The existing septic tank and trench style drainfield installed in August 2003 are in failure mode, with reports from the local septic tank pumping company that the drainfield was failing in April 2022. Homeowners also experience sewage backing up into the home along with frequent septic tank pumping every 1-3 months beginning in August 2023. We propose to replace the entire septic system, with a new sewer service line, one building double-cleanout, a new 1,500 gal, polyethylene deep bury septic tank by Greer Tank, and a new deep-trench absorption field. The new field will be built in the original designated alternative location, adjacent to the existing trench. Dimensions of the existing trench are 3-4ft wide by 8ft deep of sewer rock and 47ft long (Reference current COSA in Muni electronic files). The existing trench will be abandoned in place and the septic tank will be pumped out and decommissioned in accordance with AMC 15.65.205 (G). The new parallel split trench dimensions will be 3ft wide by 5ft deep of effective depth sewer rock and 92ft long total (split into two 46ft long trenches) and covered with 4ft of soil and 4in of boardstock insulation. Project Basis (summary) • The Scope of this project is the complete replacement of an existing onsite system for the Mary Johnson site in Chugiak, AK. System type: two‑lateral parallel conventional trenches, Page 2 of 12 Alaska Native Tribal Health Consortium / Division of Environmental Health & Engineering 4500 Diplomacy Dr. Suite 454, Anchorage, Alaska 99508 Phone: (907) 729-3600, Fax: (907) 729-4090 / www.anthc.org each trench is 3ft wide with 5ft of sewer rock, 46ft long, with Infiltrator Quick5 chambers covering a 4‑inch perforated distribution pipe. A mid‑line D‑box will split flows into each lateral. Finished soil cover will have 4” of rigid insulation and 3-4ft of soil covering; a final grading of 3H:1V will be provided to allow for positive run-off drainage, blending into the existing grade and driveway edge, and providing finished landscaping and yard restoration. Absorption Field Design Criteria • 4 bedroom house. • Design flow rate: 150 gal/day/bedroom. • Total design flow: 4 br * 150 gal/day/br = 600 gal/day. Test Holes Used for Design o MM&M TH#3 - 8-22-2003 (This was from a series of 3 test holes that were done back in 2003 when the site was being developed. Test Holes #1 and #2 were in the back yard and #3 was in the front yard. They eventually switched from the original design location and moved the installation and field to the front yard. Which is where MM&M TH#3 was dug. So we are going to call this hole MM&M TH#3, to differentiate from the ANTHC test holes #1-#3) This test hole is being used to determine the absence of bedrock down to 18ft. This test hole is located near the center of our proposed trench #1. The 18ft offset was then transferred to all points of the deep trench, which resulted in reducing the effective depth of the sewer rock from 8ft to 5ft, in order to provide a 6ft vertical separation distance from the bottom of hole and assumed bedrock layer. There were no wells in the vicinity that could be used to confirm or refute the presence of bedrock. Percolation Test from MM&M #3, 8/22/2003 of 15 min/in will be used as it is more conservative compared to 4 min/inch from the 5/20/24 test, and this test (8-22-03) was run between 7-8ft BG. o ANTHC TH#2 - 11/2023 This test hole was where the soil sample that was sent for analysis came from. This is the Shannon and Wilson December 2023 sample. All other data related to this test hole has been lost (or misfiled). • Soil at 4ft is: Silty Sand with Gravel - USCS Classification: SM. • Soil at 8ft is: Silty Gravel with Sand - USCS Classification: GM. o ANTHC TH#3 - 5-20-24 Page 3 of 12 Alaska Native Tribal Health Consortium / Division of Environmental Health & Engineering 4500 Diplomacy Dr. Suite 454, Anchorage, Alaska 99508 Phone: (907) 729-3600, Fax: (907) 729-4090 / www.anthc.org The percolation test was 4.0 min/inch on 5-20-24. It was performed at 4ft below grade by ANTHC, see attached Soils Log – Percolation Test signed on 5/29/24. However, the Percolation Rate that we are using is the more conservative one (15 min/in) from the 8-22-23 MM&M Test Hole #3. o ANTHC TH#4 - 7-11-25 The ANTHC Test Hole # 3 showed some signs of groundwater trickling into the test hole. It was assumed to be effluent that was coming from the existing trenches, as this test hole was below the trenches. The ANTHC Test Hole #4 was dug adjacent to the field, and not down-gradient of the existing trench, in order to check for groundwater. No groundwater was found, and the assumption verified that the liquid showing up in TH#3 was indeed from the existing trench. But ANTHC TH#4 was used to rule out groundwater. • The soil absorption system will be designed as a deep trench system. Vertical Separation Basis for Design • EG of MM&M Test Hole #3 is 147ft above sea level and dug to 18ft. This is also the location of Trench #1. 