DOCUMENTATION OF NOMOUND/ADVANTEX SEPTIC SYSTEM.
Dear Mr. Cross:
Attached is the asbuilt documentation of the subject NoMound system. The following is an item -by -
item summary of the project.
• During the installation, we were directed by the NoMound representative where to install the
air supply/alarm and air bleed wells. These were installed prior to placement of sand and
drainrock in the field.
• After construction of the drainfield, a trench was dug around the perimeter of the drainfield so
that the NoMound liner could be installed. It then became apparent that the liner penetration
boots did not match up with the monitoring tube and the air supply/bleed well pipes. Given
that the drainfield was constructed, it was not possible to move the air supply/bleed wells
without digging up the drainfield. The field solution was to reposition/accordion the liner as
necessary so as to line up the "boots" and the pipes. This resulted in us only being able to
extend the liner to a depth of 4.2+ feet below the bottom of the drainrock at the east end of the
drainfield.
• Given the depth of the NoMound enclosure (4.2+ feet) below the bottom of the drainfield, the
high water alarm was set to activate when groundwater reaches within 4.1 feet of the bottom of
the drainfield. The Orenco panel is programmed to alarm in the event that the float in the
monitoring well is activated. This alarm condition will shut down the discharge pump in the
Orenco pump vault, and send an email message to AKWWC and Anchorage Tank. In short, it
will not be possible to discharge effluent to the drainfield until the problem is corrected.
• After the NoMound enclosure was buried and the air supply plumbed, we attempted to
pressurize the system. After letting the compressor run overnight it was determined that
pressure in the system was only building to about 8 inches (water column) of pressure. This
was an indication that the liner or the boot penetrations were not airtight. In addition, we
checked for continuity across the normally open (N/O) high water alarm and found the alarm

circuit to be closed, indicating that groundwater was less than 4.1 feet from the bottom of the
drainfield.
• We then exposed all four (4) of the boot penetrations and inspected them for leaks. We also
pressure tested the air supply line and the effluent line from the Orenco pump vault, to be
certain that air wasn't leaking from the lines. All of the pressure lines and three of the boots
were determined to be airtight. The monitoring tube boot was found to be leaking between the
PVC pipe and the liner. The boot was rewrapped/sealed to the best of our ability during cold
weather conditions. The system was pressure tested to around 8 inches and then buried. In
order to bring the system to full pressure, dirt must be over the top of the liner to serve as
ballast against the pressure inside the liner. Twenty-four hours later we checked the system and
found that pressure had not exceeded 8 inches of water column.
• The boot was exposed and we discovered that we had placed a sharp piece of piping against the
liner and had perforated it. The small hole (about the diameter of a #2 pencil lead) was
repaired. Unfortunately, the liner would still not build up more than about 8 inches of pressure.
• It is believed that the hole is somewhere near the top of the liner because the pressure in the
system will drop to zero (0) inches of water column over a period of time after the compressor
is shut off. Finding the leak seemed unfeasible. In the past NoMound has overcome the
problem of small leaks by simply installing a larger compressor.
• The compressor that was being used to pressurize the liner was a Gast, model SPP-15GA (17
watts), which produces approximately 0.75 cfm at 1 psi. We opted to install as Gast, model
SPP-80GJL (82 watts maximum), which produces approximately 3.6 cfm at 1 psi. This is
virtually the same performance as the compressor used for the Intermittent Sand Filter systems,
only more reliable. Within three hours of activating this compressor the enclosure had 24
inches of pressure in it and the high water alarm was de -activated, indicating the groundwater
level had dropped to 4.1 feet below the bottom of the drainfield. It is our belief that the
enclosure is pressurized to such an extent that air is exiting the bottom of the drainfield and not
just overcoming the "leak". On an airtight enclosure, the system is designed to bleed air
through the "air bleed" well and discharge it outside of the enclosure, at a rate of about 0.5 cfm,
on a continuous basis. Any "excess" air is discharged out of the bottom of the enclosure. In
this case we have opted not to vent air through the air bleed well and just let it flow out of the
bottom of the enclosure. This is an acceptable mode of operation, which ensures that numerous
air changes are provided on a daily basis. This will maintain an aerobic environment in the
enclosure.
• Since the installation of the new air compressor on 12/30/02 the enclosure has maintained
greater than 4.1 -foot separation distance between the bottom of the drainfield and groundwater.
• We installed groundwater -monitoring tubes near each end of the drainfield that are outside the
enclosure. On 12/22/02 the groundwater at the east end of the field was at elevation 95.21 and
at the west end of the enclosure it was at 94.58. The bottom of the drainrock in the field is at
elevation 97.26. The bottom of the siding at the east end of the house is elevation 100.00.
Based upon these measurements, the natural groundwater level is as close as 2.05 feet below
the bottom of the drainfield. In short, it appears that we are dropping the water level in the
enclosure (approximate elevation of 93.06), which is a drop of 25.8 inches. This is close to the
24 -inch pressure gauge reading we currently have.
• The Orenco panel being used is a standard Advantex panel that is used for systems with a UV
disinfection system. The NoMound compressor is hooked to the same terminals as the UV unit
would normally be connected. In the event that the high water alarm contacts close (when
groundwater is less than 4.1 feet from the bottom of the drainfield) then the Vericomm panel
will identify this event as a "UV failure", rather than a compressor failure. In short, if you
access the Vericomm site and see a "UV failure" this can be interpreted as a NoMound

