Health � 7U Drinking Water & Wastewater Program % op 555 Cordova St. Anchorage, AK 99501 RE: Lot 15, Block 7, Sand Lake S/D #2 — Waiver of Separation Distances for Class "C" Well Dear Mr. Rieth: This waiver application is submitted in response to your letter dated 7/15/98 to Mr. David Elsen, the owner of the subject duplex. This application supplements the information contained in our 1989 submittal which you referenced in your letter. A new site plan, adequacy test data, owner's authorization, and copy of lab test results for water samples collected by Mr. Elsen are enclosed. As discussed in our previous submittal, D.E.C. issued a construction and operation certificate in 1983 for a Class "C" well serving Lots 15,16, and 17 of Block 7, and granted a waiver of the required well -septic system separation distances down from 150 feet to 100 feet. For reasons that are not entirely clear, a separate well was ultimately drilled to serve the 4 -bedroom duplex on Lot 15, only. As can be seen from the site plan, this well is 75 feet from the closest portion of the soil absorption trench and 81 feet from the septic tank on Lot. 15. _ This well is also approximately 85 feet from the septic tank and slightly less than 100 feet from the soil absorption trench on Lot 14. Portions of several other septic systems on nearby lots are between 100 and 150 feet from this well. We were unable to locate a driller's log for this well, but feel that the enclosed log for the well on Lot 17 is also representative of the subsurface conditions applicable to the well on Lot 15. According to records on file at the Municipal Health Department, the wastewater disposal system serving the 4 -bedroom duplex on this lot was installed in September of 1983. It consists of a 1250 septic tank that discharges into a 63 -foot long soil absorption trench containing 4 -feet of sewer gravel. On July 30, 1998 I conducted adequacy tests of the water supply and wastewater disposal systems serving this lot. The initial *static water level in the well was 115 feet below the top of the casing. Steady pumping of 1069 gallons of water from the well at the maximum pump output of 7.75 gpm caused the water level inside the casing to be drawn down to 130 feet, but no further. Based on the test data I concluded that the total yield of the well is significantly in excess of 7.75 gpm. Water samples collected by Mr. Elsen on 6/8/98 were tested at CT&E Environmental Services and the results were reported to be 0 coliform or other bacteria and less than 0.1 mg/1 of nitrate -N. These water test results are identical to the test results from samples I collected from the same water system 9 years previously, and provide evidence that the well is not being contaminated as a result of its proximity to nearby septic systems. The monitor tube at the end of the trench was dry at the start of the test and the addition of 1069 gallons of water caused no buildup of fluid in the trench monitor tube. This indicates that the shallow soils in which the trench is constructed continue to have excellent permeability and that no clogging mat has formed as of yet. The following is a breakdown of how waiver analysis points could be assigned using D.E.C.'s 1985 "Separation Distance Waiver Guidelines for SCRO. As mentioned above, the log for the well on Lot 17 is being used as representative of the well on Lot 15. This log show sand and gravel to a depth of 115 feet, underlain by silty sand to 200 feet and then by silty clay to 245 feet, where the aquifer was first encountered. Although we measured the static water level to be at 115 feet, this indicates to me only that the aquifer is confined, and that the relevant water table is at 245 feet. The silty clay stratum encountered between 200 and 245 feet provides and excellent barrier between the aquifer and overlying sources of contamination. The fact that the well water continues to have non-detectable nitrates and bacteria even after many years of use is a good indication that the potential for future contamination is slight. Approval for this well and the granted separation distance waiver is in effect for the facilities that were on-site at the time the Certificates to Construct and Operate were issued, August 25, 1982 and September 13, 1983, respectively. Before you reconnect to the well on Lot 17, further information will need to be Provided to this office. If there have been changes to the water and sewer systems and to the dwellings status, is. single to multi- family, a new separation distance waiver request may be required to be submitted to this office for review. If approval is granted so that the dwelling's water distribution system is connected to a water supply system located off Lot 15, the existing well on -lot may need to be properly abandoned. Also if the dwelling will be connected to a well, a water capability assessment report and water bacteriological test report will need to be submitted to this office for review. MY lhvolvement With this property began, almost 10 m oftths ago, when I was asked by Realty, Center, as the agent for AHFC which has taken Possession of the property, to secure Health Authority Approval of the on- site water supply and wastewater dis . pos al facilities serving it. On February 23 1 obtained water samples from the water system which showed 0.. colifolim .p,19,her bacteria per 100 MI., and non-detectable nitrate -N. -I was s unable to coiplete adequacy tests of the property at that time, because the monitor tube at the end of the trench could not be located. Finally, I was able to get an excavator to dig up and repair the monitor tube, and I then ' conducted an adequacy test of the septic system on July 31. According to the septic system as -built inspection report issued by the Municipality, the system was installed on 9/13/82 and consists of a 1250 gallon, two compartment steel septic tank followed by 63 lineal feet of soil