This system failed before it was even used. The area has a high water table and the sewer system was flooded. Hamilton Excavating installed the system. I contacted both Larry Hamilton and John Lee concerning this problem. The soils test indicates a water table at seven and one half (7 1/2) feet deep and the bottom of the seepage area was placed at fourteen (14) feet deep. The state law requires that the bottom of a sewer seepage area be four (4) feet above any possible water table. Larry Hamilton said that John Lee and the soils tester discussed the water table problem and decided it was run off water and should go away. tie said that John Lee told him to put the system in as was approved and the system was inspected and approved. John Lee said that when the system was installed the hole didn't have standing water in it. The ground was wet: and it had been raining, and he and the soil tester thought it would dry up. I met with Ron Maddox on July 245 1975 at: Lot 7, Block 4, Schroeder Subdivision. The hole where the septic tank was located has water in it at six (6) feet (marked A on the copy of the inspection). A test hole at the northeast corner of the property had water in it at three (3) feet deep (marked C). A third test hole (marked B) between A and C had water in it at the five (5) foot level. The original soils test was taken in the northwest corner of the property in the general area where the seepage pit is now located. This test shows water at seven and one half (7 1/2) feet deep. A measuring tape was put clown the standpipe of the seepage pit to determine the depth of the top of the concrete rings. This measurement was approximately five (5) feet. The final inspection shows a crib this nine (9) foot crib buried at is then fourteen (14) feet deep or water table. rKIS 4 D J O� depth of nine (9) feet. With the top of five (5) feet deep the bottom of the crib six and one half (6 1/2) feet into the 4-1 AD -02801-74) -2 - It appears that the only type sewer system which could be installed is a drainfield located in the northwest corner of the property. This will need to be verified with another or a series of soils and percolation tests. To help lengthen the life of the system, the installation of a package treatment plant is recommended. Lynn S. ";"I) December 8, 1976 TO: Whom It May Concern SUBJECT: Lot 7 Block 4 Schor.eder Subdivision Investigation of the On-site Sewage Disposal System The disposal system on this .lot has a history of problems that stem from a high water table and a very tight soil with an extremely slow percolation rate. On December 2, 1976, this office was notified by Arctic Chain Plumbing that they would be opening the drainage trench on December 3, 1976 in an attempt to determine why it was not functioning. At approximately 1:15 p.m., December 3, 1976, I arrived at the above described property and noted the drainage trench had been opened down to the perforated pipe from the chlorinator to the sump at the south end. The north portion of the trench had not been opened at this time. I was informed by the excavator that the 55 gallon drum over the chlorinator had twisted and tilted, restricting the flow from the Multi -Flow treatment unit and that no apparent plugging of the line was noted when the trench was opened. A hole to a depth of approximately 8, feet was dug beyond the sump end of the trench and no ground water table was evident. However, when a hole was dug at the "T" in the trench the ground water table appeared to be at approximately 712 feet. The trench is approximately 5 feet in depth to the perf pipe which is laid with the holes up. However, there was no gravel over the perf pipe, but styrofoam insulation had been laid directly on the pipe. The depL-h of gravel under the pipe was approximately three fee L- at the point the hole at the "T" was dug. It is possible the system would function for a period of time if the level of the perf pipe was raised and an additional three feet depth of gravel placed under the pipe in a trench 3-4 feet wide. If this were done it would require the Multi -Flow unit be raised, which would necessitate a lift pump from the building 5�� Lot 7 Block 4 Sch—eller Subdivision December 8, 1976 Page Two to the sewer. We uncovered the clorinator and located a rock between the clorinator and the multi'=flo unit in the line. We ran a drain snake from the clorinator forty five (45) feet out.. We are not sure whether the drain tile is obstructed, the drain field is saturated, or whether the water table is up. We only know that water is standing in the drain line at the clorinator. My suggestion is that you have a man with a backhoe come and dig up your line. He will need to uncover the trench, remove the rock and check out the line and field for problems. At the time the drain field is uncovered, a Borough Inspector should be present to witness the findings and offer suggestions. Our rates for a backhoe are $75.00 per hour for two men and the backhoe. As of November 23rd, the ground was soft en- ough to dig without steaming. However, should the ground freeze before the time of digging, you will need a steam thawer with ground points. Our rate for this service is $75.00 per hour. If after the line is dug up, you find that there is an obstruction, the cost will be minimal. However, if the drain field is saturated or the water table is high, and a new trench needs to be dug, the cost may be higher. Without digging, I have no way of knowing what the problem is. The bill would need to be paid in full upon the completion of the job. We will. issue a full written report to you and to the Borough for any legal recourse that you may want to take.
