Health Human Services 17034 North Eagle River Loop, Suite 204 Eagle River, Alaska 99577 SUBJECT: Lot 8, Block 2, Sand Lake S/D #2, Separation Distance Waiver AWPSA Project Number 9721 -WV -233-011, Review Dear Mr. Cowan: This letter is in response to the submittal received on August 26, and October 7, 1996, regarding separation distance waiver of 100 ft from the proposed septic system upgrade on Lot 8, Block 2, Sand Lake subdivision #2 to Class "C" public water system source well on Lot 6, Block 2, Sand Lake subdivision #2. This Department has completed its review on the submittal which include a cover letter, soils log, site plan, well log and water quality analysis of the source well on Lot 6. From our review, it appears the lesser separation distance could provide the need treatment of the wastewater which is need to protect public health and the environment. Therefore, in accordance with the provisions of 18 AAC 80.030, the following separation distances are granted: Between the existing Class C Public Water System Source Well located on Lot 6, Block 2, Sand Lake Subdivision #2 and the wastewater disposal system (septic tank and soil absorption system) located on Lot 8, Block 2, Sand Lake Subdivision #2, from 150 to 100 feet. The following are requirements of the above granted waiver: Verification that the vertical separation distance of four (4)feet between the lowest part of the soil absorption system and the seasonal high ground water has been meet. In addition, verification of the in-situ soils will need to be submitted to this office. A Mr. Cowan 2 October 31, 1996 As -built drawings, under the stamp of a Professional Engineer (P.E.), needs to be submitted to this office within 90 days of completion of the project. The as -built drawings will need to include a cross section of the soil absorption system. This waiver will remain valid until the wastewater disposal system on Lot 8, Block 2 again requires upgrading. If upgrading or replacement is necessary, due to the small lot size and the high density of wastewater disposal systems, additional treatment to the waste stream will be a requirement of any future waiver requests for this property. This approval to construct does not imply the granting of additional authorizations, nor obligate any federal, state, or local regulatory agency to grant the required authorizations. A waiver is requested from the proposed trench to the East lot line at 1 foot and to the North lot line at 4 feet. A waiver request for the Class "C" well located on Lot 6, Block 2, is being requested from A.D.E.C. concurrent with this request under seperate cover. A test hole was excavated and percolation test performed in the area of the proposed upgrade. The approximate location of the test hole is located on the attached site plan. At the time of excavation no water level was encountered and after seven day ground water monitoring, water was found to be at 16 feet. Attached is the proposed upgrade design. We do not anticipate any adverse effects on neighboring wells, septic systems or drainage patterns by the installation of the proposed septic system. The scope of this project includes the installation of a 1000 gallon septic tank and a leachfeild trench to SEWER&WATER serve the three bedroom residence located on the INSPECTION referenced property. The existing septic tank is to be excavated, pumped, crushed, and abandoned in place. The existing trench is to be abandoned as such that it may be used in the future. ENGINEERING STUDIES ANDREPORTS 2, Construction shall be in accordance with the approved site plan and design drawings, Municipal permit with any special provisions or conditions, and all applicable State and Municipal Wastewater Disposal WELCTION Regulations. �J WTEST &FLOW TES 3. The contractor shall be responsible for obtaining any necessary underground utility locates. SITE PLANS 4. Unless specifically agreed otherwise, the property owner shall be responsible for final grading areas subsequently depressed from soil settling. ROAD DESIGN 5. Contractors installing wastewater disposal systems must be certified by the Municipal Health Department for system installations. Owners installing their own systems must also receive prior approval from the SOIL TEST Municipal Health Department. EPTIC TANK INSTALLATION: PERCOLATION TEST 1. A septic tank is to be constructed by a certified septic tank manufacturer. Construction shall include two 4" cleanouts for pumping access. STRUCTURAL& MECHANICAL 2. The septic tank shall be sufficiently bedded to INSPECTIONS prevent settling or shifting of the tank. 3. All standpipes on the septic tank shall extend a minimum of 12 inches above final grade. ONSITE WASTEWATER DISPOSALSYSTEM DESIGN 17034 NORTH EAGLE RIVER LOOP • SUITE 204 • EAGLE RIVER, ALASKA 99577 Page Two Lot 8, Block 2, Sand Lake Subdivision #2 August 7, 1996 4. Septic tanks installed with less than 4 ft. of cover shall be insulated. 