compressor failure and an encroachment on groundwater. When such an event occurs,
AKWWC and Anchorage Tank will be notified by email. When can arrange to have the Onsite
Services sent and email also. You can access this site at Vericomm.net. Your name is
"regulator" and the password is "anchtank".
Although there were some challenges presented with this first NoMound installation, such as limited
working space for equipment/dirt, cold weather (a stiff PVC liner is hard to work with), snow, minimal
daylight, and piles of buried debris, liner boots that did not match pipe locations, etc.., we were able to
overcome all of these obstacles and achieve the objective of effectively lowering the groundwater
below the drainfield. We have gained a wealth of knowledge that will help us with future installations.
Furthermore, we have the monitoring system in place (Vericomm) to continuously verify that the
separation distance to groundwater is maintained. In the event of a groundwater encroachment, the
Vericomm panel is programmed to notify (via email) concerned parties and prohibit the discharge of
Advantex effluent to the drainfield. This is a degree of protection (from groundwater encroachment)
that is not provided by any other septic system installed inside the Municipality of Anchorage.

Nollfound "I groundwater control system used in conjunction with an AdvantexTal
Treatment System.
To whom it may concern:
1. GENERAL: The subject lot has a three (3) bedroom single-family residence on it that is
served by a 2000 -gallon holding tank that was permitted for installation, but was not
documented, and a non -permitted and undocumented well. The lot is generally flat, and
is plagued with surface water/swamps and shallow groundwater. A test hole was
excavated and soils were visually classified to be GIV/GP soils that would perk faster
than one minute per inch. A percolation test could not be performed because the
receiving soil below the organic layer was saturated.
2. ADVANTEXTI1 TECIINOLOGY: We are proposing to utilize a class III Advantex"'N'
treatment system and a drainfield that has an absorption area of 150 square feet. This
size drainfield will serve a three bedroom house as long as the percolation rate is 30
minutes per inch or less. It is our intent to do a percolation test during construction to
confirm what we believe will be a rate of less than 5 minutes per inch. It is our hope that
the groundwater will have subsided enough during December of 2002 so that the
accepting soil stratum will not be submerged in groundwater. We are proposing to install
a NoMoundn' enclosure over the proposed drainfield so as to control the groundwater
level below the drainfield. The drainfield will be pressurized via an Orenco pump vault.
3. NoAioundTM TECHNOLOGY: The approval to install three (3) NoMoundTM test
systems was recently approved by the Onsite Technical Review Board. We are
proposing this site as the first NoMoundTM installation. The NoMoundT^I enclosure
(PVC liner) will be placed to a depth of five (5) feet below the bottom of the drainfield.
The enclosure is equipped with what is termed an "air bleed & field check well"
(ABFCW). The purpose of the ABFCW is to vent off the excess air that is introduced
into the enclosure via the air blower (17 watt Gast blower very similar to what is used for
the Orenco ISF systems). The top of the screen is set at a depth of about 4.25 feet below
the bottom of the drainfield inside the enclosure. With the top of the ABFCW set at this

