Dear Sirs:
The purpose of this letter is to provide the required design narrative in support of our application for
a permit to install a 4000 -gallon holding tank on Lot 3A, Block 3, Pennington Park S/D. The existing
soil absorption system is no longer operating properly. A site plan as well as design drawing's and
specifications are enclosed for your review. Since the waste line must cross a utility easement, the
property owner will provide you with the required encroachment permit and letters of non -objection.
The soil conditions in this area are poor, with a shallow water table and surface water. The property
owner created this lot a couple of years ago by joining the former Lots 3 and 10 in an effort to resolve a
problem with upgrading his septic system. Unfortunately, as is illustrated on the attached test holes # 1
and 2 prepared by Jeff Garness, the soils in the intended upgrade area are also unsuitable for soil
absorption system construction. In the spring of this year I dug another test hole near the northern tip of
this lot, but also encountered an extremely shallow water table in that location. Thus it appears that the
best solution is to install a holding tank to serve this residence. In order to achieve the required 100 -
foot separation from surface water we have sited the tank on the west side of the utility easement that
traverses the lot. This is the reason for the letters being submitted by the property owner.
The topography of the lot in the area of the proposed tank installation slopes downwards towards the
west at approximately 5%.
The proposed project will have no significant impact on present or future water supply and
wastewater disposal systems serving adjacent properties, nor in my opinion will it have any significant
impact on reserved space -surface and subsurface, or on drainage.

Specifications
1.0 General:
1.1 The scope of the project consists of abandonment of an existing 1000 -gallon septic tank and log
crib seepage pit, and installation of a 4000 -gallon holding tank with a high-level alarm system.
1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor
deviations from these drawings may be allowed or required by the engineer conducting the inspections.
All construction procedures and material specifications shall conform to Municipal and State
requirements. All separation distances shall be in conformance with Municipal requirements, unless
specifically waived.
1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around
any buried utilities.
1.4 The contractor shall provide adequate cover material and rough grading over all system
components to ensure that proper drainage is achieved after settlement and that there are no residual
depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas.
1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading
after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the
construction.
2.0 Holding Tank:
2.1 The existing 1000 -gallon septic tank and log crib seepage pit must be properly abandoned by
thoroughly pumping, removing the tops and backfilling with soil.
2.2 The new 4000 -gallon Municipally approved holding tank shall be installed in the approximate
location shown on the site plan. The tank shall be set level on undisturbed soil and buried a minimum of
6'feet below final ground surface to prevent flotation. The contractor should be prepared to de -water the
excavation, if necessary.
1.3 The waste line from the house to the holding tank crosses a utility easement. The section of
4"diameter D-3034 pipe that crosses this easement shall be encased in rigid steel pipe and shall be
buried Sfeet below ground level.
2.4 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The
waste line from the residence to the septic tank shall have a minimum slope of 1/4'" per foot. An
additional cleanout shall be installed in the waste line 75 feet downstream of the existing foundation
cleanout.
2.5 The holding tank shall be equipped with a low voltage, high level float that triggers an
approved visible and audible alarm mounted inside the residence. The float shall be positioned to
trigger the alarm when the fluid depth is approximately 57 inches above the bottom of the tank, thereby
leaving 600-800 gallons of capacity remaining in the tank at the time the alarm first sounds.
3.0 Inspections:
3.1 A total of 3 engineering inspections will be required during the course of the project: (1) initial
stakeout with the contractor to establish the location of the system and to discuss the plans,
specifications and construction procedures, (2) after the tank has been set level in the excavation and the
piping connected and alarm installed, but prior to backfill, and (3) after final backfill and grading is
complete.
3.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in
advance to ensure the availability of the engineer.

of Alaska has no objection to the new septic drain pipe encroaching into and crossing the
20' utility easement that runs through the middle of the Lot 3A, Block 3, Pennington Park
Subdivision. Known as 17420 Goldenview Drive, located in Anchorage city grid 3437.
This letter of non -objection in no way precludes GCI Cable from full use and enjoyment
of any rights it may have within any portion of the utility easement and or the right-of-

1. Easement. Chugach is the grantee or user of an easement for the construction and
maintenance of electrical facilities, as follows:

Dedicated by the plat of the subdivision known as Pennington Park Subdivision, according
to Plat Number 68-97, recorded on the 16th day of August 1968, on file in the office of the
District Recorder, Anchorage Recording District, Seward Meridian, Alaska,
(herein "Easement") which pertains to the following described real property:
The Easterly Ten Feet (E'ly 10') of Lot Three (3), Block Three (3), Pennington Park
Subdivision and the Westerly Ten Feet (W'ly 10') of Lot Ten (10), Block Three (3),

Permittee acknowledges the validity of the Easement. Permittee warrants and represents that

2. Encroachment. Permittee has proposed to construct the following improvement on or
within the real property subject to said Easement:
A septic line that encroaches across the Easement at a minimum burial depth of
Five Feet (5'), for a distance of approximately One Foot (1'),
(herein "Encroachment").
3. Permit. Chugach hereby authorizes Permittee to construct and to continue the
existence of the Encroachment in its proposed location subject to the covenants set forth in this
permit.
4. Indemnification. Permittee shall indemnify and hold Chugach harmless from any
claims for personal injury, property damage or other loss arising in any way from the continuation of
the encroachment.
5. No Expansion or Increase. Permittee shall not in any way expand or increase the
extent to which the Encroachment occupies any of the real property encumbered by the Easement
without the prior written consent of Chugach. Chugach has no obligation to provide such consent.
6. No Interest in Real Estate Acnuired. Permittee hereby acknowledges that the
Encroachment and any additions thereto, even it to violation of this permit, has not and shall not in
the future give rise to any interest or estate in the real property subject to the Easement or any other
real property. Without in any way limiting the foregoing, Permittee acknowledges that the
Encroachment is not adverse to any interest of Chugach and its continuation is entirely with the
permission of Chugach for purposes of the common law doctrine of adverse possession. This permit
creates no interest in the real property subject to the easement.
7. Modification of Utility Facilities. If the electric utility facilities located within the
Easement are upgraded, added to, replaced or reconstructed, Permittee shall pay that portion of
Chugach's total costs for such modification which is reasonably attributable to accommodating or
preserving the Encroachment. if such payment is not made within thirty (30) days of written demand
for same, Chugach may terminate this permit in accordance with paragraph 9, below.
8. Covenants Running with the Land. The obligations of the Permittee arising from
this Easement.permit shall be covenants running with the land which shall burden the Parcel and the
Permittee's interest in the land subject to the Easement and shall benefit the

engineer registered in the State of Alaska. Certificates of Health Authority Approval are required for the transfer of
title (except between spouses) for properties served by a single family on-site wastewater disposal and/or water
supply system. DSD also issues HAAs upon request to homeowners. Certificates of Health Authority Approval are
valid for 90 days from the date of issue for properties served by a private or Class C well and may be reissued with
new water sample results less than 30 days old. (Certificates may be reissued for a period of up to one year with
valid water samples.) Certificates are valid for one year for properties served by Class A or B wells or a public
water system. The Municipality of Anchorage is not responsible for errors or omissions in the professional
