Per MOA records, the main residence is served by a plastic septic tank (installed in 2020) and two undocumented concrete seepage pit/s. Below is pertinent information regarding the seepage pit/s: • There is a document in the MOA records (Dated 8/20/1978) that indicates there are two seepage pits in series. • Both seepage pits were installed prior to 1978 and are undocumented. • According to the 1978 inspection report, the first seepage pit (closest to the house) is 4' in diameter and the second (further from the house) is 6' in diameter. • According to a drawing on the back of the 1978 permit, which was recently discovered in the MOA hard file, the first seepage pit is 9' (total depth?) and the second seepage pit is 6' (total depth?). • There is no indication in the MOA records that there is drain -rock around the seepage pits. In 2020 when the new septic tank was installed, no significant quantity of drainrock was noted in the vicinity of the 4' diameter seepage pit. • Based upon the MOA records (and historical aerial photos of the house configuration) it is reasonable to believe that the second seepage pit is southeast of the first seepage pit, and further from the well and building foundation. • The 1978 inspection report in MOA records was approved for 5 bedrooms. • During GEG site visits, only one seepage pit pipe could be located, and it serves the 4' diameter seepage pit.. • There have been several permits and inspection reports issued for the septic serving the main residence which showed only one seepage pit pipe. The 1987 design, 1995 design, and the 2020 design. • Both the 1994 HAA and the 2004 HAA note the seepage pit as being "undocumented". The 1994 HAA noted the seepage pit as 13' deep. The 2004 HAA noted the seepage pit as 14 feet deep. During the 2023 testing of the seepage pit, it was noted as being 13.8 feet deep. • Only the liquid level in the first seepage pit could be measured for the 9/24/2023 septic adequacy test. Prior to the start of the test, there was 59" (almost 5 feet) of liquid in the seepage pit. After introducing 524 gallons the liquid depth rose 29 inches, to a total depth of 88" (7.33 feet). Once the liquid reached a total depth of 90" (7.5 feet) it remained unchanged after the introduction of an additional liquid. It is reasonable to believe that the liquid was then overflowing to the second seepage pit. The seepage pit pipe closest to the house is approximately 10 feet from the building foundation. As addressed previously, it is believed that the second seepage pit is located even further from the building foundation. We are requesting that the department issue a variance of the separation distance between the seepage pit/s and foundation down to 0 feet. Justifications for allowing this are as follows: • The dimensions of the seepage pit/s are unknown; however, per the 2020 inspection report in MOA records, there was minimal drainrock observed around the concrete rings for the 4' diameter seepage pit. • If drainrock were present under the foundation, it would not compromise the integrity of the foundation. • Per the 2020 photos in the MOA file, the 4' seepage pit is lower in elevation than the foundation in this area; consequently, there is no risk of effluent migrating into the living area. • The seepage pit closest to the house is believed to have 4' concrete rings. Based upon this fact, it is assumed that the seepage pit void is not under the foundation. • Per MOA records, the structural addition was present during the 1995 septic tank upgrade. In short, encroachment has existed for at least 28 years. • The structure has a crawlspace. The elevation of the crawlspace relative to the elevation of the seepage pit is unknown. It should be noted that the existing septic tank has approximately 6 feet of soil cover over the field. Given that it is relatively flat from the foundation to the tank and seepage pit, it is reasonable to assume that the existing seepage pit elevation is below the crawlspace elevation (likely by several feet). GEG attempted to access the section of crawlspace closest to the seepage pit but was unable due to it being a relatively confined space. The lid for the entire pit area was not removed prior to backfilling. Instead, the pit was filled through the access opening. This method allowed for most of the pit to be filled, but undoubtedly did not allow for 100% of the void space (in the upper part of the pit below some portions of the lid) to be fully filled/compacted. In the future, when the wood roof of the pit decays/collapses there will likely be a moderate depression in the area that will require some fill. I have completed my review of the submitted information and this office's file on this project. Based on this review, I have the following comments. The Department does not normally accept the use of well casing storage to meet storage requirements if a public water system needs additional storage. Although my calculations of the required volume of water storage do not agree with the submitted volume, they are sufficient to show that the well casing may provide the necessary volume of water. As a result, your request to use the volume of well casing as storage is accepted.