depth, in the event that the water table rises above the top of the ABFCW screen, there is
no way for air to escape from the enclosure and the water table cannot rise. The only way
for the water table to rise is for air in the enclosure to be slowly saturated into the water.
Per the NoMoundT"t patent holder, they said that in the event of a compressor failure, the
enclosure would maintain the required vertical separation distance for a period of days.
This is one of the safety features that help to ensure that groundwater is not encroached
upon. If the water level rises to within 4 feet of the bottom of the drainfield, a float
switch in the "high level alarm assembly" rises and will complete a circuit in the Orenco
AdvantexT"t panel that will indicate a system alarm. The Orenco Vericom system will
then notify Anchorage Tank & Welding, and AKWWC of a high water condition in the
enclosure. A technician will respond to troubleshoot the problem.
4. TRENCH DESIGN:
a. Percolation Rate: believed to be less than one (1) minute/inch
b. Proposed Application Rate: 3.0 GPD/f12 (6.0 GPD/ FTZ allowable application rate)

f. Total Depth: 3.0 feet (max. at any point)

5. SURFACE NATER: There is surface water present along the north and west sides of the
property. There is no location on the lot that is greater than 100 feet away from surface water/s.
We are proposing to put the new AdvantexTt't tank adjacent to where the existing holding tank is
located. The AdvantexTt't tank will be equipped with a high water alarm that will notify the
residents of a system failure and/or high water level. We are proposing to slope the grade around
the tank so that in the event it were to overflow, the effluent would run towards the east and
away from the surface water. The edge of the drainfield, encapsulated in the NoMoundT"t
enclosure will be only about 50 feet from the nearest surface water. Given the fact that the
drainfield is protected inside the membrane it is not possible for it to overflow. Given the
mitigating conditions, we are requesting that the separation distance between the surface water
and the AdvantexT"t tank be waived to 30 feet and the separation distance between the drainfield
and the surface water be waived to 50 feet.
6. SEPARATION DISTANCE BETWEEN THE WELL AND THE SEPTIC SYSTEM.
We are requesting that the separation distance between the well and the septic system
(AdvantexT" tank and the drainfield) be waiver to 80 feet. The Advantext"t tank is on the
opposite side of the house and in the event that the tank was to overflow, the effluent «ould have
to run past the entryway of the house and over the driveway. Clearly, this problem would not go
unnoticed for any period of time. Furthermore, the Orenco Vericom panel will detect a high
water alarm condition and notify Anchorage Tank & Welding so that a technician can be
dispatched. Regarding the drainfield encroachment on the well .... the effluent will be highly
treated (The expected BOD and Suspended Solids levels should be less than 10 mg/L.) and will
then pass through a 2 foot sand filter inside the aerated NoMoundTM enclosure. In short, the

effluent should have virtually no BOD, Suspended Solids, or Coliform bacteria in it by the time
it reaches the groundwater. Attached is the drilling log for the well on this property and a well
that was recently drilled on Lot 84A. The wells are 383 feet & 320 feet deep and the shallowest
that water was encountered was at 260 feet. In short, the aquifer is deep and protected by over
200 feet of silt, clay and hardpan type soils. Water samples will be taken during the week of
11/11/02 and the results will be forwarded to your office.
7. TOPOGRAPHY: The average slope in the area of the proposed drainfield area is <10%
slope, in short there are no slope concerns.
8. CLOSING: The installation of the AdvantexT11 system and the NoMoundTtt enclosure will be
performed by AKWWC, Inc. I will personal be onsite for much of the inspections. 'Chip
Ilassett, RE, the patent holder of the NoMound M technology and Jeff Gamess, RE, will oversee
the installation of the NoMounP*1 system. We welcome the presence of the MOA throughout
the installation. We anticipate the installation to occur during the second week of December
2002. I am unaware of any negative impacts that this installation would impose on adjacent

