The tank was installed in the same location as the previous tank by the contractor to maintain sufficient drop to the drain field. The proposed tank location required a well waiver, but at a greater distance than the tank was installed. We are requesting that the tank separation to the well be waived to 74'. We are requesting waivers from the new septic tank to neighboring wells: • 87' for the neighboring well on Sandlake#2 Block 7 Lot 8 and O 95' to the well on Sandlake#2 Block 7 Lot 10. This is slight improvement over the original tank location. The waiver is justified by the history of encroachment and the much lower risk of a poly tank leaking when compared to a steel septic tank. Additionally, the ground slopes away from the wells so a sewage spill would not impact them. Thank you for your time in reviewing this request. The 1000 gallon tank has failed and is in need of immediate replacement. We are proposing that the existing tank be replaced with a new 1000 gallon tank constructed and installed in accordance with MOA requirements. A polyethylene tank is recommended. As shown on the plan, the tank will be greater than 10’ from the house foundation. The tank shall be covered with a minimum of 2” moa approved insulation and 3’ of cover. The repair shall be performed by a moa certified installer in accordance with MOA requirements. Repair of the proposed system will not negatively impact adjacent lots. The existing tank is within the 100’ of the existing well and adjacent neighboring well. The new tank will be placed outside the 100’ well radii of the neighboring wells, but can’t be moved outside the 100’ well radius of the on-site well. We are requesting a waiver of the 100 ft separation distance between the proposed tank and the existing well. The requested distance is 84 feet. The waiver is justified because the new tank will be placed further from the well than the existing tank and the polyethylene tank is less likely to leak and contaminate the water supply. The installation of this new tank would be an improvement over the existing leaky tank. The home is in the process of being sold, so an updated as-built survey and water sample results will be submitted with an upcoming COSA application. Upon completion of the installation, a record drawing will be submitted showing the location of the new tank, leach field, well, and other applicable features. You stated that AHFC owns the property as a result of a repossession, and that the previous owner installed an unapproved well and sewer system that is connected to the dwelling. You further stated that AHFC could "fairly" easily convert the current duplex back to a single family residence if required by this Department. The existing well on Lot 15 was installed without ADEC approval. The septic system on Lot 15 was inspected by the Municipality of Anchorage (MOA) on September 130 1982. In our review of that inspection report, we found that the installed septic system was designed for a four bedroom dwelling. Although the Department did not approve the construction of this septic system, this office has no objection to the continued use of the septic system, provided the septic system has not been modified since September 13, 1982, there is a maximum of four bedrooms in the dwelling, and the septic system has not failed. Certificates of Approval for the ,construction and operation of the C Class well located on Lot 17 %`to.service Lots 150 16, and 271 Block 7, Sand Lake #2 Subdivision, were issued by ADE_on August 25, 1982 and September 13. 1983, respectively. A separation distance waiver between Lots 17 well and septic system, and Lots 15 septic system, 150 feet to 100 feet, was granted by ADSL on August. 25, 1982. 1. :-. ,. Mr. Steve Lloyd April 4, 1990 Page 2 of 3 On December 7, 1989s Mr. Theodore Moore, P.E., of Flattop Technical Services, submitted to this office a report concerning the water and septic systems on the subject lot, and a request for a separation distance waiver for lesser distances between these systems and to other septic systens on adjacent lots. In a letter to Mr. Moore dated December 18, 1939, tis. Cindy Thomas of this office stated that the Department is unable to approve the separation distance waiver request for the C class well on the subject lot, In discussion with Ms. Thomas and Mr. Mike Lewis, P.E., of this office, it appears that to operate the water and sewer systems on the subject lot with ADEC approval your options are the following: 1) Connect to the Municipality of Anchorage's (MOA) water system. 2) Discuss with the MOA if it is possible to convert the dwelling to a single family residence and have the MOA approve a separation distance waiver for the lesser separation distances between the well and sewer systems on -lot and to applicable systems on adjacent lots. Approvals of wells and septic systems, and applicable waivers for lesser separation distances, which are connected to multi -family dwellings are granted by ADEC and those systems connected to single family dwellings are granted by MOA. 3) Connect the dwelling to a well on the east side of Endicott Street to meet proper separation distance requirements. 