Attached is the Final Inspection Report, Septic System As -Built, and COSA forms. The following describes departures to the permit's approved design: 1. Location of new pipe started farther away from the home; 2. A 45 degree elbow was used instead of 22.5 degree elbow fitting which changed the bearing of the first tank, 3. The tank layout has changed due to the 45 degree elbow, please reference Figure 2 of the As -Built and approved design; 4. The disposal field is approximately 2 -feet wider that indicated on the approved design, due to the loose sand deposits; and 5. The orientation of the field has been altered. The first tank of the installed septic system is encroaching into Lot 9 Sandy Beach Subd. well radius and was determined to be 98.5 -feet from the well. We are requesting a separation distance variance for encroachment due to the following mitigating factors: The new septic tanks for this project are plastic and will not corrode; preventing liquid from seeping into the surrounding soil; The well log of Lot 8 indicates a confining layer of clay ranging from 80 to 160 - feet below ground surface (bgs); and The well log of Lot 9 also indicates a clay layer at 100 to 105 -feet bgs. 16515 Centertield Drive a Suite 101 i Eagle River, Alas0a 2 99577 907.694.2332 M Fax 907.694.1007 0 www.roka.net Septic System Replacement Sandy Beach Subdivision, Lot 8 Anchorage, Alaska 99502 Final Inspection Report Page 2 of 3 The orientation of the new disposal field was altered during construction. The new counter -clockwise orientation encroaches on the 16 -foot separation requirement from the existing Lot 8 disposal field. We are also requesting a separation variance for the encroachment due to the following mitigating factors: • The new septic system is not connected to the old disposal field and will be allowed to recover; ® The soils at the site have a high percolation rate, and it is believed that horizontal migration of treated effluent will be minimal; and ® Soil testing of the old disposal field did not report the presence of ground water; if effluent were to migrate to the old disposal field, the effluent would be treated before reaching the ground water table. We believe that the mitigating factors above for both the tank to Lot 9 well and old to new disposal field separation encroachment should not pose a health risk. We have also included the Certificate of On -Site Systems Approval form and COSA Checklist form. Please note that the sections applying to the septic tank and disposal field of the COSA Checklist form has been filled out using infonmation of the new septic system. An adequacy test was not performed to the newly installed septic system. Attached are revised drawings and As -Built. We have revised our drawings as follows: 1. The double cleanouts have been moved after the first tank; 2. If the disposal field or tank were to fail, overland flow of sewage.to the pond would not occur. The disposal field will be comprised of a 3 -foot wide, 6 -foot deep -trench. The attached vicinity map shows the location of the existing on-site water and wastewater systems in the area. The grade south of the house on Lot 8 slopes gently with grades ranging from 2% up to 5%. A small rock retaining wall ranging from 6 to 18 -inches high, generally follows the length of the existing septic system. Trees are located generally along the east, west and south boundaries of the property. All surface drainage appears to drain directly to Sand Lake. A survey of Lot 8 was performed on May 28, 2020 to located the features that would impact the design of the new septic system and verify grades. Two (2) polypropylene septic tanks will be assembled and installed in series in accordance with manufacturer's recommendations. Infiltrator Water Technologies manufactures the IM -1530 and IM -1060 plastic septic tanks. The IM -1530 has a working capacity of 1,537 -gallons and will be installed first with its partition baffle wall removed. The IM -1060 has a working capacity of 1,094 -gallons and will be installed after the IM - 1530 with its partition baffle wall inserted. The attached soils log and percolation test shows the soil encountered while digging the 18 -foot deep test pit. The test pit was logged by a registered professional engineer in the State of Alaska. The test pit showed that a 2 to 3 -foot layer of sandy silt overlays the sand that will be used as the absorption zone. The sand deposits were found to be fairly uniform to a depth of 16 -feet below ground surface (bgs) where it transitioned to slightly courser, poorly graded sand to the extent of the excavation. The soil percolation test was performed 7 -feet bgs, the sand had a percolation of 1.7 min per inch (mpi). No water or impermeable layers were found within the limits of the explored soil. A 4 -inch perforated PVC pipe was inserted into the test pit and backfilled to monitor ground water after the test. Water was not detected one (1) week after installing the monitoring tube. At your request, we have completed a percolation test on Lot 8, Shady Beach Subdivision in the Sand Lake area of Anchorage. The boring location is shown on Figure 1. It was drilled using a continuous flight solid stem auger advanced by a Simco dri._l rig mounted on a truck. The rig is owned and is operated by Dona-I.J. Drilling, Inc. Drilling was supervised by Mr. 0. M. Hatch., Alask Testlab geologist, and percolation test performed by Larr.; Schmidt, Alaska Testlab teclinician. The log of the test hole is included as Table A. of this report. In interpreting the loci, it would be helpful to utilize tthe .axvl .r:a tory information contained on Sheets 5, 6 and 7 of the: report. When drillinc was completed, a 3/4" slotted PVC pipe was inserted in the hole to aid in determining the free water level. For the percolation test, the test hole was filled with water and left overnight to saturate. On returning the next day; the hole tia , refilled with water and the water 'Level carefully monitored for the next 60 minutes. This proc:e.:ure, is not a standardized percolation test, however, we understand the Municipality of Anchorage, Department of flealLh and Environmental Protection, accepts tests pera:ormed in this manner to evaluate the site for proposed onsite se,eerage system. Using the above test, the observed minimum percolation rate for a ten minute period was 1.7 minutes per inch.. We suggest that the onsite wastewater system be designed for a minimum absorption area of 85 square feet per bedroom. This reccrunerdation is based on criteria in the "Manual of Septic Tank Pr=actice" U.S. Department_ of Health Education and Welfare, Public Service. Dick Boysen July 17, 1979 Page Two We recommend the absorption trenches be inspected prior to installing the system as the above recommendations are based on the result of one six-inch test hole. The seepage trench will provide a much clearer picture of the subsurface conditions than the test hole. If the soil conditions turn out to be more favorable than predicted, it may be possible to economize the system by reducing the length of the trench. Conversely, if the soil appears less permeable than the test indicates, then it may be necessary to enlarge the System. The chief value of the drill hole is in establishing the feasibility of onsite systems, while examination of the trench will provide site specific information.
