All construction shall be in accordance with:
1. The attached approved design.
2. All requirements specified in Anchorage Municipal code Chapters 15.55 and 15.65 and the State of Alaska
Wastewater Disposal Regulations (18AAC72) and Drinking Water Regulations (18AAC80)
3. The wastewater code requires inspections during the installation. The engineer shall notify the Development
Services Department per AMC 15.65. Provide notification by calling (907) 343-7904 (24/7).
4. From October 15 to April 15, a subsurface soil absorption system under construction during freezing weather
shall be either:
a. Opened and Closed on the same day, or
b. Covered, sealed, and heated to prevent freezing
iSpecial Provisions:
1. Septic system installation must meet the requirement of the ADEC for the well waiver.
2. The private sewer line shall maintain 100 ft separation to the public water system, as shown on the
engineer's site plan.
3. Prior to Inspection Report approval, a full approval for the well separation from the ADEC is required to be
submitted to Onsite.
4. The Onsite inspector must be at the bottom of hole excavation for the trench to confirm insitu soils are
sand.

Drinking Water Separation Distance Waiver - Updated
Dear Matt Mann, Owner of Lot 22, Block 1, Seacliff Subdivision:
On April 18, 2022, this office received an engineering submittal from Forge Engineering requesting
an updated waiver from the 200-foot required separation distance between a public water system
drinking water well to a proposed onsite wastewater disposal system on Lot 22A, Block 1, Seacliff
Subdivision. This letter issues a Conditional Separation Distance Waiver for the requested
reduction of the State’s minimum separation distance requirement between drinking water
wells and sanitary sewer components, as detailed in the submitted engineering information
and outlined below.
Project Description
This property is located on Shorecrest Drive and backs up to the bluff along Turnagain Arm. Many lots
in this area are served by the Sand Lake Services Public Water System, PWSID 210485, or other
drinking water wells, and they have individual sewer systems, typically onsite septic tanks and drainfields.
Two of Sand Lake PWS’s groundwater wells are nearby (Wells #1 and #3). The majority of Lot 22
is within the 200 foot protection radius around both wells. The only portion outside of 200ft is the
steep bluff dropoff to the coastline.
Well #1 – Drilled May 9, 1964 to a total depth of about 212 feet. Cased to 206 feet.
Well #3 – Completed February 11, 1995. The well log (WELTS #23107) shows it was grouted, and
that it was cased to 525 feet with the intake screen starting at 513 feet.
The submitted sanitary sewer design (dated 4/5/2022) for this property now proposes to install a
Category III Advantex septic tank along with an appropriately designed trench drainfield, no closer
than 120 feet to the Sand Lake PWS wells. Components include:
- Septic tank: 1,500-gallon Advantex FAP (fully assembled package) two-compartment
fiberglass tank with AX20 filter pod
- Drainfield: 7-foot effective depth absorption trench system (11 feet long by 3 feet wide,
designed for 4 gpd/sf)
o Space for a backup disposal field is available >14ft away, towards the bluff
- System is designed for a 4-bedroom or less single family residence, with 600 gal/day
maximum daily flow

