Anchorage, AK 99507 Reference: Septic system replacement for Lot 7, Block 6, Greenland Subdivision, Plat P-268 Anchorage Recording District (ARD) – 4601 E. 115th Ave., Anchorage, AK 99516 Property Owner: John and Beverly Sims To Muni Onsite Dept., The Alaska Native Tribal Health Consortium, Div. of Environmental Health and Engineering, is assisting the homeowner’s (Sims) with upgrading and replacing their existing onsite septic system. A test hole, soil analysis, and percolation test was performed on May 24th, 2021. The soils at 4ft are Silty Gravel with Sand (GM) and at 6ft, Well-graded Gravel with Silt and Sand (GW-GM). Groundwater was encountered at 6ft below grade, which increased to 5ft below grade after the 7 day monitoring period. It was then adjusted to 3ft below grade by using the Municipality adjustment factor of 2 ft based on a May test hole. The test hole was dug to 8ft below grade and no impermeable layer was encountered. The percolation test was 18.53 min/inch. (The original 5-bedroom design with using just a residential lift station and mound drainfield would have required a loading rate of 0.4 gal/day/sq ft, which would have resulted in a field that was 1,875 sq ft; much too large to fit in the back yard. Nor would there have been enough room for a replacement system. So the design shifted to utilizing an advanced wastewater treatment system (AWWTS)(Quanics/Anua system). Based on the Muni requirement for Mound systems used in AWWTS Cat II systems and soil type and the percolation test rate, we would be using a loading rate of 2 gal/day/sq ft. (See Table 6 (AWWTS Effluent Application Rates), ANC 15.65.355 G. Disposal Field Sizing. A 5 bedroom house has a design water usage rate of 150 gal/bedrooms. 5BR * 150 gal/BR = 750 gal/day This will require the field to be 750 gal/day / 2 gal/day/sq ft = 375 sq ft An Infiltrator chamber is 11.32 sq ft, so this requires: 375 sq ft / 11.32 sq ft/chamber = 33 chambers This can be rounded to 36 chambers, with a configuration of 6 rows by 6 chambers long. Municipality of Anchorage On-site Water and Wastewater REVIEWED FOR CODE COMPLIANCE OSP221089, Deb Wockenfuss, 05/18/22 Page 2 of 3 The Final Loading Rate is therefore: (750 gal/day) / (36 chambers * 11.32 sq ft /chamber) = 1.8 gal/day/sq ft – This will meet the intent of the Municipal Code. The system will be comprised of gravity-fed distribution box, supplying effluent to 4” perforated discharge piping covered by chambers, geotextile, and boardstock, and placed on 1ft of coarse-graded sewer rock, placed on 4ft of coarse-grade filter sand. The 4ft of coarse-grade filter sand is consider the ERS (Engineered Receiving Soils). The ERS meets the intent of the Municipality Code and allows the sand layer to be placed directly above the adjusted groundwater table. The 4ft of filter sand will also provide 4ft vertical separation distance to the original 1974 crib system. There was also a trench system installed 1986, and we will stay 6ft away from, but will not know it’s exact location until excavation of the area. (See attached Memo on ERS criteria. Due to the groundwater level being high, this system will require a residential lift station component to pump the effluent up to the absorption field. This ½ HP Liberty effluent pump will be used to pump to the 80/20 recirculation pod, and then 20% of each pump cycle will flow by gravity into the at-grade absorption mound. Which will also allow a 2ft separation distance to adjusted groundwater to be maintained. The system will have a 2,500 gallon, epoxy-coated steel septic tank with integral pump chamber by Anchorage Tank. The ½ HP Liberty pump produces 82 GPM at 11ft of head. The Quanics / Anua recirculation pod returns the effluent back to the pump chamber, where floats, and timers control the dosing of the biological treatment pod. The design of this system conforms to standard engineering design practice and meets the intent of Municipal Wastewater code AMC 15.65. • A test hole was dug within 30ft of the proposed drainfield and the soils analyzed by Shannon and Wilson Inc, in May of 2021, and a perforated monitoring tube left in place. • The percolation test was performed by an ANTHC field technician under the direction of an engineer, in July of 2021. • There are no surface waters impacted by this design. • The topography of the site is a gentle slope to the northwest (sloping downward away from the home, toward the back of the lot.) • There is no violation of separation distances and the residential well on the lot is protected. • No neighboring wells are in the vicinity of the proposed absorption field. o A field survey was conducted