147ft EG – 18ft BG + 6ft VSD = 135ft. This is the maximum depth allowed for the sewer rock for this trench. We were not going to be able to use an 8ft effective trench here as originally planned, and thereby reduced the effective sewer rock to 5ft. The bottom of this 5ft effective trench #1 will be set to 136ft, providing more than 6ft of vertical separation distance (actually 7ft above the assumed impermeable layer). (See below for Trench #2 elevations.) Trench Length and Loading Calculations o 5ft Effective o 3ft trench width o Loading Rate is 0.8 gal/day/sq ft Design for an absorption rate of: 0.8 gal/day/sq ft – Per Muni AMC 15.65.355 code – Table 6, under section G – Disposal Field Sizing – for 15 min/inch percolation rate and having a soil type of Silty Gravel with Sand, USCS = GM, at the 8ft BG soil layer. • (Note: this is the initial design loading rate to start design. Round to 40ft to calculate number of Quick5 Infiltrator chambers over perforated pipe. o 40ft / 5ft per chamber = 8 chambers per trench o Trench to be center-fed due to location of septic tank, and clearance between driveway and outside property line. A D-box will be used to split the flows in each trench. (the yard slopes down to the west and the trenches will drop in elevations to follow slope of the yard and provide 10ft of horizontal separation (2x effective sewer rock depth (of 5ft) = 10ft) o This splits the trench into 2 sections. Each section will need end-caps on the chambers, which adds 4ft to the trench (12” per end-cap), and we will provide 2ft of space to install the D -box (which is tight). This results in a trench length of 46ft/each. o If we back-calculate this new trench length. Then 46ft/trench * 2 trenches = 92ft of trench. 92ft * (5ft * 2 walls) = 920 sq ft. 600 gal/day / 920 sq ft = 0.652 gal/day/sq ft. This is a better loading rate, and makes the system a little more conservative for the 15 min/inch perc rate (which is the cut-off threshold for a 0.8 loading rate) and the replacement of a 23-year old failed system. Final Design Layout • The Deep Trench will have a 5ft effective depth, 3ft wide, and have two, 46ft long/trenches in parallel, separated by 10ft, (92ft total length). • Check depth of Trench #2 (elevation). The 18ft offset for trench #2 is: 143ft EG – 18ft BG + 6ft VSD = 131ft (maximum depth). The bottom elevation of Trench #2 is at 134ft, providing 9ft above any assumed bedrock layer. • The 4” perforated Sch 40 PVC distribution piping in the absorption field will be covered and protected with the use of Infiltrator Quick5 chambers, that will protect the discharge piping from clogging and provide a void space that can handle severe peak flow events and helps with the distribution of wastewater. It also extends the life of the drainfield. The system will be covered with 4” of rigid boardstock insulation. • Septic tank sizing: Muni requirement for 4-bedroom home is a 1,000 gal, plus 250 gal for each bedroom over 3, which would be 1,250 gallons. Upsize and use a deep-bury polyethene septic tank, 1,500 gallon septic tank, made by Greer Tank. New Proposed Septic System Profile of both trenches Test Hole Logs: Soils & Percolation Tests The proposed drainfield is being designed based on Test Hole #3 from 8/22/2003 log. Test hole #3 was dug to 18ft with no impermeable layer or groundwater encountered. The ANTHC test hole from 5/20/24 was dug to 10ft due to equipment restrictions (excavator ’s arm was only able to dig down to 10ft) and surface limitations (a significant surface area would been required to trench down for the excavator to reach a deeper target depth). Test Hole #1 soil was classified as Silty Gravel w/ Sand Clusters (GM) and ANTHC’s 2023 Test Hole #2 had a soil analysis at 8ft classified as Silty Gravel w/ Sand (GM). The percolation test from 8/22/2003 was 15 min/in compared to 5/20/2024’s test being 3.64 - 4.0 min/in. Percolation rate of 15 min/in was used as a more conservative approach. The resulting design application rate was 0.8 gal/day/ft², but based on finished design layout parameters, the Final Application