The southern 20-30 feet of the 1983 trench was found to have dirty drainrock on the upper 1-1.5 feet. This drainrock is to be excavated out and new drainrock installed. The design letter shows a dual 5 -wide drainfield is to be installed. We are proposing to use the existing 5 -wide drainfield and install a new deep trench type drainfield. Box 196650, Anchorage, Ak 99519-6650 (907)343-7904 Ref: Proposed Septic Upgrade for Sequoia Estates Subdivision; Lot 3, Block 1, To whom it may concern: The existing 4 bedroom house is served by a private well and septic system. The septic system is in a state of failure and needs to be upgraded. A tcsthole and percolation test was performed next the the drainfield installed in 1983. The perk test showed a perk rate of 80 min/inch. Based upon this information the existing drainfield was originally undersized and an advanced treatment system will need to be used in order to use the existing draificld as part of the proposed upgrade. We are proposing to install a new 1500 gallon septic tank, 30-36 inch diameter pump station with SCAT pump and controls, a SCAT acrocell treatment unit and a dual 5 -wide trench type dminficld. We arc proposing to use the existing 5 -wide drainfield that was installed in 1983 as a portion of the upgrade. The southern 20-30 feet will be excavated out and new drainrock installed. The existing bed type drainfield installed in 1988 will be used as a reserve site. One test hole was excavated on the property. The drainfield will be designed around the 30 foot radius of this test hole. We are proposing to excavate a confirmation test hole during construction along the north half of the proposed drainfield. Comments regarding the design are summarized as follows: 1. SOILS: See the attached logs which shows the soil classifications, groundwater monitoring, and the percolation test results. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE RATERS: There are no surface waters within 100 feet of the proposed septic system. 4. TOPOGRAPHY: As can be seen on the attached topography site plan the average topography below the drainfield is a 5-10 percent slope running approximately east to west. Box 196650 Anchorage, AK 99519-6650 RE: L3 L1 Sequoia Estates On-site Wastewater Disposal Certification Dear John: Attached are 1/18/92 Buzdor Engineering field notes contain- ing absorption field adequacy data, well production test data, and lift station operational data. This information was request- ed by MOA/DHHS on a transmittal sheet, dated 2/5/92, which was mailed to Buzdor Engineering in Palmer. On 2/27/92 I attended a meeting with you at MOA/DHHS offices to discuss concerns raised in the 2/5/92 transmittal. Dan Roth and Robbie Robinson were also present at the meeting. At the meeting, concerns where expressed regarding Buzdor Engineering's evaluation of the above referenced septic system. The field notes contained herein largely address those concerns. The field notes indicate that, in fact, testing was per- formed on this property, essentially in accordance with governing regulations. Buzdor Engineering finds it hard to believe there is doubt on the part of MOA/DHHS whether the required testing was, in actuality, performed on this system. However, your staff pointedly stated their belief that the site had not been visited, much less tested, and cited as evidence for their position the undisturbed snow cover they discovered during a site visit some weeks after 1/18/92. With the field notes now in evidence, I cannot overstate how much I hope MOA/DHHS recants their position in this regard. The subject septic system employs a lift station as a part of its operation. In our meeting, it was apparent that MOA/DHHS harbors three major concerns regarding the condition of this lift station. One concern, a feeling expressed by your staff that the lift station had not been physically inspected, is directly addressed by the field notes. Again, with the field notes now in evidence, I cannot overstate how much I hope MOA/DHHS recants their posi- tion in this regard. The second concern is more puzzling. Dan Roth stated at the 2/27/92 meeting that during his site visit with Mr. Robinson (some time after 1/18/92) inspection of the lift station revealed ,.obvious ground water intrusion". Mr. Roth further stated that he has a picture of this problem. Concerned, Buzdor Engineering investigated this matter in more detail 3/2/92. Buzdor Engineering's 3/2/92 inspection revealed no evidence of ground water intrusion. There is a check valve that allows effluent to flow back into the station to prevent freeze up in the pipes (this is a shallow ground system). It is possible that MOA/DHHS observed and photographed effluent backdraining into the station and mistakenly concluded the effluent was groundwater. Regard- less of MOA/HDDS's opinion, it is the position of Buzdor Engi-- neering that there is no "obvious" ground water- intrusion at the subject lift station. The third concern involves the alleged illegality of the lift station. Apparently, when the lift station was installed, use of lift stations in septic systems was not permitted. It is my recollection the system as -built was approved for use by MOA/DHHS, despite it's apparent illegality. Since the lift station is permitted for use by current standards, the lift sta- tion legality issue is moot from Buzdor Engineering's standpoint. Proper operation of the lift station is Buzdor Engineering's only concern. I cannot find fault with Buzdor Engineering's performance in regards to the above referenced system. I acknowledge that a lack of communication has complicated the relationship between Buzdor Engineering and MOA/DHHS. I feel our 2/27/92 meeting remedied the communication problem. You opened that meeting by stating "you would like to see more engineers become involved in on-site system certifications". Your letter brings up