of the lots surrounding Lot 7, Block 6, and a review of the Muni Laserfiche and the State’s WELTS database performed. There are no residential wells within 100 ft of the proposed onsite septic system for Lot 7. • The design of the absorption field will not cause surface water ponding or surface water run-off to run onto neighboring lots. • The design of this system adequately protects public health. The field will consist of 48” of Muni approved coarse-graded filter sand and 12” of 2” minus coarse-graded sewer rock, that meets the Muni Code AMC 15.65.205 D.3.a. - Drainrock for Disposal Field Design Criteria, as well as perforated distribution piping, covered with Infiltrator brand chambers, and with geotextile fabric, 2” of rigid insulation, and 3ft of soil cover. The site has high ground water, and after adjusting it by 2ft for a July test hole, from Table 1 in the code; it is considered to be 3ft below-grade. The proposal is to consider the 48” of filter sand as Engineered Receiving Soils, and thereby allow the sand layer to be placed at 5 ft below grade, just below the adjusted ground water level. This will allow the height of the mound to be as low as possible. The AWWTS allows the sewer rock to be 24” above the groundwater table, and this proposal meets that requirement. It will also provide 4ft of vertical separation to the original 1974 crib system, which we are proposing to build over a portion. If any signs of the original system are encountered within the 5ft of depth below grade, we will over excavate 6ft out from the new field, to ensure a 6ft horizontal distance is provided. The sewer rock will be removed and native soils will be filled in. In order for this layer to be considered an ERS the following criteria are required to be met: Code 15.65.210 Section D c. The ERS will be used to convey effluent vertically below the mound and meets the required separation to groundwater. i. There is a native accepting soil stratum of 2ft present on all sides of the ERS. ii. The ERS is conveying wastewater effluent vertically for vertical conveyance iii. Horizontal conveyance may occur through the sides of the ERS layer to convey effluent into the unsaturated accepting soil. This native soil layer is classified as Silty Gravel with Sand (GM). The top one foot layer of the absorption area is comprised of sewer rock, and a layer of 4ft of sand (or the Engineered Receiving Soils (ERS)). There will be 2ft of native accepting GM soils around the perimeter of the sewer rock and sand layer. iv. No fill will be placed on top of the organic layer, which will be removed to install the sand and sewer rock layers under the absorption field. Page 2 of 3 v. The coarse-graded filter sand used in the ERS will be material in accordance with 15.65.21 D. 3. B.. vi. The 4ft thick layer of filter sand is considered the ERS and will be placed below the sewer rock and absorption mound. vii. The absorption area that is used to convey effluent through the ERS is based on in-situ percolation rates from a test hole that was dug within 30ft of the proposed location of the absorption field. The soil type that is directly under the ERS (or sand layer) was classified as: Well-graded gravel with silt and sand (GW-GM) from a depth of 6ft below grade, and analyzed by Shannon and Wilson, Inc on 5-24-21. viii. The ERS or sand layer will be installed in 12” lifts for a total depth of 48”. ix. The mound system, including the ERS will have side slopes of 3:1, and will have 4” of topsoil cover, and will be grass-seeded and fertilized with material selected and approved by the Plant Material Science Center in Palmer, AK. x. The Advanced Wastewater Treatment System is considered a Class II treatment system, and is combination of a 2,500 gallon epoxy-coated steel septic tank, with included pump chamber, followed by an Aerocell 80/20 recirculation pod made by Quanics / Anua. While the system is not considered a Category III nitrate reducing system, it does provide fairly clean discharge effluent, which is further treated by the 24” of filter sand. a. A research of the Nitrate map for the homes surrounding, and including, the property at 4601 E. 115th Ave, Anchorage, AK, legally called, Lot 7, Block 6, Greenland Subdivision, shows that the Nitrate levels are: • This subject lot (Lot 7): 3.89 mg/l • Parcel 8: to the northwest: unknown • Lot 6, directly to the north: 2.77 mg/l • Lot 5, to the northeast: 1.8 mg/l • Lot 8, directly to the east: 4.58 mg/l • Lot 5: to the southeast: 4.35 mg/l • Lot 6: directly to the south: unknown • Lot 16: directly to the west: 7.76 mg/l xi. This design of an Advanced Wastewater Treatment