Box 19-16506 Anchorage, AK 99519 Dear Sirs: Re: Seaturn, Lot 7, Block 1 Yesterday we began construction on the replacement drainfield for the above referenced lot, that was permitted as per our design dated 10/10/92. The trenching began on the south end and progressed to the north. As the excavator (Carl's Excavating) reached the north end of the test hole 30 FT radius, we encountered water at a 5 FT depth. The groundwater would require a mound system where we had planned a shallow, wide drainfield. After consulting with the homeowner, we would like to amend the design to install a bed in the vicinity of Test Hole #2 (see attached revised design dated 11/18/92). Box 19-16506 Anchorage, AK 99519 Dear Sirs: Re: Seaturn, Lot 7, Block 1 The purpose of this letter is to provide the required design narrative in support of our application for a permit to upgrade the septic system on the above referenced .lot. Attached for your reference are the soils log, percolation test results, a site plan, and design drawings. The existing drainfield on the lot has failed, and overflows periodically. We have performed soils logs, groundwater monitoring, and percolation testing at the locations indicated on the design drawing. For test hole #1, the resultant percolation rate was 5.8 min/inch. A small seep of groundwater was encountered at 9 FT, and 'the water level in the monitoring tube was 9 FT at the conclusion of the monitoring period. A shallow drainfield design was chosen. To be conservative, we have used an application rate of .8 GPD/SF. The house has four bedrooms (an upgrade from the 3 indicated on the original permit), and the required absorption area is 4 X 150 / .8 = 750 SF. We have elected to use a trench width of 5 FT, length of FT, and a gravel depth of 4 FT. Total system depth from the exi, ting ground surface is not to exceed 5 FT. 4 Kf The topography of the lot in 'the vicinity of the proposed drainfield slopes towards the northwest 5%. The house is on a private well, indicated on the site plan, and there are no other wells within 200 FT of the proposed system. Please contact me at 562-1500 information. Waiver from Well to Septic System on Lot 8, Bk1, Sea Turn S/D. To whom it may concern: The septic system for Lot 8, Bk 1, Sea Turn SID was installed on August 8, 1980. No clean -outs, or a sump were installed on the trench. In short, it was not possible to visually determine the location of the trench after it was buried, and the construction site grading was done. Qn September 19, 1990, the well for Lot 7, Bk 1, Sea Turn S/D was drilled. Based upon field measurements, and my interpretation of the 1980 inspection report, it appears that my clients well (Lot 7) is only about 77 feet from the drainfield on Lot 8. Attached is a plan and profile drawing of the site. To allow some room for error, I am requesting the separation distance be waived to 75 feet. Normally when requesting a waiver, it is standard practice to evaluate the contamination potential (point system) as outlined by the State of Alaska, Department of Environmental conservation (ADEQ. Due the fact that we are not evaluating a hypothetical situation, but rather a real world case, in which the septic system has encroached upon the well for almost 16 years, I am proposing to use a more common sense approach. The justification for this waiver is based upon the following facts: a. The encroachment has existed since 9/15/80 and the well water quality is excellent. Water samples taken 4/29/96 showed no bacteria, and .4 rng/l for nitrates (NAD). This is probably the most accurate evaluation of the contamination potential. b. The closest clean-out is 99 feet from the well. In short, if the system were to overflow from a clean-out, the contamination potential would be essentially no different than if S- ')b-9Q�? the entire trench was outside the wells 100 foot protective radius. If the drainfield were to daylight, at the closest point (fi•om the well), and flow over the ground surface towards it, the contamination potential would be greater than if the separation distance was 100 feet, but I doubt it would be significantly more. In short, if raw wastewater is flowing over the ground surface, towards the well, it had better be corrected soon, whether the distance is 75 feet or 100 feet! c. The well log for Lot 7 shows the presence of a 49 foot thick layer of hardpan (68 feet to 117 feet). This geological formation undoubtedly protects the confined water table, which lies below it. d. The condition has existed for 16 years with no adverse effects. For the aforementioned reasons, it is my recommendation that the requested waiver be approved. Dimond Blvd., Suite 3-640 Anchorage, AK 99515 Dear Mr. and Mrs. Honchen: Per the request of George McCoy, on May 10, 1996 we conducted adequacy tests of the water supply and wastewater disposal systems serving your residence on Lot 7, Block 1, Sea Turn S/D, located at 14830 Zircon Circle. The test results indicate that both systems are functioning adequately at this time, however a waiver is needed of the normally required separation distance between your well and your neighbor's septic system before a Health Authority Approval (HAA) certificate can be approved by the Municipality. The following is a report of our test procedure and findings. According to the driller's log, your well was completed in September of 1980 and has a total depth of 131 feet and a yield of 15 gpm. On the date of our test the static water level stood at 76 feet below the top of the casing. During the course of our test we pumped