Rate is 0.65 gal.ay sq ft. ANTHC’s test hole #3 from 5/20/2024 encountered trickling “groundwater” (smelled of sewage) starting at 8ft deep down to 10ft deep coming from a direction of the existing trench drainfield. A seven-day monitoring showed the “groundwater” level at 7.5ft below grade with the monitoring tube still smelling of sewage. It was suspected at the time that the trickling “groundwater” was sewage surcharge from the existing failed trench. Another ANTHC test hole (TH#4) was performed on 7/11/2025 to confirm or validate the “groundwater” from 5/2024 was not actual groundwater and rather effluent from the existing trench drainfield. The test hole was dug to 13.5ft with no groundwater encountered. Again, the depth was determined by the excavator equipment and surface area limitations. A seven day monitoring observation for the 7/11/2025 test hole showed no groundwater, see Figure 1 for all four test hole locations. It is suspected that there was no groundwater observed in the test hole since it was located upgradient in relation to the existing trench. Therefore, it is concluded that the groundwater is not naturally present at this site based on evaluating 4 test holes and monitoring observations. Figure 7. Properties along Ursa Major Circle are all on individual onsite septic and private well systems. The closest private well to the new proposed septic system (from new septic tank location) is approximately 517ft located on Bear Park Lot 12 followed by the next private well being 578ft located on Bear Park 11. A third private well is located on Bear Park Lot 13 approximately 611ft from the new proposed septic system location. COSA Private Well Water Sample Histories Bear Park Lot 11 well was completed on 4/29/1985 to 265ft with no history of nitrates and the latest sample from 11/15/2019 resulted in a not detected. Bear Park Lot 12 well was completed on 9/23/1985 to 154ft with the only sample in the database from 6/20/1996 resulted in nitrate levels of 2.33 mg/l. Bear Park Lot 13 well was completed on 4/24/1985 to 162ft with a history of nitrates below the 10 mg/l with latest sample from 9/20/2002 showed 0.808 mg/l of nitrates. Two past samples from 10/22/1998 showed 0.60 mg/l and 5/13/1991 showed 0.56 mg/l of nitrates. All samples indicate a steady, but minute levels, of increasing nitrates overtime. Based on the wells completed on Bear Park lots 12 and 13, two wells are completed in similar elevations with comparable levels of nitrates. The well on lot 11 indicate no nitrates. Figure 8. Neighborhood Properties – Sewer & Water Systems Page 10 of 12 Alaska Native Tribal Health Consortium / Division of Environmental Health & Engineering 4500 Diplomacy Dr. Suite 454, Anchorage, Alaska 99508 Phone: (907) 729-3600, Fax: (907) 729-4090 / www.anthc.org Separation Distance Waiver Request – AMC 15.65.060(A)(1)(d) There is a code deviation from AMC 15.65.060(A)(1)(d) related to the required field-to-field separation distance between the proposed subsurface disposal field and the existing subsurface disposal field. AMC 15.65.060(A)(1)(d) requires a minimum separation distance of two times the depth of gravel beneath the perforated distribution pipe, or 10ft, whichever is greater, from any existing or abandoned subsurface disposal field. The existing trench has 8ft of drainrock beneath the perforated pipe, which results in a required separation distance of 16ft. The proposed design provides 10ft edge-to-edge separation, which is less than the required 16ft. As such, a separation distance waiver is requested to allow a reduced field-to-field separation of 10ft. A second trench lateral was added in order to reduce the applied loading rate and improve overall system performance. With the addition of the second lateral, there is insufficient remaining width within the designated disposal area to further increase the separation distance. There is also 10ft of separation between the proposed new laterals. The available yard area, driveway, property line, roadway easement, and required layout constraints do not allow the proposed disposal field to be shifted an additional 6ft to meet the full 16ft separation. The existing absorption trench has failed and will be permanently disconnected from further effluent flow. The existing septic tank and service line will be decommissioned and replaced, and the new septic tank will convey effluent directly to the proposed disposal field only. The existing trench lateral will be abandoned in place and will no longer function as an active