Dear Mr. Cross:
Based upon your directive, AKWWC performed a soils test to determine if suitable soil and
groundwater conditions were present to support the installation of a septic system (conventional
or alternative technology). Attached is copy of the soil log, which shows the test hole location,
the soil profile, and groundwater monitoring. The soils visually appeared to be permeable;
however, there is not two (2) feet of unsaturated accepting soil. The lot is generally flat,
preventing the installation of a curtain drain to lower the groundwater table. Short of waiving
the accepting soil requirement, it appears that the installation of a holding tank is the only viable
alternative for this property.
A permit to install the holding tank was approved by your department (SW940300) on 8/14/94.
The installation was completed, but asbuilt drawings were not completed and submitted for your
review and approval. A non -permitted well was drilled on the property on 12/3/94. Attached is
a copy of the drilling log. Also attached is a site plan that shows the location of the well and the
holding tank.
The holding tank extends into the existing road right-of-way, which will require vacation of a
portion of the right-of-way. The surveying work for the vacation is being performed by Slana
Surveys, Mark Davis, L.S. On behalf of our client, we are requesting that your department "sign

A water sample revealed an arsenic concentration of 27.4 micrograms per liter
(ug/L). The Environmental Protection Agency (EPA) has established a maximum
contaminant level (MCL) of 10.0 ug/L for public drinking water systems. While
private wells are not subject to this regulation, EPA standards are based on existing
health information and can therefore be used to gauge the relative quality of water
from private wells. information on arsenic is available from the On-Site Water and
Wastewater Program website (www.muni.org/onsite) or at 343-7904.
This advisory must be attached to all copies of the subject Certificate of On-Site
Systems Approval.

Re: US Survey 3200, Lot 84 F — COSA— NoMound System
In December of 2002 a new and experimental wastewater treatment system was
installed on the subject property. The system consists of an Advantex wastewater
treatment system and a conventional drainfield that is encapsulated in a pressurized
enclosure ("airtight" PVC liner) that serves to lower the groundwater below the
drainfield. The enclosure is pressurized (NoMound enclosure) using a small linear air
compressor. One (1) PSI of pressure equates to 2.31 feet of water column. In short,
one (1) psi of pressure in the enclosure will drop the water table below the drainfield
roughly 27 inches. The subject NoMound unit has historically operated at roughly 25
inches of water column (WC) pressure, so as to maintain 4+ feet of separation to
groundwater.
There are only two NoMound systems in operation in Alaska, and given the use of ERS
technology, the NoMound technology is essentially obsolete at this time in Anchorage.
Furthermore, under the new MOA On-Site Wastewater regulation, the required
separation distance between the bottom of a drainfield served by an AWWTS and
groundwater is only 2 feet. At the time of the installation in December of 2002 the
required separation to groundwater was 4 feet and the NoMound enclosure was used to
create the 4 feet of separation. It is believed that the existing drainfield currently has at
least 2 feet of separation to groundwater; therefore, the NoMound enclosure no longer
serves any useful purpose and only adds complexity to the system. The best long-term
solution would be to remove all or part (like the portion over the top of the drainfield) of
the PVC liner that encapsulates the drainfield and convert it to a standard Advantex
system.
There is only one person in Alaska that has any knowledge or expertise regarding the

two (2) NoMound systems installed in Alaska. That person is myself, Jeff Garness. I
will make myself available on a fee basis to respond to future technical questions
regarding the the components and/or operation of the subject NoMound system;
however, effective today, I will no longer receive Orenco Vericomm notifications
regarding this system, or respond to any alarm conditions. The Advantex Maintenance
Tech, Larry Bettis, is familiar with the linear air compressor, pressure gauge, and
pressure relief valve on this system, so he should be able to respond to alarm
conditions associated with the NoMound components.