4) Reconnect the dwelling's water distribution system to the C class well on Lot 17. Approval for this well and the granted separation distance waiver is in effect for the facilities that were on-site at the time the Certificates to Construct and Operate were issued, August 25, 1982 and September 13, 1983, respectively. Before you reconnect to the well on Lot 170, further information will need to be provided to this office. If there have been changes to the water and sewer systems and to the dwellings status, ie, single to multi- family, a new separation distance waiver request may be required to be submitted to this office for review. 2f approval is granted so that the dwelling's water distribution system is connected to a water supply system located off Lot 15, the existing well on -lot may need to be properly abandoned, Also if the dwelling will be connected to a well, a water capability assessment report and water bacteriological test report will need to be submitted to this office for review. We are unable to grant your separation waiver request or approval to operate for the sewer and water system, due to inadequate separation distances between a Class C well and seven on -lot sewer systems. Please be aware that the installation of this water and sewer system without prior Department approval was in violation under 18 ACC 72.060.(a) and 18 ACC 80.100.(a). You have pointed out that the risk of contamination can be minimized by the natural well characteristics(i.e. a deep, confined aquifer). However, the Department is and has been concerned with the dense wastewater loading in the subject area. Had proper prior approval been requested to obtain a certificate to construct it would have been denied. The Department would have recommended that the land use remain as a single family residence and request a waiver for separation variance with the Municipality of Anchorage. Approval will entail granting a separation distance waiver allowing the well serving this duplex to remain approximately(80 f= et_fr�the septic tank and 75 feet from the closest portion of the sold -ab r�t'on trench on this lot. (The respective cleanout pipes are 81' and 76' from the we . -Thfss *ell is also approximately 85 feet from the septic tank and 9 feet from the closest portion of a soil absorption system on lot 13, and*ithin 150 feet of portions of several o csy_stems. To assist you in your evaluation of this approval and waiver request I have prepared the enclosed site plan, and am also enclosing copies of other relevant documents such as well logs and the septic system as -built inspection reports. Unfortunately, your office seems to have misplaced all records pertaining to the approved community water systems serving this block. I was able, however, to obtain the enclosed copy of the construction and operation certificate for this water system issued by your office in 1982 and 1983. This certificate waives the required separation distances down from 150 feet to 100 feet. I have not been able to locate the as -built plans or inspection report referenced on the certificate, which might assist in determining the exact location of the weft wh_ic was_annroved. My involvement with this property began almost 10 months ago, when I was asked by Realty Center, as the agent for AHFC which has taken possession of the property, to secure Health Authority Approval of the on- site water supply and wastewater disposal facilities serving it. On February 23 I obtained water samples from the water system which showed 0 coliform or other bacteria per 100 mi., and non-detectable nitrate -N. I was unable to complete adequacy tests of the property at that time, because the monitor tube at the end of the trench could not be located. Finally, I was able to get an excavator to dig up and repair the monitor tube, and I then conducted an adequacy test of the septic system on July 31. According to the septic system as -built inspection report issuethe a Municipality, the system was installed on 9/13/82 and consists of 1250 l gallon, two compartment steel septic tank followed by 63 lineal feet o soil absorption trench containing 4 feet of sewer gravel beneath the distribution pipe. This trench wraps around the perimeter of the west end of the lot. The as -built report indicates that the well was not in at the time of construction, and that the system was designed for 4 bedrooms. Prior to the start of the test, the monitor tube at the end of the trench was dry and extended to a depth of 9 feet below ground level. I added 575 gallons of water to the system at 8.7 gpm through the second compartment of the septic tank, which never resulted in any fluid making it to the monitor tube at the end of the trench. I then switched the water addition point to the monitor tube itself, and added another 729 gallons there. This caused an immediate temporary accumulation of 9 inches of fluid in the monitor tube, but it never became any deeper, and receded completely away within minutes after the water flow was stopped. Based on these test results it is apparent that the bottom of the trench is capable of absorbing water at a rate in excess of 8.7 gpm, which means that the soil absorption characteristics are more than adequate for this 4 bedroom duplex. During the course of the test I noticed that there was a well located immediately in front of the building, and when the well seal was removed it R b�obvious