N A copy of your December 16, 1971, correspondence has been forwarded to the
Borough Public Works Department for answering.

T In an effort to determine if your sewer is tied into the Borough public system,
E our Customer Service Section has, with the permission of the occupants of the
R above residence, performed a dye test. This test confirms the absence of any
connection between this system and the public system,
At this time, we have no information on the type of pipe or size of this
apparent private system.

L We are not aware of any proposed action on the part of the owners to have this
E system tied into the Borough system. Prior to the tie in and acceptance for
N maintenance and operation of any private system, minimum Borough construction
standards must be met. In this case, reconstruction may be necessary to meet
C the minimum 8" size requirement, and provide adequate manhole and cleanout
0 spacing.

N and 12th Avenue. This sewer is approximately 8 feet deep. The City informs us
I that the sewer assessment has been paid on this property, and therefore a connect
T permit ($5.00) could be issued to any bonded contractor for making this connection.
If you could wait until spring, we expect to have a contractor under contract by

mid May (after the frost is out of the ground) who will be responsible for
_making such connections. Last year's price for this work was $225.00 for
extending the service from the main to the property boundary.
Due to the possible public health hazard that may be created by the outfall of
this private system, we are by copy of this letter, notifying the Department of
Environmental Quality of its existence and will be making a survey of the area
to determine the extent of the system and investigate a possible connection to
the public sewers.
If you have further questions regarding this matter,please contact this
department.

WHEREAS, a petition was received for a Special Exception for a high-rise office
building as a Planned Unit Development on Lots 1, 2, 3 and 4, Block 24, South Addition,
located at the northwest corner of 13th Avenue and "I" Street, and
held, and
WHEREAS, notice was published, notices were mailed and a public hearing was
WHEREAS, the petition area is within a viable low density residential area, and
WHEREAS, the petition does not meet the intent of a Planned Unit Development in
that it does not enhance and preserve the value, spirit, character, and integrity of the
surrounding residential area, and
I'MEREAS, residential uses south of the park strip are to be protected, and
WHEREAS, this is an intrusion of a high-rise office building in a low density
residential area, and
IIMEREAS, a development of this intensity is more appropriate in, and provides
for a more healthy Central Business District, and
WHEREAS, much of the R-0 and B-2 zones of the Central Business District are un-
derdeveloped or undeveloped.
NOW, THEREFORE, BE IT RESOLVED by the Greater Anchorage Area Borough Planning
and Zoning Commission that the zoning exception for a Planned Unit Development of a high
rise office building on the above described property be denied.
PASSED AND APPROVED by the Greater Anchorage Area Borough Planning and Zoning
