This was due to: 1. The original asbuilt survey had incorrectly located the well further from the proposed tank location, 2. The pipe invert height coming out of the house was deeper than anticipated, which then caused the tank to be deeper and slightly in the groundwater. The decision was made to shorten the pipe run a little to help keep the tank out of groundwater, which caused the tank to be located a little closer to the well. The 60.5' well separation is anticipated to be protective of the public health and the acquifer. Although much of the property has greater than 60 minute‐per‐inch soils and/or shallow groundwater, suitable  soils  with  excellent  percolation  and  no  groundwater  were  found  at  a  higher  location  on  the  property. Soils Log TH1 records an “SP with Silt” soil layer between 6.6‐feet and 9‐feet below ground level that  percolates  at  2.9‐mpi,  and  an  “SM”  layer  between  9‐feet  and  16‐feet  below  ground  level  that  percolates in the 6‐mpi to 15‐mpi range. The proposed Wide trench (0.5’EDx5’Wx50’L, 7’TD) is located near the toe of a 33% slope and complies with the following AMC 15.65.210 steep slope requirements: AMC 15.65.210.B4 Subsections: a: The 33% slope is within the required 25% minimum slope and 46% maximum slope, a.i: The bottom of the upgradient side of the  drainfield is 9‐feet above the bottom of the soils test hole, a.ii: The trench does not exceed 60‐inches in width, a.iii: The drainfield distribution pipe varies between 6‐feet to 6.5‐feet below the adjacent driveway surface, which has been in place for several decades and is very stable. The slope beyond the driveway, within 50‐feet down gradient of the drainfield, is vegetated with large old‐growth Sitka spruce trees. a.iv: The distribution pipe invert is 6.5‐feet below the top of the natural organic surface, a.v: The disposal field is a minimum of 100‐feet up‐gradient from any slope exceeding 46%, b and c: The percolation rate is 2.9‐mpi, so these subsections don’t apply. The drainfield is higher than the house and will require an effluent lift pump.  A camera/transmitter was used  to  locate  the  sewer  line  inside  the  house  with  the  hope  of  using  a  lift  pump  in  that  location.   Unfortunately, the sewer line was found to be about 3‐feet under the garage floor slab running parallel to a structural interior wall founded on a roughly 12‐inch‐thick thickened slab foundation.  This puts the sewer  line  about  2‐feet  vertically  lower  than  and  1‐foot  horizontally  away  from  the  bottom  of  the  structural footing.  Due to the structural complexity, risk, and danger involved removing the garage floor PO Box 671389 ● 18368 Amonson Road ● Chugiak, Alaska 99567 Municipality of Anchorage On-site Water and Wastewater REVIEWED FOR CODE COMPLIANCE OSP251068, Curtis Townsend, 04/24/25 Page 2 of 3 Date: April, 23, 2025 Subject: US Survey 3202, Lot 1 PO Box 671389 ● 18368 Amonson Road ● Chugiak, Alaska 99567 slab and digging 5‐feet to 6‐feet lower than the structural footing to install a lift station, it was decided best to use a STEP tank outside the house. Furthermore, locating the lift station in the garage puts it less than 30‐feet from the well, providing much less protection for the well and subject aquifer than the requested separation distance for the STEP tank.  In short, the proposed STEP tank to well separation is more protective of the public health and subject aquifer than installing a lift station inside the house. The proposed STEP tank will require a separation distance waiver to the well.  Although the plan is to locate the tank as far from the well as possible, an old soils test hole monitoring tube within 20‐feet of the proposed STEP tank location shows groundwater to be fluctuating between 6.5‐feet to 8.5‐feet below ground level.  The design seeks to ensure the STEP tank will not be too deep in groundwater by keeping the gravity line as short as possible, while also providing satisfactory protection for the well. 62‐foot STEP Tank to Well Waiver Request: The proposed design locates the STEP tank greater than 62‐ feet from the private onsite water well, which is on the opposite side of the house from the well.  It is lower than the well, making it nearly impossible for a sewage spill to reach the well on the ground surface. Entrance into the house both on foot or by vehicle is also between the tank and well, which will allow any sewage spills on the ground surface to be easily monitored. A well log does not appear to be available, but a recent well pump installation invoice notes the well depth is 55‐feet and the static water level is 31‐feet (see Appendix A).  Thus, the aquifer at the well’s location has approximately 10‐psi pressure [(55’‐31’) x 0.43 psi/ft] on it, indicating the aquifer is confined and very unlikely to be polluted from infiltration of onsite sewage spills and/or leaks.  A local aquifer study was completed to extrapolate the likely soil strata for the subject property and compare static water levels to determine the likelihood of the wells in this area tend to be confined of not. The findings indicate the two closest wells with complete well logs are considered confined, further justifying the likelihood that the subject well is confined too. (see Appendix A). The well water was recently tested, which “E. Coli and Total Bacteria” was found to be Negative, and “Total Nitrate/Nitrite” was found to be 0.428‐mgL.  Both values are very low, indicating the well is not influenced by either the existing failed undocumented septic system and/or the relatively shallow groundwater the existing septic system is submerged in, further demonstrating that the subject aquifer is confined and protected from onsite shallow sources of pollution.  If the subject aquifer wasn’t confined, the lab results for “E. Coli and Total Bacteria” would be much more likely be Positive, and “Total Nitrate/Nitrite” might be found to be elevated above the COSA required 5‐mgL threshold that requires additional well testing.  In short, the lab results indicate the aquifer is not under the influence of shallow groundwater and/or the existing septic system. Additionally, the HDPE plastic STEP tank is very unlikely to ever develop leaks from corrosion, and will also have a high‐water alarm system in accordance with the code.  In short, given the details of the proposed installation and the multiple mitigating factors, the requested separation distance will be protective of the public health and the subject aquifer.
