MAYOR DEPARTMCN F OF HEALTH AND ENVIRONMENTAL PROTECTION February 261 1980 Bill Mc Nall 360 K Street - Suite 109 Anchorage, Alaska 99501 Subject: Lot 3 Block 2 Schroeder East Subdivision Summary of Status The on-site sewer system on the subject lot has failed as reported by the owners, and Steven Johnson and Associates' engineering report, dated October 22, 1979. A review of the records indicates the system was installed according to specifications of soil type as reported on the soil analysis. Failure of the system upon short term use can not be., explained. Installation inspections were conducted as required. Using areawide systems as an indicator., failure of sewer systems is most commonly due to soil clogging or shallow ground water tables rising in an unpredictable manner. All on-site sewer systems experience eventual failure do to clogging, however, soil type, maintenance and amount of use determine failure rates. This type of on-site sewer has been in use since 1975 and documented failure do to clogging is less than 1 per 1,000 on systems installed per soil type and approved materials. Therefore, the failure of the sewer on the subject lot appears to suggest abuse, fraudulent construction practices, or shallow ground water table which was not indicated on the soil test submitted for permit application. Air. Mc Nall February 26, 19BO Page Two Additional .information indicates subsequent work was conducted on the sewer system without a permit after the original installation was installed. This action is illegal and has been referred to the Municipal Legal Department. Lot size restrictions and the adequacy report suggest a holding tank as an alternative. This course of action would be acceptable to this department and give the subject lot an approved sewer system. If there are any further questions, please contact this office at 264--4720. The results and suggestions (1) The absorption area was over full with sewage effluent. (2) Check all fixtures in the residence for leakage. (3) The possibility of a phenomenon of a shallow ground water table rising and subsequently flooding the system should be resolved by a new visual soil test on the property. (4) If a new well has been drilled on the property, a permit must be obtained from this department and a well log submitted to this office per Municipal Ordinance 15.55.050.