- All gravity piping from the residence (aka private sewer line) is expected to meet its required
separation distance of 100 feet from both wells.
Separation Distance Waiver
The separation distance encroachment was reviewed based on the following elements to maintain
public safety:
Confined Aquifer: Layers of clay or silt can act as confining layers, which can help prevent
contamination from reaching the water. The aquifers that these wells access appear to be
confined.
Well #1 was drilled through clayey silt from ~72 to 180 feet below ground surface (bgs),
according to the soils log.
Well #3 has layers of clay and/or silt from 335-392, 401-432, and 457-478 feet bgs, and a
static water level of 53ft bgs according to the well log.
Ground slope: The ground generally slopes away from the wells towards the midpoint of Lot 22.
As the property approaches the bluff, there is an increase in elevation. However, groundwater
flow through this area is still generally away from the well and towards the coast.
Nitrates: Trends of increasing nitrates can indicate failure of any nearby septic systems. Nitrate
samples for Sand Lake PWS 210485 are available from 1993 to the present, and indicate very
low levels, typically around 0.2 mg/L.
If operated and maintained correctly, any effluent that passes through this system will be treated
to a higher degree than that of the conventional septic system previously approved March 23,
2021, further decreasing the chances of fecal contamination.
Based on an evaluation of the available information and endorsement of the submitting engineers, a
Separation Distance Waiver to 120 feet for the onsite sanitary sewer components outlined
above is issued in accordance with the State’s Drinking Water regulations, 18 Alaska Administrative
Code (AAC) 80. Please forward any record drawings and documentation of construction to this
office once completed. The separation distance encroachment is approved with the following
conditions:
The wastewater system must be installed by a person that meets the requirements of 18 AAC
72.015.
The sewage system must be maintained in accordance with State of Alaska and Municipality
of Anchorage requirements for as long as the system is in operation. The lot owner or their
Authorized Service Provider should keep all records, such as installation records, septic tank
maintenance, inspections, and pumping, and have them available on request. For additional

Any changes, constructed or natural, may void this waiver and the sewer may be required to
be relocated.

Limitations
This determination was based on current site conditions and well information available to the
Department. Occurrences of floods, earthquakes, and human activity can change the geophysical,
chemical, and biological conditions under which this determination was made. This determination
does not preclude the Department from reevaluating this separation distance waiver in the event such
conditions change or additional information becomes available to the Department that would warrant
further review.
Approval of this waiver does not obligate the department to approve future waiver requests
proposing the same design, is not an approval of omissions or oversights, and does not guarantee
correctness of the functional design or waive the owner’s responsibility for continued compliance
with state, federal, and local regulations.
Informal Reviews and Adjudicatory Hearings
A person authorized under a provision of 18 AAC 15 may request an informal review of a contested
decision by the Division Director in accordance with 18 AAC 15.185 and/or an adjudicatory hearing
in accordance with 18 AAC 15.195 - 18 AAC 15.340. See DEC’s “Appeal a DEC Decision” web
page https://dec.alaska.gov/commish/review-guidance/ for access to the required forms and
guidance on the appeal process. Please provide a courtesy copy of the adjudicatory hearing request in

Septic permit renewal, revision, and waiver request
Dear On-Site Services Engineer:
The permit on this lot has expired, but the builder has let us know that they plan on installing soon.
We would like to apply for a permit renewal.
In addition to this, we were sent a revised as-built of the building footprint, which prevents the
septic tank from being placed in the location on the original permit. We have revised the layout to
fit in the tank, trench, and alternate site in the space that is left without encroaching on the well
more than the existing waivers allow.
Due to the placement of the home, we are unable to achieve 10’ separation from the building
footprint as well as from the property line. For this reason, we are asking for a waiver to allow the
existing and alternate trenches to be located 1’ from the west property line. This location will not
affect neighboring septic, which is on the other side of the lot, and there is no neighboring well.
While the soil is sandy, construction will done with equipment that will not create a pit or
undermine the neighboring property. There are no other options that will not further encroach on
the well, but granting this waiver will not adversely affect this property or the neighboring
property.

Yes, a record drawing / as -built survey (or whatever certification is normally submitted to MOA?) would be great to verify
the system was installed as designed.
The MOA requirements sound good for installer requirements. It sounds like it meets basically similar requirements if the
installer is supervised by a registered engineer.