a total of 1423 gallons of water from the well at the maximum pump output of 7.1 gpm, which caused the water level inside the casing to be drawn down to 97 feet, but no further. Based on our test data we determined that the total yield of the well is in excess of 7.1 gpm, which exceeds the Municipal criteria for approval of a single family residence, and also meets the FHA lending criteria that a well be able to supply 720 gallons of water within a 4 hour period. Water samples collected on April 29, 1996 were satisfactory, showing 0 coliform or other bacteria per 100 ml., and less than 0.1 mg/1 of nitrate -N. The wellhead needed a gasketed well seal in order to bring it into compliance with code. Per your request I called Dave Mu -per at Alpine Drilling and asked him to install one, however I have not yet received confirmation that the work has been done. According to the as -built inspection report on file at the Municipal Health Department, the wastewater disposal system was installed in November of 1992, and consists of a 1250 gallon septic tank followed by a 19' wide by 41' long soil absorption mound. To assess the adequacy of the system we ran 1423 gallons of water into the -system through the double cleanout downstream of the septic tank, while monitoring fluid levels in the septic tank and in the soil absorption system standpipes, before, during and after the flow of water was stopped. The initial fluid depth in the mound monitor tube was 0.5 inches, and the maximum depth achieved was 3.6 inches. After the flow of water was stopped the fluid level receded at an adequate rate for a 4 bedroom residence. Health Department regulations require that septic systems be 100 feet away from any surface water. In the course of the inspection I noted the presence of several small puddles of water approximately 85 feet from your system standing in a drainage Swale which surrounds your neighbors house on Lot 6. It appeared to me that these puddles were of a temporary nature and would not of themselves require the issuance of a separation distance waiver, however the Health Department is the ultimate arbiter of this. One of the requirements of an HAA inspection is that the engineer verify that the well has the required 100 foot separation from the closest septic system. In attempting to comply with this requirement I measured a distance of 99 feet from your well to a double cleanout beside the deck of the house on Lot 8, and 106 feet to another standpipe located further out in the drainfield. According to the inspection report for that drainfield, it was constructed with a "dogleg" which means that a portion of the drainfield must be still closer to your well. Per your request, I spoke with Mike at A+ who installed the double cleanout last winter to facilitate clearing an obstruction in the line, and Ire said that the cleanout was installed in the cast iron portion of the line which is normally within 10 feet of a septic tank. This means that the drainfield extends for at least another 39 feet in the general direction established by the septic tank and double cleanout pipes. The Health Department will require that a waiver be issued addressing this separation distance discrepancy prior to signing off on the HAA certificate. While their normal turnaround time for waivers is approximately 2 weeks, they indicated to me yesterday that sometimes the process can be expedited. I can understand your frustration at having to deal with this whole problem just prior to closing. George McCoy told me you have decided to retain Jeff Garness at Alaska Water and Wastewater Engineering to prepare the waiver submittal, so I will give him all of my HAA submittal foams along with a check for the M.O.A. fee of $300, so that he can file them along with the waiver request. In conducting an adequacy test we attempt to provide a thorough, conscientious engineering analysis of the system. The reported results describe the performance of the system under the conditions encountered at the time of the test, and the separation distances are measured to readily identifiable features. Satisfactory test results do not guarantee future performance of the system under different conditions, nor do they guarantee that there are no hidden defects or encroacluments. Specifically, we are requesting a waiver for a separation distance of 88 feet to the nearest septic tank. The septic system is located in front of the house, and the well is behind the house. Although the septic frank is less than 100 feet from the well, the drainfield is greater than 100 feet away. The lot's contours would indicate that the seepage flow will filtrate away from the well. The septic system performance during our adequacy test showed a water acceptance rate greater than 4.5 gpm. Further, the well log states that the well was drilled and cased to a depth of 131 feet. Presently, there is another septic tank on Lot 8 which is located 110 feet from the well (see attached drawing). This tank has an alignment (observed during the field inspection) which differs from the DHEP inspection report for Lot 8. Further, the drainfield on Lot 8 does not have cleanouts to facilitate locating it. On the attached drawing, the measurements shown on the Lot 8 septic system were taken from the DHEP files. The .layout of the septic system on the drawing is based on these measurements. Assuming these are correct, then the Lot 8 drainfield is located more than 100 feet from the Lot 7 well. if you have any questions, please do not hesitate to contact me or Mike Krieber at 349-6451.
