently shown, is not configured parallel to the existing contours. This configuration requires a waiver from AMCR 15.65.210 E1. More specifically, this waiver requests that the planned absorption field be conditionally approved as shown in the civil plans. Justification for this waiver request is provided below. The requirement that the field be oriented parallel to the contours assumes that the naturally occurring characteristics of both bedrock and water table (impervious/restricting layers) generally matches the slope of the existing ground. When the absorption field is oriented parallel to the original contours, it is then assumed that a measured depth to bedrock or groundwater is likely consistent across the full length of the trench. When the trench is not parallel to the contours (i.e. perpendicular), one portion of the trench may be closer to groundwater or bedrock than the test hole would otherwise indicate. Waiver Justification - Two topographical "knobs" exist on Lot 11 that are approximately 6' tall. Both knobs are within the footprint of the proposed building and will be cut down to allow for a walkout basement and flat rear yard. The westerly knob is visible within the sewer profile and is planned to be removed. This configuration also allows for multiple replacement field options parallel to the planned absorption field location. The design engineer recognizes that while the possibility of a limiting strata is not likely, it is also not zero, therefore the following mitigation measures are proposed. Proposed mitigation for the current uncertainty of below grade limiting strata will be to require an additional test hole be advanced during construction and prior to installation of the absorption field to confirm the presence, or lack thereof, of limiting strata (bedrock, water table, restrictive soils). This test hole would be advanced a minimum of 6 feet below the bottom of the proposed drain rock. Should limiting strata be identified, the drain field can be re-aligned to be parallel to the contours, lengthened or location revised in such a manner to meet minimum separation distances and comply with AMCR 15.65. It is understood that additional fees would be incurred if a change order was deemed necessary. Thank you for your time and consideration in this matter.
