At that time we prepared a report which accompanied the IIAA submittal in which we stated that the bottom of the crib is only 5.7 feet below invert of the pipe entering the top of the crib. We have recently been retained to obtain another IIAA for the subject property. During our site visit on 10/6/04, GEG field technician, Susan Oswalt, determined that the bottom of the crib is 75 inches below the invert of the pipe entering the crib. This measurement is more consistent with the adequacy test performed by Ted Moore, P.E. in 1994. During our adequacy test it was found that the system had limited surge capacity (248 gallons caused the level to rise 14 inches ... to the invert of the influent pipe); however, we were able to get 450 gallons into the system over a period of 189 minutes. The absorption capacity was deemed to be adequate for a three (3) bedroom residence. The minimum well productivity required by this Department (AMC 15.55) for a 3 -bedroom residence is 0.31 gallons per minute. Although the subject well currently exceeds this minimum requirement, all parties concerned are advised that the production capacity of the well may fluctuate. Restriction of non-critical water uses such as washing cars and watering lawns and gardens may be required. This advisory must be attached to all copies of the subject Health Authority Approval. The flow rate was then throttled down to 2.2 gallons per minute in order to stabilize the water level in the casing. An additional 44 gallons was pumped over the next 20 minutes and there was no drop in the water level in the well. The flow was then stopped (total of 495 gallons pumped). The recovery was checked 220 minutes later and the water level in the casing had risen a total of 136 feet, which corresponds to a volume of approximately 204 gallons. Based upon this data, it can be concluded that the production rate for the well exceeds .93 gallons per minute. The total depth of the system appears to be about 12.7 feet (according to our field measurements), which is consistent with Ted Moore's field measurement of 12.5 feet. In 1994, when the system was last tested, the liquid depth in the crib was 40 inches. On 7/25/01 the liquid in the crib was 56 inches deep. Our field measurements indicate that bottom of the crib is only 5.7 feet below where the inspection pipe enters the top of the crib. Prior to the introduction of any water by the field technician, the liquid level in the crib was 12 inches below the top of where the inspection pipe enters the crib. A total of 368 gallons was introduced into the crib, which brought the liquid level to within 2.5 inches from what is believed to be the top of the crib, a rise of 9.5 inches (total liquid depth of 65.5 inches). This corresponds to 38.7 gallons per inch of rise. The recovery was monitored for 4 hours, during which the liquid level dropped 2 inches, indicating that roughly 19.4 gallons per hour was absorbed. This equates to about 465 gallons per day, which meets the MOA absorption requirements for a 3 bedroom residence (450 gallons per day minimum). It is important to note that the crib must be filled to 100% of its capacity in order to achieve this absorption rate. A later reading (7 hours into the recovery period) showed a significant decrease in the absorption rate (average of 15.2 gallons per hour) as the liquid level subsided. A site plan, well log, and copies of other pertinent documents from DHHS files are enclosed. According to the driller's log the well was drilled in March of 1974 to a total depth of 350 feet. The log reports bedrock as beginning at 58 feet and the overlying soil between 10 and 34 feet as generally being a gravel/sand/clay mixture. On the date of our most recent test in August, 1994 the static water level in the well stood at 48 feet below the top of the casing. This 48 foot depth could be viewed as the water table, however any contamination entering the well casing would have to pass down through the soil to a depth of at least 58 feet. According to the as-built inspection report the septic tank is a 1000 gallon, single compartment, Greer steel tank which was apparently installed in the spring of 1974. The cleanout of the tank is 58 feet from the well, however this waiver request is for 55 feet to allow for possible underground projection of the tank somewhat closer to the well. The topography of the lot slopes gently downwards towards the west and southwest at between 5% and 10%. The ground elevation at the well casing is approximately 3 feet higher than at the septic tank standpipe, meaning that there is no possibility of effluent daylighting from the tank, should it fail, making its way to the vicinity of the well. Our analysis of the factors considered in DEC's separation distance waiver guidelines is as follows. (1) Water Table: The bottom of the septic tank is at a depth of 10 feet and the water table is at 48 feet, resulting in a vertical separation distance of 38 feet. (2) Soil Sorption: The soil between 10 feet and 48 feet below ground level fits most closely into DEC's category of"Clay and Sand Equal". (3) Permeability: The soil between 10' and 48' below ground level fits most closely into DEC's category of "Clayey Sand or Soil with a Perc Rate of 50 min./inch or higher. (4) Water Table Gradient: It is usually the case that subsurface water table gradients closely parallel the ground surface topography, which in this case slopes away from the water source at approximately +5%. (5) Horizontal Separation: The waiver request is for 55 feet. Mitigating features include the fact that the recent water samples showed no colifoiTn or other bacteria in the well and a relatively low nitrate level of 1.2 mg/1. Secondly, it should be recognized that prior to October of 1973 the required separation distance was only 50 feet, and the tank was installed in accordance with the separation distances specified on the permit. The construction permit which was issued in August of 1973 stipulates that the minimum required distance between the well and the septic tank shall be 50 feet. The permit indicates that the anticipated completion date was August, but the actual installation date is not shown. In October of 1973 the required sepm'ation distance between a well and a septic tank increased to 100'. The as-built inspection report of the sewage disposal system, indicating the tank to be 57' from the well, was approved in June of 1974. It is my understanding from our conversation that since the system was apparently installed in good faith compliance with the permit and the separation distance was accurately reported m~d approved at the time, DHHS will not require a formal waiver process prior to issuance of a HAA certificate, so long as the original system continues to function adequately.