several issues regarding the specific HAA as well as the qualifications and capabilities of Buzdor Engineering. Our primary concern is verifying and confirming the legal and adequate operation of the on-site well and wastewater disposal system serving the subject property. Based on a review of your HAA application, your field notes, and several field inspections made by this office, we do not believe that the wastewater disposal system is functioning as designed or in a manner that would qualify the system for a HAA. We are also concerned that an excavating company, Acreage Systems, is providing information to your client that is contrary to your field data. Specifically we have the following comments, concerns and questions regarding the adequacy of the wastewater disposal system and the performance of Buzdor Engineering relating to the subject HAA: 1. The lift station, which was installed in July 1988, was of a design not approved by this office. The design drawings and specifications for this system required that an approved Anchorage Tank lift station be installed. The as -built inspection report clearly indicates that the lift station was installed per design. The as -built inspection report was approved by this office based on that assertion. Had this office been aware that the contractor had installed an unapproved lift station, the as -built inspection report and accompanying HAA would not have been approved by this office in 1988. Buzdor Engineering March 24, 1992 Page 2 2. On February 5, this office inspected the wastewater disposal system. Water was observed to be entering the lift station at what appeared to be the joint between the CMP manhole and the lift station tank. The volume of water entering the lift station was substantially greater than would normally be expected from a weep hole in the pump discharge piping. 3. On March 5, this office, in conjunction with Buzdor Engineering and Acreage systems, conducted another site inspection. At that time water was observed draining back through the weep hole in the pump discharge piping. Water was not observed to be entering.the station at the manhole/tank joint. Ed Sanderson, of Acreage Systems, removed the pump at the pitless connection. Water was observed to flow back into the lift station through the 1.25 inch discharge piping at an estimated rate of approximately 5 to 7 GPM for a period of 20 minutes. The pipe appeared to be flowing full and the rate of flow appeared to remain constant during the 20 minute period. This condition would appear to indicate that the system is surcharged. This condition is not considered normal since the pressure piping from the lift station to the bed consists of only 38 feet of 1.25 inch pipe. The nominal volume of the pressure pipe is less than 3 gallons. Based on our understanding of site soil conditions, the as -built inspection report and our field inspections of the system, we believe that one or more of the following conditions is causing the field to perform inadequately and in a surcharged condition: A. There is a shallow groundwater table perched on the GM material that is adversely effecting system hydraulics and may also be the source of water running into the station at the CMP joint. B. The relatively impermeable GM material has served to create a groundwater mounding effect that has resulted in the overlying SM material becoming saturated and causing the bed to perform in a surcharged condition. C. Although unlikely, since the system is less than four years old, it is possible that the system is surcharged due to bio -mat plugging of the adjacent soils. Buzdor Engineering March 24, 1992 Page 3 D. The property owner has indicated that after moving into the house, he noticed two depressions within or adjacent to the bed area. If the bed has subsided, it is likely to be out of level and/or some of the piping may have become disconnected from the discharge manifold, thereby causing a portion of the bed to be unusable. Regardless of the cause, there is clear evidence that the system is malfunctioning. We recommend that after breakup, you reevaluate this system and determine the exact cause of the system malfunction. As a minimum, this office will require that a groundwater monitoring tube be installed adjacent to the system to confirm the presence or absence of a shallow groundwater table. The CMP manhole/tank joint should also be inspected for water tightness. 4. Your adequacy test field notes indicate that the system was able to absorb over 600 gallons within a two hour period. Mr. Manyoky, of your office, informed us that during the test he monitored water levels in both clean outs and the monitoring tube and that no water was observed. Mr. Manyoky further informed that the field data did not contain any water level measurements from the absorption field because water was never observed in the field during the test. In the opinion of Mr. Manyoky the system "passed with flying colors". We agree that the field data clearly supports Mr. Manyoky's conclusion. If the system "passed with flying colors", why was the property owner advised by Acreage Systems that the system barley passed the adequacy test and that his family should minimize the amount of water used on a daily basis? We also question what role Acreage Systems had in determining the adequacy of the subject wastewater system. Did Acreage Systems perform the adequacy test? Based on our observations, we believe the system is operating with obvious and significant deficiencies. We assume, that had these deficiencies been detected by Buzdor Engineering, you would not have submitted the HAA application. The guidelines for preparation and submittal of HAA applications are well established. All codes, regulations and guidelines pertaining to the design, construction and evaluation of on-site systems are enforced uniformly with all engineers and contractors.
