RE: SEPTIC TANK UPGRADE PERMIT
LEGAL: SEACLIFF BLOCK 1, LOT 16
The unknown existing septic tank was scoped and found to be of concrete material and the
integrity compromised with many roots. Therefore, the owner has requested that we obtain a
septic permit to upgrade the existing aged concrete septic tank on the above referenced lot. We
propose to install a 1500-gallon HDPE tank per the attached design to serve the existing 4-
bedroom residence. No groundwater was noted in the MOA on-site file, but if groundwater is
encountered during installation an epoxy coated steel septic tank may be required. The lot and
area are served by public water. The design will not impact any of the neighboring properties.

the bottom of the excavation(in feet). There is no set width for trenches.
The gravel depth is the minimum depth of gravel between the outfall pipe and

installation inspections of any wells adjacent to this property and the number
of residences that the well will serve.

Backfilling of any system without final inspection and approval by this department
will be subject to prosecution.
Minimum distance between a well and any on-site sewage disposal system is 100 feet
for a private well or 150 to 200 feet from a public well depending upon the type
of public well. Minimum distance from a private well to a private sewer line
is 25 feet and to a community sewer line is 75 feet. Well logs are required
and must be returned to this department within 30 days of the well completion.
Other requirements may apply. Specifications and construction diagrams are
available to insure proper installation.

Comments: This investigation was completed in compliance with MOA guidelines, regulations,
and best industry practices / methods. The assessment of the condition of the well and septic
applies only to the conditions as of the day tested. The flow and absorption rates may change
due to subsurface conditions that may not be observed from the surface, changes in land use,
local soil characteristics, groundwater levels that may fluctuate during the year, quality of
construction (workmanship & materials), the water usage of the family being served by the
system and maintenance. The operational life of all well and septic systems are subject to

Due to seasonal winter conditions and other factors, we are requesting a Conditional COSA for
the above referenced property. The pending permitted OSP231361 4-bedroom septic tank
upgrade has been impeded due to these conditions and other factors with no specific known date
on when the septic tank will be installed. The septic tank will be installed in the spring of 2024
once the conditions are favorable for installation.
The system has been working for the occupants and granting of this Conditional COSA
(CCOSA) will not impact any of the neighboring properties or pose a public health risk.
Attached are three septic upgrade estimates and escrow letter from title for the pending

Per the recent, previously submitted as-built survey by Buku Saliz, LS dated October
2, 2023, the existing end of the septic field is within the required 10’ separation
distance to the lot line. Per this as-built survey and the record documents in the
MOA file, we are requesting a waiver to 8’ to the lot line currently.
The portion of this encroaching septic system has been in operation since 1983 with
no known issues, meets other separation requirements and we do not expect there
to be any adverse effect on the adjacent lots by granting the waiver.

Subject: Septic System Inspection at Lot 16, Bk 1, Seacliff S/D.
To whom it may concern:
Per the request of the property owner, we performed and adequacy test on the septic system
which serves the subject property. Comments associated with our HAA application are
summarized as follows:
• The septic system consists of an undocumented crib and septic tank as well as a documented
trench.
• The dimensions and absorption area of the crib are unknown.
• According to the 1991 HAA application, the septic tank is 1500 gallons.
• The crib clean-out is adjacent to the north lot line and it is unknown whether the perimeter of
the crib extends into the utility easement. See the attached as -built survey.
• According to the property owner (Jim Antisdel) the water key box is located near the
northeast property corner (at Shorecrest Drive).
• As was stated in the 1991 HAA, there is no foundation clean-out.

found with 4 feet of cover and with a liquid level of 50 inches.
Crib was 8.3 feet deep and with a liquid depth of 63 inches.
Trench monitor tube was 9.3 feet deep and with 16 inches of
water.
450 gallons of clean water was added to the trench while the
water levels in the tamk, the crib, and the trench monitor tube
were monitored, The water levels in the tank and crib did not
change, while the level in the trench monitor rose 5 inches. The
absorption rate was monitored for 60 minutes" During this time
the water level had dropped 4 inches, indicating that 360 gallons
of water had been absorbed,

TEST Water was added to the leach field through a 4" stand pipe in
PROCEDURE: 100 gallon increments, with a 2 -minute lapse between successive
inputs. The sump became full when 500 gallons had been added.
Total rise in liquid level in the sump was 24.5", which corresponds
to a rate of rise of 245 gallons per foot.
Absorption monitoring was then carried out for a period of 90
minutes. The resultant plot of absorption vs. time, with the
extrapolated absorption capacity, is attached.

RESULTS: The plot of absorption vs. time yielded a theoretical
absorption capacity of 390 gallons per day. The required
absorption capacity for a. 4 bedroom house is 600 gpd. The
system fails to meet Municipality of Anchorage requirements.
COMMENTS: Upgrading of the soil absorption system will be necessary
to comply with MOA requirements. The septic tank capacity
is adequate.
Caps should be installed on the stand pipes at the tank and
at the soil absorption system.
When the tank was pumped, there was approximately 14" of
sludge. Pumping should be done every two years to avoid
sludge accumulation.

Municipal Code 15.65.030, prohibiting the use or installation of
a septic tank—seepage system disposal facility where sanitary
sewers are available, was enforced by the Department of Health
and Environmental Protection prior to 1978.
Responsibility for monitoring and enforcement of the Code, which
became known as the "sewer mandatory hookup code" was assumed by
the Anchorage Water & Sewer Utilities beginning with 1978. The
Utilities put forth every effort to compel customers to connect
to the sanitary sewer system where service was available.
Success has been negligible.
Through several confrontations and the rate case situations, our
Legal Office has generally taken the stand that the intent of
the Municipal Code, as written, was to prohibit the usage of
septic tank systems. An attempt to revise the Code to a
cleaner, mandatory hookup situation failed this last spring.
Our position technically, therefore, is that no mandatory hookup
requirement exist in the Municipality. It is important not to
mislead customers into relying on a "mandatory hookup program".
This is especially true in the case of developers, who may be
trying to economically justify a marginal project based on the
forced connection by the Municipality of other properties
benefited by the developer's project.
In conclusion, everyone should be cautious about building up our
customers' expectations concerning forced connection to the
Municipal sewer system. It is also important to restructure our
th4aking around the fact that specifically there is no such
thing as mandatory hookup in the Municipal Code.