5. A foundation cleanout shall be installed one to four feet from the building foundation. In the line between the tank and the leachfield there shall be two adjacent cleanouts (unless an effluent pumping system exists within the septic tank). These cleanouts shall be located on undisturbed soil not more than 10 ft. from the tank. The first cleanout, in line, shall be to clean toward the leachfield. The second cleanout shall be to clean toward the septic tank. 6. Final grading over the septic tank shall be such that a positive slope exists away from the septic tank. ABSORPTION TRENCH/DRAINFIELD INSTALLATION: 1. Excavate the proposed trench to the dimensions shown on the design. The bottom of the excavation shall be within 2 inches of level. If the sidewalls of the excavation become smeared, they must be raked or scratched (ruffed -up) before gravel (sewer rock) placement. 2. Once the gravel is installed, the distribution pipe is to be installed level with the perforations faced downward. Gravel is then to be placed over the distribution pipe to provide a minimum of 2 inches of cover over the pipe. 3. A silt barrier must be installed between the final gravel layer and the native soil backfill. Ensure the silt barrier covers the entire gravel surface before placing backfill. 4. Monitor tubes shall be of four (4) inch diameter, installed approximately in the locations shown on the design, and extend a minimum of 12 inches above final grade. The portion of the monitoring tube extending through the gravel shall be perforated from the bottom of the trench to the invert of the distribution pipe. This is equivalent to the effective depth of the gravel as noted on the design. Page Three Lot 8, Block 2, Sand Lake Subdivision #2 August 7, 1996 5. Backfill over the final gravel layer must not be less than twenty-four (24) inches. Insulation must be installed when the backfill depth is less than thirty-six (36) inches. The finish grade over the trench must be mounded to prevent the formation of a depression after settling. MINIMUM MATERIAL SPECIFICATIONS: 1. Any septic tank proposed for installation must be constructed by a Municipally approved septic tank manufacturer. 2. The following pipe materials are approved for use in septic system installations in the Municipality of Anchorage: Type of Pipe Perforated Solid Cast Iron Yes Yes ASTM D3034 (PVC) Yes Yes ASTM F810 (HDPE) Yes No ASTM D2662 (ABS) Yes Yes Use of a type of pipe other than listed above must be approved by the inspecting engineer. 3. Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow Chemical Company Styrofoam HI or equal). 4. Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Fernco, or equal). 5. A permeable nontoxic silt barrier (Typar 3401, Mirafi 140N, or equal) must be installed between the final leachfield gravel layer and the native soil backfill. 6. All leachfield gravel (sewer rock) shall be 0.5"-2.5" screened gravel with less than 3% passing the #200 sieve. 7. When sand is being used as a filter material, its gradation specifications must conform to current M.O.A. or D.E.C. requirements. Page Four Lot 8, Block 21 Sand Lake Subdivision #2 'August 7, 1996 INSPECTIONS: Typically there will be a minimum of three (3) inspections required during the installation of -the wastewater disposal system. These inspections will occur as follows: 1. The first inspection must be conducted after the excavation of ditches, pits, trenches, or beds and before the installation of any gravel. A septic tank may be set in place, but may not be backfilled before this inspection. 2. The second inspection must be conducted after the placement of the silt barrier, gravel, distribution lines, standpipes, cleanouts, and insulation, but before the placement of any other backfill. 3. The final inspection is to occur upon final grading of the property. Often there will be more than these 3 inspections required. Especially with the installation of multiple trenches, sand filters, pressurized distribution systems, etc. Thus, the inspecting engineer is to be contacted at least 24 hours prior to the start of construction. If necessary, a pre -construction meeting will take place on --site. The inspecting engineer will not coordinate, direct or control in any way the contractors activities. The owner shall_ contract with the contractor to perform the work outlined in these specifications and plans and in accordance with the attached M.O.A. permit. There will be no contractual arrangement existing between the contractor and S & S Engineering. S & S Engineering shall be the owner's representative and will inspect the work as stated above to document the contractors activities. Final acceptance of the contractors work rests with the owner and the M.O.A.