wastewater treatment area. The proposed system provides improved hydraulics, lower loading rates, and vertical separation distances to any impermeable layer compared to the existing system. With the existing trench hydraulically isolated from the new system and no longer receiving effluent, and given the reduced loading of the proposed disposal field, a 10 ft separation distance is unlikely to result in adverse interaction or cross-connection between the proposed and abandoned trenches. In conclusion, the design of this system conforms to standard engineering design practice, and with the requested horizontal separation distance waiver, meets the intent of Municipal Wastewater code AMC 15.65. • A test hole was dug within 30ft of the proposed drainfield, with soils analyzed by Shannon and Wilson, Inc., and a perforated monitoring tube left in place to record groundwater over a 7 day period. (the pipe has since been removed). • The percolation test was performed by an ANTHC field technician under the direction of an engineer, in May of 2024. • There are no surface waters impacted by this design. • The topography of the site is steadily sloping downward in elevation, from the East side of the house to the West (toward the street), and there is about a 7ft drop to the West side of the lot due to the Judd Drive roadway bar ditching. • No residential wells are located in the neighborhood but there are private wells located to the East along Ursa Major Circle (nearest well to new proposed septic system is ~517ft), showing nitrate levels in the past (between 0.56 – 2.33 mg/l). • A review of the Muni COSA’s and the State’s WELTS database was performed. There are no residential wells within 100ft of the proposed onsite septic system for Knik View Estates Block 3 Lot 28. • The design of the absorption field will not cause surface water ponding or surface water run-off, to run onto neighboring lots. • The design of this system adequately protects public health. We are therefore requesting a permit be issued for the construction of a new septic system to serve the home. The subdivision is currently served by the Municipal water system. The attached Site Plan and backup documentation identify the location and configuration of the new septic system and alternate site and the parameters used in the design. Also identified on the plans are the test hole locations and the water service lines and septic systems on the surrounding lots. Drainage arrows and contours are shown indicating the current drainage patterns. The drainage patterns will be maintained after construction. The test holes placed near the location of the proposed absorption trench indicated silty gravel with varying amounts of sand and a percolation rate of 12 minutes per inch. No ground water was found during placement of the test holes and none was noted during the monitoring period. We are therefore proposing to place a 1,250 gallon septic tank and a new 54' long by 3' wide by 7' effective depth absorption trench. The total depth of the trench will be 10' below the surface with the distribution pipe at 3' below the surface. Sufficient fill will be placed to prevent freezing of either the septic tank or the absorption trench. The ground surface on the lot slopes as shown on the site plan from south to north at varying slopes. The absorption trench will be constructed parallel with the slope as much as possible in conformance with Municipal requirements. All components of the new septic system will be constructed a minimum of 100' from any surface water and wells in the area. If the system is constructed in accordance with our design the following statements apply: 1. ANDERSON, CERTIFY THAT THIS TEST WAS PERFORMED IN ACCORDANCE WITH ALL STATE AND MUNICIPAL GUIDELINES ON THIS DATE: 4/13/2003 ON-SITE WASTEWATER DISPOSAL SYSTEM CONSTRUCTION AND MATERIAL SPECIFICATIONS SUBJECT: LOT 28, BLOCK 3, KNIK VIEW ESTATES SUBDIVISION GENERAL: The scope of this project includes the procurement and placement of a new 1,250 -gallon tank at the location shown on the site plan. Work also includes the construction of a new absorption trench 54' long by 3' wide by 7' effective depth also at the location shown on the Site Plan. The total depth of the trench will be 10' below existing ground and the distribution pipe will be placed at 3' below the surface. All components of the new absorption trench and septic tank must be constructed a minimum of 100' from any surface water or wells in the area. A minimum of 4' of cover is required over the septic tank and 3' over the absorption trench. In lieu of cover 2" of direct bury insulation and 2' of cover may be placed. 