System utilizing a recirculation open- cell foam biofilter pod, made by Quanics / Anua, discharging to a 12” layer of 3” minus sewer rock, followed by a 24” coarse filter sand layer (ERS), is not expected to impact the drinking water aquifers that serve this or adjacent properties. Nonwaiver. The existing seepage pit and trench is surcharged and must be upgraded. Comments regarding the proposed upgrade are summarized as follows: 1. GENERAL: There are a number of site restrictions which limit the available spots to put the new drainfield. These restrictions are summarized as follows: • The setbacks from the existing drainfields. • The presence of poor soils on the west side of the lot. • The location of the house and shed. • The location of the well. • Anticipated shallow groundwater in the spring. Given these restrictions, there is limited space on the lot to put the new drainfield (a conventional bed); therefore, we are proposing to install a bottomless, Intermittent Sand Filter (ISF). 2. SOILS: On August 13, 1998, two test holes were excavated and percolation tests performed at the area of the proposed septic upgrade. As can be seen from the attached log, the soil below the organic layer is a GW material to a depth 4.5 feet in test hole #1 and a GW/GM material to a depth of 5.5 feet in test hole 42. Below the GW and GW -GM layers the soils transition to a primarily ML layer to a depth of 9.5 feet (bottom of both test holes). No ground water was encountered at the time of excavation. Two percolation tests were performed between 3.0 feet and 3.5 feet in both test holes, and determined to be <1 minute/inch. It should be noted that the lot immediately to the north (Lot 6, Block 6, Greenland S/D) recently had a septic upgrade. We are proposing to excavate down to a depth of 2 feet (maximum), place a minimum of 6 inches of sand, install the air supply line, and cover it with 1.5 feet of sand. On top of the sand, we will place 6 inches of 3/8 inch pea gravel, with the pressure laterals midway in the layer. We will use a conventional lift station (Anchorage Tank), equipped with a programmable timer so that flow can be intermittently dosed to the ISF. 4. SURFACE WATERS: There are no surface waters within 100 feet of the proposed septic system. 5. TOPOGRAPHY: As can be seen on the attached topography site plan, the lot runs from approximately southeast to northwest at a grade of 5-10 percent. In short, there are no slope concerns. 6. MATERIALS AND CONSTRUCTION PRACTICES: The materials used, and the construction practices will comply with DHHS' "Intermittent Sand Filter Design, Installation & Maintenance Manual". The contractor should read this document prior to construction. Copies are available at the Municipal Onsite Services office (5th floor, 9th & L St.). 7. CLOSING: Given the site restriction, I think the ISF is the most viable option for this lot, short of install a Recirculating Upflow Filter, which would be more expensive. I am open to any suggestions from your department, which would be an improvement to the proposed design. Adequacy Test Results and Monitoring Tube Depths. To whom it may concern, The septic system on the lot consists of a bottomless intermittent sand filter with an effective depth of 0.35'. Upon our inspection (12/2/2014), the monitoring tubes appear to have been frost jacked and were not at their original depths. Only one monitoring tube (northeast) extended below the invert of the pipe (0.08' below the invert, —I"). Over a period of 180 minutes, we introduced 940 gallons into the drainfield through the STEP tank. Theoretically, there is approximately 75 gallons in the pore space within each inch of the pea gravel layer. Therefore, there is approximately 300 gallons of capacity in the pea gravel below the invert of the pressure line. At no point did any liquid level build up in the northeast monitoring tube and after the pump was shut off, water was not seen or heard backfilling into the tank through the weep hole. Based upon our calculations, the drainfield must have absorbed at least 600 gallons during the adequacy test. Since then, the monitoring tubes have been reset at the correct elevations and the system has had the recommended IDSF maintenance. See attached report. When A+ Home Services exposed the drainfield, a biomat was noted at the south end of it and the north end was found to be clean and dry. It is our understanding that the pressure lines were not being annually flushed. It is assumed that the orifices at the north end were plugged and that flow was being concentrated at the south end of the I.D.S.F., resulting in the formation of the biomat.
