Two tests holes were excavated and found silty gravel GW-GM for the entire 13 foot depth in the main hole and entire 6 foot depth in an additional hole. The perc rate was 12 minutes per inch at the main test hole. Bedrock was not discovered at or above the 13 foot level. Water was observed during the 7-day monitoring period with an approx. depth below grade of 12 feet. The slope at the leach field is approx. flat and the field does not encroach on the 50 foot setback from slopes greater than 25%, which has been field verified and is noted on the site plan. The field has been located to provide a minimum 100 foot setback from all wells and open water. The well is an artesian well with positive pressure. It has been inspected and tested and meets all limits per the MOA, see attached to this submittal. This new septic and well design will not impact any of the surrounding properties. The septic system has been designed based on the sampling and testing data attached to this submittal. See the attached site plan as well as supporting documentation meeting all requirements of Municipal Code Chapter 15.65 – Wastewater Disposal. This is an estate sale and the sellers who have inherited the property do not have the financial means to repair the on-site systems for a COSA. We are requesting “Conditional” approval because we are under contract to purchase the property, but currently do not own it. As part of the contract, we have taken the financial liability for the repairs required for a COSA, but cannot make the upgrades to the well and septic systems until we own the property. We plan to perform the septic and well upgrades immediately upon closing on the property (receiving ownership). There is no eminent health hazard created or prolonged by granting the conditional approval. There is no code violation observed at this time. There won’t be an adverse effect as a result of granting the conditional approval. The house is unoccupied and won’t be occupied until after the required well repairs and new septic system installation have been completed. As noted above, we intend to complete the repairs to the well and septic system immediately upon receiving ownership, with end of the year being the estimated date for completion of the work. We have provided three contractor bids for installation (see attached for bids and escrow amount determination) of the new septic system and established an escrow account for 1.5 times the highest of the three bids (see attached letter from Stewart Title). The septic system included in this submittal has been approved by the MOA for septic and well permit, permit #OSP251292. The well is an artesian well with positive pressure. It has been inspected and tested and meets all water quality limits per the MOA, see attached results in this submittal. A quote for the well repairs is included in this submittal. Per the MOA COSA guidelines, if repairs are less than $2,000 funds are not required to be escrowed. However, to streamline review, we have increased the escrowed amount by $2,000 to cover the well repairs. This new septic and well design will not impact any of the surrounding properties.
