Re: Lot 24, Carhart Subdivision, On -Site Wastewater Disposal System Permit
Application, Modified.
This is a re -design of an On -Site Wastewater Disposal System, which was submitted on
or about July 29, 2002. The reason for the re -design was high ground water, as
measured, 10/15/02. Additional test holes, TH # 8 and TH # 9 were installed, 11/09/02.
The lot was extensively re -graded and formed in such a manner as to control surface
water and run on and off on the property. The water monitors installed in the test holes
were checked 4/22/03.
Anchorage Municipal Code requires that the ground water be measured between April
15 and June 1 to determine the seasonal high ground water level. The code further
requires that at least 2 feet of unsaturated soils be present in order for the soils to be
used as part of an on-site soils absorption system. Since the ground water levels on
the property had been questionable, due to poor surface drainage, a request was made
for members of the On-site Water and Wastewater Department to visit the site. Mr. Dan
Roth and Mr. Joe Goodall visited the site 04/25/03 and observed the measurements of
the ground water in the test holes. The ground water in Test Hole # 8 measured 7.5
feet below grade. The ground water in Test Hole # 9 measured 7.1 feet below grade.
The difference in elevation is due to the difference in surface elevation. It appears
there is at least a 3 -foot layer of unsaturated soils above the seasonal high ground
water level.
The soils in the test holes are consistent. However, the soils surface appears to slope
to the south. For this reason, a bed type absorption system with a sand filter appears
necessary to maintain a 4 -foot separation from the bottom of the bed and the high
seasonal ground water levels. Further, the sand filter will level the bed since there is a
slope to the south.
A lift station is necessary to move the wastewater from the septic tank to the bed for
distribution. An Anchorage Tank 1,250 gallon Septic Tank with Orenco Lift station is
specified.

in accordance with AMC 15.65.030, the following information is provided in support of a
modified On-site Wastewater Disposal System Permit Application for the subject
property:
1. The subject property currently has not been developed. 'There are no
buildings, wells, or wastewater disposal systems on the lot. This application
is for a 3 bedroom single-family dwelling.
2. The property lies near Dearmoun Road, adjacent to an unplatted street,
Rocky Road. The lot is in the shape of a square and is bounded by Lot 24
Carhart to the West and Lot 25 Carhart to the East. It is also bounded by Lot
9 B, Deitz to the North and Lot 41, Carhart to the South.
3. The property is generally flat with a 2 to 7% slope to the southwest. The lot
has been cleared and most of the organic soil removed.
4. The area, where the soils absorption system will exist is located generally, in
the Southeast corner of the lot. There appears to be sufficient area for a
replacement system on the east side of Test Hole # 8 and both the east and
west side of Test Hole # 9.
5. A new Anchorage Tank 1,250 gallon Septic Tank with an Orenco lift station
will be installed.
6. The soils found during the soils test were sandy silt, silty sand and poorly
graded sand and gravel. During soils testing, groundwater was observed in
the test holes, in the silty sandy gravel. During subsequent monitoring, the
groundwater was observed in the same general area of the silty sandy gravel.
7. Percolation tests were not performed due to the coarseness of the silty
sandy gravel. It must be assumed that the material will percolate faster than
1 minute per inch. A two -foot thick sand filter will be required and is
specified.
8. The system will be a bed design. The existing soil will be removed down to
the gravel layer over the extent of excavation for the bed system. Filter sand,
meeting the MOA specifications will be placed in the excavated area and be
at least 3 feet thick. The gravel layer slopes slightly to the south, and the
control point will be the area in the vicinity of Test Hole # 8. There will be a
single bed, 15 feet wide and at least 45 feet long. This will provide for a total
of at least 675 sq ft of absorption area. The bottom of the bed will be at least
6 feet above an impermeable layer or bedrock and at least 4 feet above
seasonally high ground water.

9. There are existing wells and on-site wastewater disposal systems on Lot 913
Deitz, and Lots 25 and 41, Carhart. Lot 23B, Carhart is an undeveloped lot.
There are no wells, or surface waters within 100 feet of the proposed system.
10. Since all lots adjacent to this property, except one, are developed, it does not
appear the system on this property will prevent development of the adjacent
lots. Care will be needed, when Lot 23B, Carhart is developed to place the
well in such a way that it does not prevent development of Lot 23A.
However, it appears the system on Lot 24 will not prevent development of Lot
23B.
Based upon the data and drawings attached, it appears a permit for this wastewater
system may be granted. If there are any questions, please feel free to contact me at

Note: The owner intends to install this system. The installation will be under the
supervision of Theta Environmental Engineering.

A water sample revealed an arsenic concentration of 9.72 micrograms per liter
(ug/Q. The Environmental Protection Agency (EPA) has established a maximum
contaminant level (MCL) of 10.0 ug/L for public drinking water systems. While
private wells are not subject to this regulation, EPA standards are based on existing
health information and can therefore be used to gauge the relative quality of water
from private wells. Information on arsenic is available from the On -Site Water and
Wastewater Program website (www.muni.org/onsite) or at 343-7904.
This advisory must be attached to all copies of the subject Certificate of On -Site
Systems Approval.
