REFERENCE: Sheets Subdivision, Lot 10: Site Evaluation for a Septic System Serving
a Tri-Plex located at 24046 Pillow Circle * Chugiak, AK.
Dear Mr. Shelden,
Per your request, we inspected the septic system on the referenced property to determine
if the system is a good candidate for "Terralifting". According to the documentation
provided to us by you, the septic system was installed in 1992 and appears to consist of
two (2) 1000 gallon septic tanks; and also a total of 90 feet of trenches (3 @ 30 feet long
each). The trenches appear to be 9 feet deep by 2 feet wide with 4.5 feet of sewer
drainrock below the distribution line. During our site visit, the liquid level were checked
in the sumps and found there be between 6.5 to 7.5 feet of liquid level. The liquid level
was approximately 3 feet below the ground surface at the sumps. Although the system
appears to be functional with no health hazard concerns at this time, it is by MOA and
DEC definitions technically surcharged and in a state of failure. The system will most
likely function satisfactorily in this condition for the winter. However, if a problem was
to arise, the septic tanks and drainfields could be pumped until the winter conditions have
ceased and the system be rejuvenated or upgraded in the spring.
Records research was performed on the referenced property and the adjacent properties.
Based upon our findings for the area, the soils appear to be good with no groundwater
concerns. It is our professional opinion that this septic system is a good candidate for
"terralifting". This is not a guarantee that the "Terralifting" will rejuvenate the
draindfields. However, it is our understanding that Mr. John Wills with Alaska Statewide
Terralift does provide a two year warranty that will refund the cost of the "Terralifting" if

it will not pass an adequacy test within those two years. For further information about the
"terralift" process, please contact Mr. Wills directly at 622-7163.
Another option that may help with the rejuvenation of the 1992 drainfields is to connect
the original drainfield that was installed in 1977. During our site visit, a pipe was found
that is believed to be for the original drainfield. This pipe was found to be dry. It is our
recommendation that you find the documentation for the 1977 septic system and install a
diverter valve after the septic tanks in order to connect this drainfield. It is also our
recommendation that new monitoring tubes and cleanouts be installed in the 1977
drainfield.
If these mentioned options/recommendations do not provide a solution, the following is a
surnmary of the engineering costs associated with upgrading the septic system.
• Engineering services to date for site visit, records research, and preparation of report:
$255.00 (3 hours @ $85.00).
• Engineering services to perform soils evaluation and percolation test: $400.00* for
one perk test, $200.00* for each additional perk test.
• Excavator to dig test holes. It is $450.00 for the first test hole, & $150.00 each
additional hole.
■ Engineering services to design the septic system: $500.00* This is based upon a
conventional gravity flow septic system with no waivers to property lines, surface
waters, or nearby wells.
• D.E.C. sewer upgrade permit: $340.00*
• Engineering services to inspect the installation of the septic system and prepare as -
built drawings. Assuming a conventional gravity flow septic system with a single
trench/bed and no sand filter: $600.00. Upon request, we can provide you with our
standard rate sheet which lists the inspection costs for other types or configurations of
septic systems. This information is also available on our website at akwwc.com.
If an innovative septic system is required such as an Intermittent Sand Filter (ISF), a
BioCycle, or an ADVANTEXTm treatment unit, the design and inspection costs will be an
additional $800.00.
The items marked with an asterisk must be paid prior to submitting the design
package to the Department of Environmental Conservation (DEC). For your
convenience, we accept all major credit cards.
Prior to digging a test hole, we will need a copy of a current as -built survey showing the
location of any existing wells and septic system pipes on the property.
The cost to perform the installation is unknown at this time. After the soils testing and
design have been completed, we will provide you a bid for the installation. It is our
recommendation that if money is to be escrowed for an upgrade, an amount of $20,000.00
to $25,000.00 for the installation of a new septic system.

Dear Mr. Guild:
The Department has reviewed the materials received in this office October 20, 1992, which
included an application for on-site water and sewer system approval, photos of system
installation, and a copy of "Certificate of Completion" for a Certified Installers Course.
From the materials submitted, it appears that the on-site sewer system was installed
substantially in accordance with 18 AAC 72. However, the submitted as-builts did not
verify soils, watertable and impermeable strata separation. A 30 -day interim approval to
operate this system is granted until verification of this information is received by this
Department at which point an approval certificate for this system will be issued.

Dear Mr. Guild:
The Department will grant approval for the use of two (2) 1000 gallon septic tanks
connected in series to achieve the required design capacity of 1750 gallons for six
bedrooms. Total storage capacity should be the equivalent of a four chambered two
thousand gallon septic tank, the extra 250 gallon storage capacity should ensure that
there is adequate retention time for the separation of solids. Final approval to operate this
system will be contingent upon receipt of the engineering plans of this system by this
Department. Any additional modifications will necessitate further approval from this office.

Dear Mr. Matzell:
This is in response to your September 11, 1992 fax which enclosed construction plans
for a wastewater disposal system serving the above -referenced facility. I have completed
my review of the submitted information and have the following comments.
Based on the intended use of the facility and your assumption of the subsurface soil
conditions as detailed in the submitted data, it appears that the proposed soil absorption

1. The installation of the wastewater disposal system will need to be monitored

2. Complete as -built drawings (plan and profile view) of the wastewater
disposal system will need to be submitted to this office under the stamp of
a P.E. The submitted as -built drawings will need to verify soils, watertab€e
and impermeable strata separation.
3. The changes requested during our September 11, 1992 telephone
conversation will need to be verified on the as -built drawings.
This approval does not imply the granting of additional authorizations, nor obligate any
state, federal, or local regulatory body to grant required authorizations.

On Wednesday, July 22, 1992, the Anchorage District Office of the Department of
Environmental Conservation (DEC) investigated the subject property for a possible septic
system failure after receiving an anonymous complaint of overflowing septic. Permission
was granted to place a fluorescent dye in the septic system. This dye was placed
(7/23/92) in the toilet fixture of a bathroom in the residence of Mr. Arthur Bowen.
WASTEWATER DISPOSAL SYSTEM
On Friday, July 24, 1992, the ADEC received a call from Mr. Bowen reporting that yellow -
green fluorescent wastewater had overflowed from the first stand -pipe shortly after Mrs.
Bowen did a load of laundry. A soil sample from around the stand -pipe was collected
(7/27/92) and analyzed under a fluorescent black light to detect the presence of the dye.
A positive identification of the fluorscent dye was made in the soil sample collected. The
discharge of untreated wastewater onto land is in violation of 18 AAC 72.010.
The following recommendations are suggested to reduce the health hazard to your
tenants and neighbors from the overflowing wastewater:
1. Pumping of the septic tank on a regular basis until full repair of the system is
completed;

2. Contact a professional engineer registered in the state of Alaska to prepare
engineering plans and soils tests for repair or replacement of the septic system for
submittal to the Anchorage District Office of the DEC for review and approval prior
to construction of the repairs;
3. Disinfection of the areas contaminated with overflowing wastewater with either
bleach or hydrated lime.
In order to assure us that prompt action is being initiated and to avoid any additional
action by this department, we request upon receipt of this letter you contact an engineer
within 96 hours for item number two (2) and address item number three (3) within 24
hours. The Department looks forward to your cooperation in addressing this problem.
