Box 196650, Anchorage, Ak 99519-6650 (907)343-7904 Ref: Proposed Septic Upgrade for Sand Lake Subdivision #2; Lot 1, Block 3, To whom it may concern: The existing 3 bedroom house is served by a private well and septic system. The septic system did not pass a septic adequacy test and needs to be upgraded prior to the sale of the house. We are proposing that a new 1000 gallon septic tank and a deep trench type drainfield be installed. A test hole was excavated on the property. The drainfield will be designed around the 30 foot radius of this test hole. Comments regarding the design are summarized as follows: 1. SOILS: See the attached logs which shows the soil classifications, groundwater monitoring, and the percolation test results. Due to the visual appearance of the soils, we are proposing to use a 0.8 application rate. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS: There are no surface waters within 100 feet of the proposed septic system. 4. TOPOGRAPHY: The slopes in the area for the proposed drainfield are a 10 to 15 percent slope running from approximately from west to east. In short, there are no slope concerns. 5. LOT LINE AND DRAINFIELD SEPARATION DISTANCE WAIVER: We request a 1 foot lot line waiver to the north and west property lines to the existing and proposed drainfield. We also request that the separation distance between the existing drainfield and the proposed drainfield be waived from 16 feet to 10 feet. It is our opinion that there is no concern with the granting of this waiver because the drainfields will not be used simultaneously. To whom it may concern: It is our understanding that a 100 foot blanket waiver was issued for the class "C" well to all septic systems (see attached 1982 ADEC document). We are proposing to upgrade the septic system on Lot 1, Block 3. We are requesting that your department issue or amend the separation distance waiver of 100 feet from the subject class "C" well to include the installation of the proposed septic upgrade on Lot 1, Block 3. A permit to upgrade the septic system has been requested from the MOA with this waiver application and has been attached. See this application for information on the septic system. The following are some mitigating factors for the justification of the requested waiver: The subject well is located uphill from the septic system, so it is impossible for surfacing effluent to migrate towards the well. The only path for contamination would be subsurface. The existing septic system installed on Lots 1, 2, & 3, Block 3, Sand Lake S/D #2 are only about 100 feet from the class C well. These encroachments have existed since 1982. Recent water samples from this well (copy attached) indicated no coliform bacteria and undetectable nitrate levels. This is confirmation that the geological conditions are such that the aquifer is not being adversely affected. • Attached is a copy of the drillers log for the subject well, which was drilled in May of 1981. Much of the log is eligible (faded), but it can be seen that there is a layer of blue clay mixed with some other material, between 60 & 150 feet. In addition, it is clear that there is gray sand and black sand from 150 feet to 230 feet.. Clearly, based upon the water quality, these layers have served to protect the aquifer. • Virtually every community well in Sand Lake #2 Subdivision has 100 foot waivers granted to the adjacent septic systems. In my experience with this subdivision, none of the wells have been adversely impacted. 3701 E. This inspection revealed an arsenic concentration of 20.2 micrograms per liter (ug/L) for the property's well water sample. The Environmental Protection Agency (EPA) has established a maximum contaminant level (MCL) of 10.0 ug/L for public drinking water systems. While private wells are not subject to this regulation, EPA standards are based on existing health information and can therefore be used to gauge the relative quality of water from private wells. Based upon the Engineers recommendations, the recent drinking water test results, the well log, and other similar waivers in this subdivision. The following waivers are established: The separation distance from the Class C public water system well on Lot 2, Block 3, Sand Lake Subdivision # 2 and the new 1,000 gallon two compartment septic tank on Lot 1 this same block & subdivision is reduced from 150 feet to 100 feet. lire separation distance from the above lite soil absorption system d Class C public Ovate is reduced source well and the deep trench typerp from 150 feet to 105 feet.