MAINTENANCE AND REPAIR AGREEMENT
THIS MAINTENANCE AND REPAIR AGREEMENT,herein the"AGREEMENT" made and

Anchorage, herein the"MUNICIPALITY", in accordance with Anchorage Municipal Code
(AMC) 15.65.365. In consideration of the mutual covenants contained herein, the parties to this
Agreement agree as follows:
1. Advanced Wastewater Treatment Systems. The Municipality grants permission to the
Owner to utilize and operate an Advanced Wastewater Treatment System (AWWTS),

2. Maintenance, Repairs and Alterations.
(Owner is required to read, understand and initial each section)
-_ Throughout the term of this Agreement, the Owner shall enter into a service agreement
with an AWWTS service and maintenance provider approved by the Municipality or the
manufacturer's representative. The AWWTS shall be maintained in a satisfactory
condition capable of performing as designed and producing treated septic effluent in
accordance with the equipment's approval for operation in the Municipality.
-'..-S.,(, It shall be the responsibility of the Owner during the term of this Agreement to pay for all
repair(s), maintenance, adjustment(s), replacement costs, and inspection costs. This
includes an annual maintenance fee (typically $400 to $600).
6 Owner agrees that only maintenance and repair personnel approved by the Municipality
or the manufacturer's representative will inspect and make any necessary maintenance,
c 4 repairs or permitted alterations to the system.
` Owner acknowledges that regular maintenance of an AWWTS reduces the potential
failure of the system, which could include sewage backup and costly repairs or drainfield
replacement.

repairs from the manufacturer's representative or maintenance provider.
�S. Owner acknowledges that the fine for failing to maintain and repair an AWWTS may be

AWWTS. The Municipality will give at least 24-hour notice.
�J Owner agrees that any sale or transfer of title of the property will not occur without a new
Certificate of On-Site Systems Approval.
‘-S- Owner agrees that the AWWTS installation and maintenance requirements as provided
by the AWWTS vendor/installer and approved by the Municipality are the governing
guidelines for the construction, maintenance and repair of the Owner's AWWTS.
Owner agrees to maintr.:i remote monitoring of the AWWTS as required by the
AWWTS approval.
3. Term. The term of this Agreement shall begin on the date of approval by the
Municipality to operate the installed system, or upon transfer of title, and shall continue
while the AWWTS is operational or until title is transferred.
4. Nonwaiver. The failure of the Municipality at any time to enforce a provision of this
Agreement shall in no way constitute a waiver of the provisions, nor in any way affect
the validity of the Agreement or any part hereof, or the right of the Municipality
thereafter to enforce every provision hereof.
5. Amendment. This Agreement shall only be amended by authorized representatives of
the Owner and Municipality. Any attempt to amend this agreement by either an
unauthorized representative or unauthorized means shall be void.
6. Jurisdiction: Choice of Law. Any civil action arising from this Agreement shall be
brought in the Superior Court for the Third Judicial District of the State of Alaska at
Anchorage. The laws of the State of Alaska shall govern the rights and obligations of the
parties under this Agreement.
7. Severability. Any provisions of this Agreement decreed invalid by a court of competent
jurisdiction shall not invalidate the remaining provisions of the Agreement.

statement from a registered professional engineer. This inspection and operation statement shall
verify that the engineer has inspected all effluent and air pumps, timers, and alarms, and that any
deficiencies have been repaired and that the system is functioning as designed.

I have reviewed the information available on your property in Girdwood, USS 3042, Lot 84F,
and have come to the following conclusions regarding your request for approval of the on-site
systems on this property.
1. The only permit that has been issued for either a well or wastewater disposal system for
this property was for a holding tank installation, which was issued by the MOA on
August 17, 1994. This holding tank permit was issued on a temporary basis due to the
anticipated extension of public sewer to serve the property.
2. The soils on this property will not support an on-site wastewater disposal system other
than a holding tank.
3. An as -built inspection report was never submitted documenting the installation of the
holding tank.
4. The holding tank permit clearly stated as a special provision: "THIS HOLDING TANK
PERMIT MAY NOT BE USED AS JUSTIFICATION FOR OBTAINING A WELL
PERMIT".
5. During the period leading up to the issuance of this permit I had multiple conversations
with Mr. Polzin regarding this property. In each and every one of these conversations,
Mr. Polzin assured me that he had no intention of drilling a well on the property, and he
was not seeking a permit for a well.
6. Despite the assurances of Mr. Polzin that no well would be drilled on the property and the
clear note on the holding tank permit that no well permit would be issued for the
property, a well was drilled on this property without a permit within months of the
issuance of the holding tank permit. The well log states the well was completed on
December 3, 1994.

