Kenley, P.E. 9806 E, Northstar Circle, Palmer, Alaska 99645 (907) 250-5828 May 28, 2025 Alan and Dina Thompson - Owners Overlook Estates #3 LT 27 G 27793 Wilde Circle, Eagle River, AK GENERAL SITE INVESTIGATION REPORT The owners of the above referenced property desire to install an on -site wastewater treatment system and potable drinking water well in support of a planned 3-bedroom residence to be constructed starting in June 2025. This parcel is part of a developed subdivision that already has several homes within its boundary. On May 18, 2020, a percolation test was performed on the above references 67,514 sq. ft. property located on Wilde Circle in Eagle River, Alaska by another engineer licensed in Alaska. The test pit and related percolation test show that the soils are suitable for construction of a residential structure and an on -site wastewater disposal field meeting the design requirements of Anchorage Municipal Code 15.65. At the time of the visual inspection of the subject parcel the site was undeveloped and heavily vegetated with alders, spruce and birch trees. The parcel is fronted by Wilde Circle to the south, private parcels to the east and west, and Eagle River Road to the north. No visual evidence of past construction or potentially contaminated soils was observed on the subject site. Terrain at the site generally sloped from north to south. A small stream parallels the westerly property boundary and then bisects the southwest corner of the parcel. No other wetland areas, other than at the stream alignment were visible at the time of the inspection. The driveway for the proposed parcel will enter off of Wilde Circle. Currently, there is no adjacent residences to the west or to the east. The site appears to be suitable for development and for the installation of a wastewater disposal field as well as a potable drinking water well. On -site observation and physical survey show that there are no public water systems within a 200' radius of the subject parcel nor are there any private drinking water wells within a 100' radius of the proposed septic tank or leach field. In determining the type and location of an on -site wastewater disposal system we considered soil types, terrain, water bodies and separation from wells and septic systems on adjacent properties. The propose system is a 4-deep trench. Given the variable strata in the subsurface soils the trench will be positioned approximately 6-feet below grade to align with the location of the percolation test performed by others when the subdivision was development. Placing the system at the depth of the percolation test results in the bottom of the trench being only 5-feet from the bottom of the test pit rather than 6-feet above the bottom of the test pit in order to confirm separation from an impermeable layer. Alan and Dina Thompson Property May 28, 2025 We have investigated the soils from the adjacent parcel Lot 3 well log, across Wilde Circle from the subject property which shows that the soils at that location are gravel and silt below 15-feet, which would not represent an impermeable layer. We propose to submit the attached plan, which places the bottom of the system 5-feet above the bottom of the test pit on the subject parcel (12-inches short of substantiating there is a 6-foot separation from an impermeable layer). We propose, that at the time of installation of the system on the subject parcel, we will dig a test pit to 6-feet below the bottom of the proposed trench to verify soils and confirm there is no impermeable layer for 6-feet below the trench. We also plan to perform a confirmation percolation test at the elevation of the proposed trench to confirm the findings of the engineer that performed the attached percolation test being used in the design of the subject parcel system.