2. Construction shall be in accordance with the approved site plan, design drawings, Municipal Permit with any special provisions or conditions, and all applicable State and Municipal Wastewater Disposal Regulations. 3. The Contractor shall be responsible for obtaining all underground utility locates and for the layout of the septic system and verification of the location of all lot lines. 4. Unless specifically agreed otherwise, the contractor shall be responsible for final grading areas subsequently depressed from soil settling. Property owner shall be responsible for revegetation of affected areas unless specifically agreed otherwise. 5. Contractors installing wastewater disposal systems must be certified by the Municipal Department of Health and Human Services for system installations. Owners installing their own systems must receive prior approval from D.H.H.S. before beginning system installation. SEPTIC TANK INSTALLATION A new 1,250 -gallon septic tank must be procured from a certified septic tank manufacturer if the existing tank is found to be defective. 2. A septic tank is to be constructed by a certified septic tank manufacturer. Construction shall include two 4" cleanouts for pumping access. The septic tank shall be sufficiently bedded to prevent settling or shifting of the tank. 4. All standpipes on the septic tank shall extend a minimum of 12 inches above final grade. 5. Tanks installed without 4' of cover shall have a minimum of 2" of direct burial insulation. • Lot 28, Block 3, Knik View Estates April'14, 2003 Page 2 of 3 6. A foundation cleanout shall be installed one to four feet from the building foundation. Two cleanouts are required between the tank and the drainfield. 7. Final grading over the tank shall be such that a positive slope exists away from the septic tank. DRAINFIELD CONSTRUCTION: 1. The drainfield shall be constructed to the dimensions shown on the design. The bottom of the trench shall be within 2" of level. 2. Distribution piping must be placed level with perforations down atop a level bed of drainfield rock. Rock should then be placed over the pipe to provide a minimum of 2" of cover. 3. A silt barrier or geotextile fabric must be placed between the drainfield rock and the natural soil backfill. 4. Monitor tubes must be 4" in diameter and installed at the locations shown on the design. The portion below ground must be perforated. 5. Contractor shall verify the septic tank and drainfield are a minimum 100' away from any private water wells in the area, 150' from a Class "C" Well or 200' from any community well. 6. Direct bury insulation must be placed over the distribution system if less than 3' of backfill depth is available. Finish grade over the trench must be mounded to prevent settlement or depressions. 7. Grade area surrounding the absorption trench to drain away. 8. A minimum 2' of accepting soil is required below the drainfield rock for a 5' wide trench. Contractor shall verify this condition prior to placement of the rock. All pockets of unacceptable materials must be removed and replaced. MATERIAL SPECIFICATIONS: 1. Septic tanks must be constructed by a municipally approved septic tank manufacturer. 2. The following pipe materials are approved for use in septic system installations in the Municipality of Anchorage: Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and ASTM D2662 or A.B.S. (perforated and solid). 3. Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow Chemical Co. Styrofoam HI or equal). 4. Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Fernco, or equal). • _ Lot 28, Block 3, Knik View Estates April 14, 2003 Page 3 of 3 5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed between the final drain rock layer and the native soil layer. 6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing the #200 sieve. INSPECTIONS: Municipal Ordinance requires a minimum of two inspections. These inspections must be conducted under the supervision of a professional engineer registered in the State of Alaska. The first inspection must be conducted after the excavation of trenches, beds or pits and before the installation of any gravel. A septic tank may be set in place, but may not be backfilled. The second inspection must be conducted after the placement of the geotextile fabric, gravel, distribution piping, standpipes, cleanouts and insulation. No backfill should be in place at the time of inspection.