In order to receive an approval for the holding tank installation on this property (as well as
approval for the vacation of the right-of-way that the holding tank is located within), these
original agreements must be met. Therefore, the well on this property that was drilled without a
permit or MOA approval must be permanently decommissioned. I have attached a copy of AMC
15.55, Water Wells, which describes different accepted methods of permanently
decommissioning a single-family water well.

Dear Mr. Cross:
Based upon your directive, AKWWC performed a soils test to determine if suitable soil and
groundwater conditions were present to support the installation of a septic system (conventional
or alternative technology). Attached is copy of the soil log, which shows the test hole location,
the soil profile, and groundwater monitoring. The soils visually appeared to be permeable;
however, there is not two (2) feet of unsaturated accepting soil. The lot is generally flat,
preventing the installation of a curtain drain to lower the groundwater table. Short of waiving
the accepting soil requirement, it appears that the installation of a holding tank is the only viable
alternative for this property.
A permit to install the holding tank was approved by your department (SW940300) on 8/14/94.
The installation was completed, but asbuilt drawings were not completed and submitted for your
review and approval. A non -permitted well was drilled on the property on 12/3/94. Attached is
a copy of the drilling log. Also attached is a site plan that shows the location of the well and the
holding tank.
The holding tank extends into the existing road right-of-way, which will require vacation of a
portion of the right-of-way. The surveying work for the vacation is being performed by Slana
Surveys, Mark Davis, L.S. On behalf of our client, we are requesting that your department "sign

Site Narrative And On Site Services Constraints
This lot is in a low lying area with native shrubs and black spruce/cotton wood trees on
the southeast and west corner gradually sloping to a boggy area in the northwest o
corner. A swallow test pit was dug to a depth of 3 feet where a perched water tablB
was encountered. The soils generally consisted of 18 inches of peat underlain by most
to wet silt with sand and gravel to the end of test pit, approx. 3 feet. Rracearch of -
previous excavation in this area also revealed soils characterized by 2 to 3 feet of , e)
organic soil, underlain by wet silt with sand and gravel (see attached soil and well=o,
logs).

The lot has no well and the existing septic system may propose health hazards. ��c� ao
DHHS has no records of on-site services permits issued in the immediate area buFfield
investigations revealed an assortment of systems; outhouses, composite toilets, and
holding tanks on neighboring lots as indicated on site plan. The proposed holding tank
will not encroach on any documented or undocumented on-site service.
The soils in this area are not conducive to a conventional on site service. Although a
mound experimental sand filter type system would function within this lots constraints
it would be a costly undertaking (approx. $20,000) and AWWU anticipates extending
public sewer to this area in the very near future. My client is applying for a permit to
install an approved manufactured holding tank with high water alarm, installed to
engineer specifications. He has also agreed to establish a contract with Girdwood
Services to have the tank pumped monthly. In this case, the following criteria apply to
issuing a holding tank permit:
1. There is no eminent health hazard created or prolonged by granting the conditional
approval and the existing system may propose health hazards.
2. There are no obvious code violations on this lot.
3. EB Enterprises certifies that there will be no adverse effect as a result of granting
the conditional approval if the holding rank is installed and maintained per
specifications.

Dear Robby Robinson;
I have owned and lived in my Girdwood residence, USS Survey
3042 Lot 84 F, since 1979. Since purchase the septage and
gray water have gone into a holding tank that I have pumped
every two to three months. I have no well and carry water in.
Lately after discovering my lines backing up, I dug up the
tank to find a 500 gallon tank all rusted and caved in. I
need to replace this tank as soon as possible.
Please advise me on how to get a permit to replace my failed
holding tank and also what I need to do to get a permit for a
well. I am very interested in having a sanitary legal system
in my home.
Your cooperation will be greatly appreciated.
