We are requesting a waiver for a field installed askew to original ground contour lines. The installed wastewater treatment system utilizes a Quanics/Aerocell NS-500 treatment pod and 2500-gallon Greer Poly septic/recirculation tank. A filter sand bed has been provided beneath the drain field to level the excavation to the natural slope. The sand layer also provides additional treatment of the effluent prior to entering the accepting soil strata and groundwater table. The field was installed within the design accepting soil strata utilizing MOA filter sand as a leveling agent where needed after all organic containing soils were removed according to the design documents at the time of installation. The topographical data provided for and referenced in the design documents is that of the site in an undisturbed condition, including vegetative obscurification. Clearing and grubbing performed as a part of the permitted improvements revealed a slightly different field condition of the underlying ground surface that that approximated by accepted area mapping practices performed over areas obscured by vegetative growth. The topography represented is that of the original mapping project as is standard practice. As depicted in the profile and section views of the submitted record drawing; the elevation delta across the field is not as great in the developed condition as it appears when laid upon the topographical data collected in the undisturbed condition. Approval of this waiver will not affect the health and safety of this or surrounding properties. Based on the provided information and justification this waiver request meets the intent and objectives of AMC 15.65, for these reasons the requested waiver should be approved. The installation will serve a proposed five-bedroom (5) house. This lot and surrounding lots are served by private wells. Currently there are no wells within 50-feet of the proposed advanced wastewater treatment system. 1. Soils: Two (2) test holes were performed on this lot by Pannone Engineering Services, LLC on 05/20/2025. Groundwater seeps were observed during the excavation of the test holes; bedrock was not encountered. Groundwater was observed in the test hole monitor tubes after 7-days at a depth of 4.6 feet and 4.0 feet BGS respectively. Based on the results of the percolation test and overall soils appearance an application rate of 3.0 gpd/SF was used for the design of an advanced wastewater treatment system in the area of the test hole utilizing category II application rates for a Quanics/Aerocell treatment system. 2. Soil Absorption System Design: See Sheet 1 of the design package. 3. Surface Water: There is no surface water within 50 feet of the proposed septic tank and drain field. 4. Topography: See attached site plan for area topography. There are no slopes exceeding 25% less than 50ft from the proposed drain field. 5. Waiver Request: See attached waiver request. 6. Drawing Markings: The Drawings are marked “For MOA Review Only”. When written notification that the review is complete and no further comments are received from MoA On-Site Department, the note will be removed and “For Construction” drawings will be issued. The proposed installation will not affect the future development of this or the surrounding lots. If you have any questions, please contact me at (907) 745-8200. Sincerely, SRP Steven R. Pannone, Principal Registered Professional Engineer E-mail: steve@panengak.com Municipality of Anchorage Development Services Department On -Site Water & Wastewater Program 4700 Elmore Road Anchorage, Alaska Subject: Canyon View Estates B1 L15 Drain Field Segment Length Waiver Request •- 1_ •__ OSP251187, Curtis Townsend; 06✓23 We are requesting a waiver to AMC 15.65.355.H.2 which requires a maximum segment length of 20 feet for gravity distribution drain fields to be permitted to use the reduced vertical separation distance for advanced wastewater treatment systems. We are requesting a waiver to a segment length of 25-feet to accommodate a 50-foot-long drain field. The discharge pipe from the treatment pod will be connected to the center of the drain field lateral. The proposed wastewater treatment system will utilize a Quanics/Aerocell NS-500 treatment pod and 2500-gallon Greer Poly septic/recirculation tank. A filter sand bed will be provided beneath the drain field to level the excavation to the natural slope. The sand layer will also provide additional treatment of the effluent prior to entering the accepting soil strata and groundwater table. Due to the nature of gravity drain field lateral pipes and the orientation of the perforations being offset from the invert the increased segment length requested will not adversely impact the distribution of effluent throughout the drain field. There is no quantifiable difference in the distribution or quality of effluent between a gravity distribution and pressure distribution drain fields. Granting this waiver will have no impact on the quality of effluent produced by the septic tanks and treatment pod. Approval of this waiver will not affect the health and safety of this or surrounding properties. Based on the provided information and justification this waiver request meets the intent and objectives of AMC 15.65, for these reasons the requested waiver should be approved. CERTIFICATION & STATEMENT OF INSPECTION BY ENGINEER ft ft ft ft ft ft ft ft As certified by my seal affixed hereto and as of the validation date shown below, I verify that my investigation, based on procedures outlined in the Certificate of On -Site Systems Approval Guidelines, indicates that the on-site water supply and/or wastewater disposal system appears to comply with applicable Municipal and State codes, ordinances, and regulations in effect at the time of installation, unless noted otherwise. In conducting an adequacy test, I attempt to provide a thorough, conscientious \ engineering analysis of the system in accordance with ADEC & MOA guidelines and OF q regulations. The reported results describe the performance of the system under the'gSt o conditions encountered at the time of the test, and separation distances measured to //• y readily identifiable features. The operational life of all wells and septic systems depend w 49 TH on the local soil condition, ground water levels that may fluctuate during the years, and the water usage of the people served by the system. These conditions are outside the even F. P...riar .. o control of the evaluator of this system. All systems eventually fail, and satisfactory testCE H149 t! results do not guarantee future performance if the system, nor do they guarantee that there are no hidden defects of encroachments. Therefore, we cannot provide any warranty of future performance, nor can we estimate the remaining life of the system. The content of this report is for the sole benefit of the owner listed above. Amendment. This Agreement shall only be amended by authorized representatives of the Owner and Municipality. Any attempt to amend this agreement by either an unauthorized representative or unauthorized means shall be void. 6. Jurisdiction: Choice of Law.
