2. All requirements specified in Anchorage Municipal code Chapters 15.55 and 15.65 and the State of Alaska
Wastewater Disposal Regulations (18AAC72) and Drinking Water Regulations (18AAC80)
3. The wastewater code requires inspections during the installation. The engineer shall notify the Development
Services Department per AMC 15.65. Coodinate with On -Site staff regarding preferred method.
4. From October 15 to April 15, a subsurface soil absorption system under construction during freezing weather
shall be either:
a. Opened and Closed on the same day, or
b. Covered, sealed, and heated to prevent freezing
Special Provisions:
A test hole is required prior to construction of the absorption field, in the location shown on the site plan, to
confirm minimum separation to impermeable soil and seasonal high groundwater, as well as percolation rate.
Construction may proceed at your own risk prior to 7-day groundwater monitoring. If results require a design
change, construction shall stop pending approval of a change order. Please submit results with the inspection
report (or change order, if required).

1675 Lazy Lane, Palmer, AK 99645 December 7, 2025 Municipality of Anchorage On-Site Water and Wastewater Section Anchorage, AK 99501 Re: Application for On-Site Wastewater Treatment System 5192 Crow Creek Road Girdwood, AK 99587 To whom it may concern, This letter is Intended to provide a narrative of and submit a request for approval to construct a residential well and an on-site wastewater system at my client’s property on Crow Creek Road in Girdwood, Alaska. The legal description is Lot 7 Block 3, Unit No.1 Raven Mountain Estates.
Narrative The property lies on the west bank of Crow Creek on a steep slope with a terrace where the owner intends to develop his new residence. The owner plans to drill a new well on a small terrace on the south end of his property adjacent to Crow Creek Road. The well will have a 6” casing and will be installed in accordance with Chapter 15.55 of Municipality of Anchorage Code. There are no wastewater systems within 100 feet of the proposed well location on adjacent properties. The proposed wastewater disposal system is an Orenco Residential Advantex System. This type of system is necessary due to the steep nature of the terrain, the limited developable area and the proximity to the surface water of Crow Creek. The advanced wastewater treatment system will more fully treat the domestic wastewater than a typical septic system through filtration before discharge to the drainfield. A cleanout will be installed on the sewer line between the house and the septic tank. The tank will be made of steel and equipped with an Advantex system that includes a pump and filtration unit for recirculating wastewater through the secondary tank. Refer to the attached manufacturer’s specifications for more details. Due to the steepness of the terrain on the property, it is currently inaccessible with motorized vehicles or large equipment, so an excavator could not be brought on site to dig a test hole. A soil test pit was dug by hand by the property owner in June of 2025. The test pit revealed a mixture of gray gravel and silty sand with boulders typical of alluvial deposits in the mountainous terrain around Girdwood to a depth of approximately 4.5 feet below ground. See attached photos and soil log. Additionally, soils information and well logs from adjacent sites were reviewed and found to be consistent with the soils in the test pit to a depth of over 70 feet. The well log on lot 7, of block 4, which is on the opposite side of Crow Creek Road, showed the soils consist of silty sand and gravel with cobbles and boulders, consistent with the soils found on the subject property. The well log for lot 4 of block 3 on the opposite side of Crow Creek showed boulders and then sand and gravel to a depth of 90 feet. Both wells showed the groundwater table was at 70-90 feet depth. These lots are about 30 to 40 feet higher than the 1155’ elevation of the test pit on the subject lot. This indicates that the groundwater table elevation is consistent with the elevation of Crow Creek, which is at least 10 feet minimum below the proposed wastewater system location. During construction of the proposed system the soils will be further evaluated for soil classification and groundwater presence to confirm the assumptions made in the design. If conditions vary significantly, the construction will be paused until a suitable design can be completed and approved by the Municipality.
1675 Lazy Lane, Palmer, AK 99645 The discharge from the tank will flow to a 5’ x 15’ drainfield, which percolates the treated effluent. The drainfield size is based on a two bedroom cabin which has a wastewater demand of 300 gpd. An absorption rate of 4 gpd/SF was selected for design, in accordance with Table 6 of Municipal Code 15.65.355, based the category II testing plan and the sandy soils found in the test pit and comparison with similar systems on adjacent lots. The percolation rate for lot 7, of block 4, across the street was 4.7 minutes per inch, per a soils test taken in similar silty sand and gravel soils on 9/30/14. It is anticipated that the soils on the subject property will be similar and a percolation test at the time of construction would be performed to confirm this. There is room for a replacement drainfield between the proposed house site and the proposed drainfield. The wastewater treatment system will be installed near the north end of the property more than 100 feet away from the proposed well and more than 100 feet away from nearby wells on adjacent properties. The adjacent properties immediately to the north and south are currently vacant, and the drainfield will be 5 feet from the property to the north meeting the requirements of Municipal code 15.65.355 H for an advanced treatment system. The proposed tank is approximately 20 feet from Crow Creek and the drainfield 30 feet away. A berm will be constructed between the tank and the creek as shown on the site plan, to increase this overland flow path and achieve the 50-foot minimum separation for any overflow from tank and field to surface water required for advanced treatment systems. The tank and drainfield (and replacement drainfield area) will be more than 10 feet from the proposed building foundation. The site has positive surface drainage with a steep slope above the site to Crow Creek Road and also downhill to Crow Creek, which is ten feet below the site and then off of the subject property.