Hello Darlene,
In 2021, a waiver was granted between a public water system and a proposed septic system on a vacant lot (Seacliff Block 1
Lot 22A). The owners sold the property and the new owners have hired a different engineer to design a septic system. I
have attached the waiver and original septic design, as well as the new proposed design. Does the new owner/engineer
need to resubmit for the waiver? They are designing based on the 120 ft waiver granted in 2021 and are proposing an
advanced wastewater treatment system.
The waiver grants a conditional approval. What are the conditions that have to be satisfied to be given full approval? Do
you just need to see the record drawing/as-built survey after installation to verify that they didn't end up installing it closer?
Also, the letter states that the wastewater system must be installed by a person that meets the requirements of 18 AAC
72.015. All wastewater systems installed under the MOA's jurisdiction are supervised by a registered engineer or their staff
(whether it's one of our certified installers or a homeowner). Is something more stringent needed in this case? Do they
need to be a certified installer with the ADEC? Or if the homeowner desires to install the system, do they need to get
approval from ADEC?

Certificate of On -Site Systems Approval.
Owner agrees that the AWNNITS installation and maintenance requirements as provided
by the AWWTS vendor/installer and approved by the Municipality are the governing
guidelines for the construction, maintenance and repair of the Owner's AWWTS.
Owner agrees to maintain remote monitoring of the AWWTS as required by the
AWWTS approval.
3. Term. The term of this Agreement shall begin on the date of approval by the
Municipality to operate the installed system, or upon transfer of title, and shall continue
while the AWWTS is operational or until title is transferred.
4. Nonwaiver. The failure of the Municipality at any time to enforce a provision of this
Agreement shall in no way constitute a waiver of the provisions, nor in any way affect
the validity of the Agreement or any part hereof, or the right of the Municipality
thereafter to enforce every provision hereof.
5. Amendment. This Agreement shall only be amended by authorized representatives of
the Owner and Municipality. Any attempt to amend this agreement by either an
unauthorized representative or unauthorized means shall be void.
6. Jurisdiction: Choice of Law. Any civil action arising from this Agreement shall be
brought in the Superior Court for the Third Judicial District of the State of Alaska at
Anchorage. The laws of the State of Alaska shall govern the rights and obligations of the
parties under this Agreement.
7. Severability. Any provisions of this Agreement decreed invalid by a court of competent
jurisdiction shall not invalidate the remaining provisions of the Agreement.

This office received an updated submittal from Gayness Engineering Group requesting a waiver
from the 200 -foot required separation distance between a public water system drinking water well to
a proposed onsite wastewater disposal system on Lot 22A, Block 1, Seacliff Subdivision. This letter
issues a Conditional Separation Distance Waiver for the requested reduction of the State's
minimum separation distance requirement between drinking water wells and sanitary sewer
components, as detailed in the submitted engineering information and outlined below.
Project Description
This property is located on Shorecrest Drive and backs up to the bluff along Turnagain Arm.
Many lots in this area are served by the Sand Lake Services Public Water System, PWSID 210485, or
other drinking water wells, and they have individual sewer systems,typically onsite septic tanks and
drainfields.
Two of Sand Lake PWS's groundwater wells are nearby (Wells #1 and #3). The majority of Lot 22
is within the 200 foot protection radius around both wells. The only portion outside of 200ft is the
steep bluff dropoff to the coastline.
Well #1— Drilled May 9, 1964 to a total depth of about 212 feet. Cased to 206 feet.
Well #3 — Completed February 11, 1995. The well log (WELTS #23107) shows it was grouted, and
that it was cased to 525 feet with the intake screen starting at 513 feet.
This property proposes to install a septic tank and trench drainfield, and is requesting to place them
within the 200ft separation distance, but no closer than 120 feet to the Sand Lake PWS wells. The
wastewater system must be installed by a person that meets the requirements of 18 AAC 72.015 and
component details include:
- Septic tank: 1,500 gallon, dual compartment, polyethylene, single piece construction
- Drainfield: deep trench, 500 fe minimum, maximum depth 12 feet
o Space for a backup drainfield is available towards the bluff which would require
installation of a pump/liftstation and waiver of bluff setback requirements