absorption trench containing 4 feet of sewer gravel beneath the distribution pipe. This trench wraps around the perimeter of the west end of the lot. The as -built report indicates that the well was not in atthe time of construction, and that the system was designed for 4 bedrooms. Prior to the start of the test, the monitor tube at the end of the trench' was dry and extended to a depth of 9 feet below ground level. I added 575 gallons of water to the system at 8.7 gpm through the second compartment of the septic tank, which never resulted in any fluid making it to the monitor tube at the end of the trench. I then switched the water addition point to the monitor tube itself, and added another 729 gallons there. This caused an immediate temporary accumulation of 9 inches of fluid in the. monitor tube, but it never became any deeper, and receded completely away within minutes after the water flow was stopped. Based on these test results it is apparent that the bottom of the trench is capable of absorbing water at a rate in excess of 8.7 gpm, which means that the soil absorption characteristics are more than adequate for this 4 bedroom duplex. During the course of the test I noticed that there was a well located immediately in front of the building, and when the well seal was removed it became obvious that this well was the source of the water being used in the septic adequacy test. During the course of pumping over 1300 gallons of water at the maximum pump output of 8.7 gpm, the water level was drawn down to 136 feet below the top of the casing, but no further. This recovered to a static level of 124 feet within 10 minutes of cessation of pumping.. Based on this data, I concluded that the total well yield is considerably in excess of 8.7 gpm, and is more than adequate for this 4 bedroom duplex. The questions to be resolved are whether or not a waiver can be justified allowing the well to remain where it is, or whether some mitigating measures need to be taken. After numerous personal visits, I was finally able. to catch the present owner of lots 16 and 17 at home, and he informed me that the Jean Pope to whom the original D.E.C. certificate had been issued no longer owned the property. He also.said that the.duplex had.originally been served by the well on Lot 17, but that he had requested her to put in a separate well,'which she did. Apparently, D.E.C. was not consulted regarding the Installation of this new well, and of course no well log was filed. The well log information for all of the nearby wells which I have been able to locate is as follows. The well on Lot 17 has a total depth of 248 feet, a static water level of 123 feet'and a yield of 40 gpm. The well on Lor'14 has a total depth of 263 feet, a static water level of 85 feet and a yield of5 gpm. The well on Lot l l has a total depth of 231 feet, a static water level of 120 feet, and a yield in excess of 5 gpm. The well on Lot 9 has a total depth of 275 feet, a static water level of 125 feet, and a yield of approximately 5 gpm. Of these, the wells on Lots 17 and I 1 appear to be most similar.to the one on the subject lot, based on static water level and yield. I have used the log for the well on lot 17 in going through the waiver analysis using your SCRO guidelines. This well log shows sand and gravel to a depth of 115', underlain by silty sand to 200', which is underlain by silty clay to 245', grid beneath that the silty sand aquifer. Based on this information it appears that the water.supply being tapped is from a confined aquifer. Since the aquifer is confined, I believe it is appropriate to treat the water table as being at 245' in the waiver analysis. The following is a breakdown of the points which could be assigned under the SCRO Separation Distance Waiver Guidelines. Certainly, the 75 foot horizontal separation between the well and the absorption trench is of particular concern; and should not be dismissed lightly. A couple of additional factors can. be cited which provide additional mitigation. First, this well serves only this one duplex, with a total of 4 bedrooms, so the hydraulic load placed on both the well and the septic .system is not significantly greater than that encountered in many single family residences. Secondly, the gravelly sands underlying the soil absorption trench can be expected t6 provide excellent.filtration and treatment of the effluent as it percolates downward. The silty clay does appear to be'tan effective barrier blocking local contamination sources from entering the aquifer'being drawn upon by the, well., There is no* indication of a groundwater table shallower than 180' in any of the well logs from the immediate area. Finally, the position of the house between the well and the soil absorption trench results in surface flow distance of approl<mately 90 feet, instead of the straight line distance of 75' It might be possible to increase the separation distance between the trench and the existing well to as much as 90', but not much more, by abandoning a portion of the existing system and reconfiguring the remainder. This would involve considerable expense for what I believe to be a negligible benefit. Alternatively, if the well were abandoned and a new one drilled near the southeast corner of the lot, it would be possible to achieve separation distances of just over 100' from all. septic tanks and soil absorption systems. This latter alternative would probably have a greater' benefit, and would bring the water system back into compliance with the terms of the original approval, but the cost would be in the vicinity of $6000. Unfortunately, the individuals who are responsible for creating this situation can no longer be held financially liable, so any money spent on additional mitigating measures will have to be borne by AHFC. I would suggest that a regular water quality testing program be instituted for the existing system, in lieu of an expensive upgrade.
