Decommissioned septic system and well cap
Dear Jack:
We understand that the owners of this property have passed away, and you are assisting the
inheritors. There is no information available in public records regarding the well or septic system
on the lot. Municipal documents simply note that the property has a well and septic “dating back
to the 1960’s”. Unfortunately, without any further information, the system cannot be tested or
certified for resale.
Since our discussion, we can verify that the septic tank has been decommissioned per UPC code
by a certified installer (Tim Ecklund of Alaska Heritage Green Homes) and that the system is no
longer usable. The installer has verified that there was no seepage pit or crib needing
decommissioning. In addition, the well pump has been pulled and the well has a metal cap welded
on to it to make it inoperable.
This property no longer has a septic system or well that can be tested and does not require a COSA.
The property must be sold as one that does not have any septic system or working well. We have
been told that the home will likely be demolished by a prospective buyer; at a minimum the buyer
must understand that the building is unlivable until a new septic system is permitted and installed.
As part of the septic permit closeout the well must also be documented. The well must be videoed
with a camera to determine depth and intact casing to a minimum of 40’, and after a pump is
installed the pump log and standard water sample lab CAN results must be submitted to the
municipality.

On Friday morning at approximately 10am, I arrived onsite and began the process of
decommissioning the septic system, utilizing a rented John Deere 85 excavator. Due to the
absence of any records or documentation about the system’s layout, my assessment relied on
visible site features, notably a sinkhole that I believed marked the location of the septic
system or crib along with one stand pipe located towards the house. I excavated to a depth of
about 10 feet in this area.
During the excavation, I decided to dig towards the single standpipe directed toward the
house. I proceeded to dig along this line and soon uncovered a steel septic tank. Using the
excavator, I removed the top of the tank and filled the interior with pit run material that I had
brought onsite. It’s important to note that the only outlet from the septic tank was a 2.5-foot
section of 4-inch pipe, which led directly into sand—there were no signs of an absorption
field. I spent a total of 6 hours digging, backfilling and fine grading the site.
Following municipal code requirements, I completed the decommissioning of the septic tank
itself. Since there was no evidence of a crib or absorption field down to the 10-foot depth, the
next steps involved backfilling the sinkhole with approx. 15 yards of pit run and spreading
topsoil across the disturbed area to restore the site.
