The parcel is located east of Mountain Air Drive in Anchorage, Alaska. The site is accessed via Goldenview Drive, to East 162nd Avenue, to Windsong Drive, to Sandpiper Drive, to Mountain Air Drive which terminates at the parcel’s northwest corner. The parcel north of the subject property is identified as Tract G-1 of Mountain Air Estates and is currently undeveloped. The property to the west is Spruce Terraces Subdivision with undeveloped 1-acre single family lots. Property to the east, across Mountain Air Drive, is identified as Shangri- la Estates, Ph 2 and includes 7 undeveloped lots. Properties to the south consist of residential development of generally 1-acre lots from the Shangri-la Estates East development along Mountain Air Drive and Sandpiper Drive. Existing Conditions & Land Cover The site is currently undeveloped and well vegetated with mature trees and brush. Topographically, the site drains in a south to north/northwest direction. Roughly 100 feet of relief occurs from the southeast corner to the northwest. Slopes across the parcel range from 5-30% with an average slope of approximately 10%. The project resides within the Rabbit Creek watershed and contains two unnamed streams identified by MOA Watershed Management (WMS). A screenshot of the WMS drainage mapper illustrates the general watershed configuration. Wetlands were delineated within the project boundary by 3-Tier Alaska (3TA) in the fall of 2023. The delineation identifies approximately 2.6-acres of wetlands in the NW corner of the property. Note that the recent delineation found a substantial reduction in wetland area when compared to the MOA GIS maps available from WMS. Proposed Development Plan The proposed development intends to subdivide and create nine residential lots from the 19-acre parcel. Each lot will be served by individual wells and onsite septic systems as no public water or sewer infrastructure exists within the area. The nine lots range in size from 1.1 to 4.2 acres. The subdivision is configured such that all lots have access to the westerly side of the existing Mountain Air Drive. Access to each of the lots will be directly WMS Drainage Maps (6.25.24) N Project Site Subject Property from Mountain Air Drive. Existing grades are generally less than 15% across the site, and the 40,000 sf minimum lot size is sufficient to support on site systems. Testing Process Triad Engineering, LLC performed septic testing onsite on March 7th, 2024. Weather conditions were generally clear with temperatures in the mid-20’s in the morning to mid-30’s in the afternoon. Groundbreakers LLC mobilized a 200 series excavator to the site and provided an operator for the geotechnical exploration. Test holes were staked and flagged by The Boutet Company in advance of testing. Wetlands flagging remained in place to provide additional identification in case test holes needed to be field adjusted. Access for the excavator was such that minimal to no clearing was required for testing. Each test hole was advanced to a depth of roughly 10 feet below ground surface (BGS). Upon completion of each test hole, a 4” diameter perforated pipe was placed within the excavation and backfilled with the stockpiled soil s. A bench was excavated adjacent to each test hole at an appropriate elevation so that percolation testing could be completed. A roughly six-inch-deep hole was hand dug into undisturbed soils using a shovel and approximately two inches of ¾” pea gravel was placed at the bottom of the hole. A four-inch diameter perforated PVC pipe was placed vertically into the test hole and the annulus backfilled with pea gravel. Water was then carefully poured into the pipe to a level approximately six inches above the bottom of the hole. Measurements were then taken using a standard tape measure. The process was repeated for each test hole as necessary to meet Title 15 requirements. The initial 30-minute reading in all test holes exceeded ½” drop, so pre-soaking was not required. The investigation proceeded from south to north, with Lot 1 being completed first and Lot 9 completed last. Soils Soils encountered during the investigation were visually classified in general accordance with the Unified Soil Classification System (USCS). The general subsurface profile encountered for Lots 1 through 4 consisted of approximately 12 inches of surficial organics followed by dense, sandy gravel with silt. A confining silt layer was found at approximately 9-10 ft BGS. The native soils on Lots 6-9 were a very clean, sandy gravel beneath the surficial organics. Bedrock Bedrock was not encountered during the investigation and is not anticipated to negatively impact future development of the lots. Percolation Test Results Below is a summary of the percolation test results by lot and the subsequent reserve area required. See the attached site plan for test hole locations on each lot. During the excavation of the test hole on Lot 1 some subsurface flows were encountered as weeps in the sidewall of the excavation at approximately 5-8 ft BG. The subsurface flows were not substantial and did not affect the perc testing. With the exception of Lot 1, it is unlikely that the water table would negatively impact future septic systems due to the lack of silt content witnessed for the full depth of the test holes. Lot 1 may require the installation of a subdrain to mitigate subsurface flows as part of the on-site system. Seasonal changes to the water table elevation are expected to occur due to rainfall and snow melt runoff. Groundwater monitoring in October of 2024 encountered elevated groundwater levels in Lots 1 -3 and Lot 5. Elevated groundwater levels were encountered across the Municipality in 2024 due to the high snowfall experienced the previous winter. Fluctuations in seasonal groundwater may exclude the possibility for deep trench septic systems. However, other designs could be utilized to effectively install on -site septic systems for these lots. Water Availability & Nitrate Values The MOA On-Site historical data was reviewed to assess water availability in the immediate vicinity of the proposed subdivision. As previously discussed, the propert ies to the north, east and west of this parcel are largely undeveloped. Shangri-La Estates East and Shangri-La, located south and west of this parcel, includes residential lots with well log data available on the database. All properties with available data and within 500-ft of the subject parcel were analyzed and found to have well production rates ranging from 1-40 gpm. Generally, well production is lower upslope of the development where the topography changes dramatically and bedrock is encountered. A screen capture of the nitrate values is shown below. Nitrate Values – MOA Screen Capture 11/19/24 N Subject Property Conclusion In summary, perc test results indicate that each of the proposed lots contain soils capable of supporting on-site septic systems. The large lot sizes allow for developable house sites on all lots even those encumbered by stream setbacks or wetlands. Due to surface water setback requirements, it is likely that some of the lots will require advanced treatment systems to utilize the reduced separation distances. Well-draining soils were encountered on all lots. A significant amount of surface water flows through the center of the property. However, groundwater was generally encountered at 5-8 ft below ground surface for five of the lots and not encountered for the other four. Review of available well log information indicates that water is abundant in the area with recently drilled wells averaging 10 gpm of production. It is anticipated that the proposed nine lots will meet the minimum production of 1 gpm and likely achieve flow rates in the 5-10 gpm with no negative impacts to adjacent properties.