Limitations
This determination was based on current site conditions and well information available to the
Department. Occurrences of floods, earthquakes, and human activity can change the geophysical,
chemical, and biological conditions under which this determination was made. This determination
does not preclude the Department from reevaluating this separation distance waiver in the event such
conditions change or additional information becomes available to the Department that would warrant
further review.
Approval of this waiver does not obligate the department to approve future waiver requests
proposing the same design, is not an approval of omissions or oversights, and does not guarantee
correctness of the functional design or waive the owner's responsibility for continued compliance
with state, federal, and local regulations.
APPeal Process
The applicant, owner or operator, or other person adversely affected by this decision may request an
informal review of this decision in accordance with 18 AAC 15.185, or may request an adjudicatory
hearing in accordance with 18 AAC 15.195-15.340. Requests may be sent by mail, email, or facsimile.
Informal review requests must be received by the Division Director within 20 days of this decision.
Adjudicatory hearing requests must be received by the Commissioner within 30 days of this decision
or the decision of the informal review issued by the Division Director; otherwise, the right to appeal

ADVANTEX"' TREATMENT SYSTEM
To whom it may concern:
1. GENERAL: The proposed 4 bedroom home will be served by a public water system and a
private septic system. A test hole was excavated on the property. We are proposing to design the
septic system around the 30 foot radius of this lest hole. Due to the cutbank to the south, we are
proposing to use an Advantex treatment system and a deep trench type drainfield.
2. SOILS: See the attached log, which shows the soil classifications, groundwater monitoring,
and the percolation test results.
3. DRAINFIELD APPLICATION RATE: The intent is to install an Advantex Treatment
System that will allow the use of a small drainfield in the area around the 30 foot radii of the test
holes. The Advantex system has received class III approval and we are going to conservatively
assume an application rate of 3.0 GPD/FT2.
4. TRENCH DESIGN:
a. Percolation Rate: <1 minutes/inch
b. Allowable Application Rate for Class III System: 6.0 gallons/day/fl

5.ORENCO PACKAGE SYSTEM: The STEP tank with the Advantex Treatment System will
be manufactured by Anchorage Tank & Welding to meet the latest design criteria established by
Orenco Systems, Inc. The point of contact at Anchorage Tank is Lowell McNutt. As with their
standard STEP tank, it is equipped with a high water alarm per M.O.A requirements.
6. SURFACE WATER: There is no surface water within 100 feet of the proposed septic
system upgrade.
7. TOPOGRAPHY: As can be seen on the attached design drawing the average topography in
the area of the proposed drainfield is relatively flat. There is a steep bluff approximately 45 feet
south/southwest of the test hole. We request that a 35 feet separation distance waiver from the
top of this slope to the proposed drainfield be granted. Given the porosity of the soils there will
be a great amount of lateral movement and minimal horizontal movement. In short, there is
minimal risk with the granting of this waiver.
8. WAIVER TO CLASS "A" WELL: There is a class "A" well to the north east of the
property. We a have recently obtained a 140 foot waiver to the class "A" well to the proposed
septic system.
9. DISINFECTION SYSTEM: Due to the proximity of this system to the above well, we are
required to install a disinfection system per the A.D.E.C. waiver. We are proposing to install a
Sanuri) disinfeciton unit and a chlorine contact manhole in the line to the drainfield.
10. CLOSING: I am open to any suggestions from your department that would be an
improvement to the proposed system. I am unaware of any negative impacts that this installation
would impose on adjacent wells, or septic systems. If you have any questions, please call us at

