Per MOA records for the subject lot, there is an MH layer (un -perked) above an underlying SW -SP soil. However, during the installation of the trench it was noted that an SM layer was encountered (not an MH). Due to this fact, a percolation test was completed by GEG on 9/30/21. The results of the percolation test (performed at a depth of 4.0 to 5.0 feet) were 1.7 minutes per inch. In short, we are requesting that your department allow 4 feet of effective (instead of 3 feet as noted on the design), as we have now perked the "upper layer". The design sizing requirements are as follows: • Percolation rate: 1.7 min/inch • Application rating: 1.2 gpd/ft2 • Bedroom count: 3 • Total Depth: 11 Feet • Required FT2: 375 ft2 • Length: 43.5 feet • Effective: 4 feet • Reduction factor: 0.5 • Actual ft2: 435 ft2 The trench configuration (L -shape) will be the same as shown on the originally approved design. Given the simplicity of the design change, we did not feel that new drawings are necessary. We are unaware of any adverse impacts this installation would have on adjacent wells or septic systems. The MH layer that was supposed to be located under the organic layer was not encountered. I visually observed a uniform soil throughout the trench that I would have visually classified as an SM (if I were doing a soil log). I would like to note that SM vs SW vs SP can be challenging to visually classify as they are very similar and are all "sands". I was able to pick up a signal heading to the east between both Wilcox properties until I broke the plane of the rear of those two homes. At that point my water line trace signal was overwhelmed by the utilities in the area that my transmitted signal had bled into which are far shallower than the water line. In order to do a water line trace it requires a completed circuit. Home to Home main water stub in connections or wellhead/water key to main water stub in of the home connection. All water lines are grounded to as per city code. Due to the grounding it potentially allows my trace signal to bleed into anything else that may be grounded. Most of the time a direct connection creates the path of least resistance and my transmitter only lights up the water line or creates the strongest signal. This was not the case for these four properties. I had signal bleed into everything grounded to the homes. I spent an extraordinary amount of time on this water locate project in attempt to sort though the stronger signals being picked up from the gas lines, cable lines, telephone lines and electric lines that had signal bleed over. Ultimately 1 was not able to confidently identify the water line location for any of the homes east of the rear of the Wilcox homes. I attempted individual home to home connections and well head to home connections in attempt to isolate each water line from the area utilities without success. I was very disappointed with the outcome but, after exhausting my best efforts I was not able to provide further information as to the exact location of the water lines for 8223 Wilcox St., 8231 Willcox St,. 5116 W 82nd Ave. and 8222 Endicott St. Please let me know if this provides a proper understanding of the locating situation. If the electric utility :facilities located within the Easement are upgraded, added to, replaced or reconstructed, Permittee shall pay that portion of Chugach's total costs for such modification which is reasonably attributable to accommodating or preserving the Encroachment. If such payment is not made within thirty (30) days of written demand for same, Chugach may terminate this permit in accordance with paragraph 9, below. 8. Covenants Running with the Land. The obligations of the Permittee arising from this permit shall be covenants running with the land which shall burden the Parcel and the Permittee's interest in the land subject to the Easement and shall benefit the Easement. 9. Termination. Chugach may terminate this permit after the giving of thirty (30) days written notice of such termination if: a. The Encroachment is damaged by any means to an extent of more than thirty percent (30%) of its replacement cost at the time of destruction. C. Permittee fails to make the payment described in paragraph 7, above. 10. Term. This permit shall, if not sooner terminated by Chugach, expire forty (40) years from the date hereof. 11. Entire Agreement. This written permit constitutes the entire agreement between the parties with respect to the subject matter hereof and supersedes all other prior or contemporaneous agreements, oral or written, between the parties. This inspection revealed an arsenic concentration of 26.9 micrograms per liter (ug/L) for the property's well water sample. The Environmental Protection Agency (EPA) has established a maximum contaminant level (MCL) of 10.0 ug/L for public drinking water systems. While private wells are not subject to this regulation, EPA standards are based on existing health information and can therefore be used to gauge the relative quality of water from private wells. The replacement system consists of a new 2,500 gallon two compartment Septic Tank Effluent Pumping system with two AdvanTex AX 20 pods, and a 15 foot long, 8.5 foot effective depth deep trench system. Waiver are also requested. Although the application rate is within the limits set for the designed advanced treatment system, verification in the field by determining if the application rate can be sustained will be required to assure the design is meeting the field conditions. After one year's operation an inspection report will be required to confirm the performance of the on lot system. Waivers The submitted waiver have been reviewed, it appears the waiver requests are protective of public health. Therefore, in accordance with the State Drinking Water Regulations (18 AAC 80.020), the following waivers are granted. • The separation distance between the Class C public water well located on Lot 3, Block 7, Sand Lake Subdivision # 2 and the proposed AdvanTex treatment system on Lot 4 of the same block, planned to serve the duplex, has been waived from 150 feet to 100 feet. • The separation distance between the proposed private water well located on Lot 5, Block 7, Sand Lake Subdivision # 2 and the proposed AdvanTex treatment system on lot 4 of the same block, both serving the duplex, has been waived from 100 feet to 85 feet. • The separation distance between the proposed private water well located on Lot 5, Block 7, Sand Lake Subdivision # 2 and the deep trench type soil absorption system on Lot 4 of this same block, has been waived from 100 feet to 95 feet. The distances noted in the waivers are from your submittal. It appears that these distances are from the nearest edge of the wastewater disposal system component to the nearest edge of the noted wells. If contamination can be traced back to the system, the waivers will be invalid. Wastewater System From the information submitted it appears that the wastewater disposal systems have been designed in accordance with State Wastewater Disposal Regulations. Therefore, in accordance with State Wastewater Disposal Regulations (18 AAC 72.225), construction approval for the system is granted. The signed construction approval portion of the Construction and Operation Certificate, constituting this approval, is enclosed. To obtain final operational approval, the following items will need to be submitted for review and approval by this office for this system: 'Document how the old septic tank was decommissioned. Document.how the AdvanTex unit is to be maintained. After one year an inspection report showing the unit has been able to met the needs of the facility will need to be submitted, include the application rate the system has operated at. A copy of the completed "Certification of Construction" form per 1 $ AAC 72.'235(b)(2) within 90 days after completion of the project needs to be provided. Record drawings must be submitted to this office, under the stamp of a Professional Engineer, verifying that the construction was per the construction plans that were approved by this office. Please remember that the inspection of the project on which the record drawings are based, is the responsibility of the Professional Engineer sealing the record drawings. Any future expansion of the subject project will require additional approval from this office. This approval is contingent upon your receipt of any other state, federal or local authorizations which are required for your project. You are required to obtain all other necessary authorizations before proceeding with your project. You are advised that if this development will require placing fill in wetlands or working in a stream, river or lake, permits from the U.S. Army Corps of Engineers and the Alaska Department offish and Game may be required. A Coastal Projects Questionnaire will help you identify other permits and approvals that may be required for your project. Any person who disagrees with this decision may request an adjudicatory hearing in accordance with 18 AAC 15.195- 18 AAC 15.340 or an informal review by the Division Director in accordance with 18 AAC 15.185.