that this well was the source of the water being used in the septic adequacy test. During the course of pumping over 1300 gallons of water at the maximum pump output of 8.7 gpm, the water level was drawn down to 136 feet below the top of the casing, but no further. This recovered to a static level of 124 feet within 10 minutes of cessation of pumping. Based on this data, I concluded that the total well yield is considerably in excess of 8.7 gpm, and is more than adequate for this 4 bedroom duplex. The questions to be resolved are whether or not a waiver can be justified allowing the well to remain where it is, or whether some mitigating measures need to be taken. After numerous personal visits, I was finally able to catch the present owner of lots 16 and 17 at home, and he informed me that the jean Pope to whom the original A.E.C. certificate had been issued no longer owned the property. He also said that the duplex had originally been served by the well on Lot 17Wbut that he had requested her to put in a separate well, which she did. Apparently, D.E.G. was not consulted regarding the installation of this new well, and of course no well log was filed. The well log information for all of the nearby wells which I have been able to locate is as follows. The well on Lot 17 has a total depth of 248 feet, a static water level of 123 feet and a yield of 40 gpm. The well on Lot 14 has a total depth of 263 feet, a static water level of 85 feet and a yield of 5 gpm. The well on Lot 11 has a total depth of 231 feet, a static water level of 120 feet, and a yield in excess of 5 gpm. The well on Lot 9 has a total depth of 275 feet, a static water level of 125 feet, and a yield of approximately 5 gpm. Of these, the wells on Lots 17 and 11 appear to be most similar to the one on the subject lot, based on static water level and yield. I have used the log for the well on lot 17 in going through the waiver analysis using your SCRO guidelines. This well log shows sand and gravel to a depth of 115', underlain by silty sand to 200', which is underlain by silty clay to 245', and beneath that the silty sand aquifer. Based on this information it appears that the water supply being tapped is from a confined aquifer. Since the aquifer is confined, I believe it is appropriate to treat the water table as being at 245' in the waiver analysis. The following is a breakdown of the points which could be assigned under the SCRO Separation Distance Waiver Guidelines. Certainly, the 75 foot horizontal separation between the well and the absorption trench is of particular concern, and should not be dismissed lightly. A couple of additional factors can be cited which provide additional mitigation. First, this well serves only this one duplex, with a total of 4 bedrooms, so the hydraulic load placed on both the well and the septic system is not significantly greater than that encountered in many single family residences. Secondly, the gravelly sands underlying the soil absorption trench can be expected to provide excellent filtration and treatment of the effluent as it percolates downward. The silty clay does appear to be an effective barrier blocking local contamination sources from entering the aquifer being drawn upon by the well. There is no indication of a groundwater table shallower than 180' in any of the well logs from the immediate area. Finally, the position of the house between the well and the soil absorption trench results in surface flow distance of approximately 90 feet, instead of the straight line distance of 75' It might be possible to increase the separation distance between the trench and the existing well to as much as 90', but not much more, by abandoning a portion of the existing system and reconfiguring the remainder. This would involve considerable expense for what I believe to be a negligible benefit. Alternatively, if the well were abandoned and a new one drilled near the southeast corner of the lot, it would be possible to achieve separation distances of just over 100' from all septic tanks and soil absorption systems. This latter alternative would probably have a greater benefit, and would bring the water system back into compliance with the terms of the originalIL4p_r al, but the cosrwourdbe inthe v ci inthe 66000. unfor a y, the individuals who are responsible for creating this situation can no longer be held financially liable, so any money spent on additional mitigating measures will have to be borne by AHFC. I would suggest that a regular water quality testing program be instituted for the existing system, in lieu of an expensive upgrade. In reference to your July 31, 1989 letter on the subject waiver request, we have revaluated the separation variance given by the Department on January 8,. 1985 for Lot 8, Blk 7 of Sand Lake 42 for 96 feet. In discussion with Alaska Environmental Control Services who requested the waiver at that time, the separation distance was to be verified. The checked separation was found to be 92 feet, as reported by your investigation. In consideration of this error and reassessing potential contamination impact on the well, the Department hereby waives the horizontal separation distance between the well and septic tank to 92 feet on the subject property for a 3 bedroom single family residence only.