Dear Mr. Gamess:
The Department has reviewed your request for a waiver received on October 16, 2003 between
the existing class A public water system and a proposed Advantex wastewater treatment system
that discharges to an on -lot soil absorption system that serves a 4 bedroom single family house.
According to your submittal the soil conditions are rated as sand. The home is designed with a
1500 gallon advance system with a design flow of 600 gallons per day. The absorption field is
sized at 210 square feet, based upon a design application rate of 3 gallons per square foot per day.
The separation distance requested from the class A source well to the replacement field, and the
proposed drain field is 140 feet. The advantex unit is to be located at a scaled distance of 150 feet
from the source well. The lot also has a cliff that is located 35 feet from the proposed drain field
which will also need to be waived to allow the development to proceed.
Waivers
Your requests for waivers between the Class A public water source and the proposed on -lot
wastewater system along with a review of the well logs, soil reports, current water sample results,
and the plan drawings has taken place. Based on the information submitted, it appears the waiver
requests are protective of public health, therefore, in accordance with the State Drinking Water
Regulations (18 AAC 80.020), the following waivers are granted with two conditions that will
follow after the waiver descriptions.
The separation distance between the Class A public water well located near Endicott
Street and Shorecrest Drive and both the proposed soil absorption system and the
replacement soil absorption system serving the home on lot 22A, Block 1, Seacliff
Subdivision are waived from 200 feet to 140 feet.
The separation distance between the Class A public water well located as stated
above and the Advantex treatment on Lot 22A, Block 1, Seacliff Subdivision has
been waived from 200 feet to 150 feet.
The separation distance between the top of the cutbank and the proposed on -lot soil
adsorption system has been waived from 50 feet to 35 feet.
Conditions placed on the waivers are as follows:
1. that the waste stre�benfected2. that annual inspecs ted to this office.
The distances noted in the waivers are from your submittal. It appears that these distances are
from the nearest edge of the wastewater disposal system component to the nearest edge of the
existing Class A public water system well or the top of the cutbank. If any wastewater disposal
system fails or contamination can be traced back to the system, the waivers will be invalid.
This approval does not imply the granting of additional authorizations nor obligate any state,
federal or local regulatory body to grant required authorizations.
Any person who disagrees with this decision may request an adjudicatory hearing in accordance
with 18 AAC 15.195- 18 AAC 15.340 or an informal review by the Division Director in
accordance with 18 AAC 15.185. Informal review requests must be delivered to the Division
Director, 555 Cordova St., Anchorage, Alaska 99501, within 15 days of the permit decision.
Adjudicatory hearings requests must be delivered to the Commissioner of the Department of
Environmental Conservation, 410 Wiloughby Avenue, Suite 303, Juneau, Alaska 99801, within
30 days of the permit decision. if a hearing is not requested within 30 days, the right to appeal is
waived.

to install the subject septic system, we are proposing to install a chlorine disinfection system.
The proposed system will be a Sanuril, tablet type, chlorinator in a manhole between the
Advantex system and the pump vault, followed by a chlorine contact tank. As the effluent from
the Advantex system flows to the pump vault, it will pass through the Sanuril unit where it will
come into contact with the chlorine tablets. The chlorinated effluent will then flow through a
contact tank (buried fiberglass basin with access manhole). The contact tank piping will be
plumbed in the bottom and out the top so as to maximize the contact time. Effluent from the
contact tank will then flow into the pump vault, where it will be transferred to the drainfield for
final disposal. We are requesting your concurrence regarding the proposed disinfection system.

Sewage Disposal System - Lot 22A,
Block 1, Seacliff Subdivision
TO WHOM IT MAY CONCERN:
The Greater Anchorage Area Borough Health Department will approve the
installation of adequately sized, properly constructed septic tank -
seepage pit, on-site sewage disposal system to serve the subject lot
provided that the system can be installed outside of the well protection
radius as described in the Seacliff Subdivision Easement Miscellaneous
Book 85, Page 185, Anchorage Recording District 64-9837.
Preliminary design for the proposed system shall be submitted to the
Borough Health Department for review and approval prior to any
construction or installation, and all construction shall be inspected
by the Greater Anchorage Area Borough Health Department prior'to
backfill.
Said system shall not be used until final inspection and approval
have been given by this office.
