Dear Gatlin:
I received a call yesterday from Jim Gross who heads up the Municipality's On -Site Services
section regarding our holding tank permit application. Mr. Cross informed me that because the Mani
has Lee Reid's 1981 soils log on file that indicates the presence of soils that are suitable for the
installation of an on-site soil absorption system, they will require that we conduct another soils test
showing that the soils are unsuitable before they will issue the requested holding tank permit.
Apparently, he is unwilling to accept my opinion, based solely on a visual inspection of the lot.
My normal fee for conducting soils tests (including visual logs, perc tests and groundwater
monitoring) to assess the feasibility of installing an on-site soil absorption system is $800 plus the cost
of the backhoe to dig the test holc(s), which runs $300 - $400. Because of the site plan and research
work that I have already done, I could probably reduce my fee to $500 plus the cost of the backhoe.
Alternatively, Mr. Cross said that if you simply dug by hand a five foot deep hole in the general
area of the proposed holding tank, and the hole filled at least partway up with groundwater, then he
would accept that as evidence of the unsuitable nature of the soils for anything other than a holding tank.
If you did that, I could inspect the material you dug out of the hole and the stabilized water level, and
write it up and submit it to Mr. Cross for S 170. Of course, in the unlikely event that you encountered
good soils (unsaturated sand or gravel) in your hand -dug hole, then we would have to proceed with the
backhoe test hole as described above. This would give us some reason to hope that we would be able to
come tip with an on-site soil 'absorption system instead of a holding tank.
I recommend that you try the hand -dug hole right away this fall before the ground freezes up, so
that we can resolve Mr. Cross's question sooner rather than later. This hole should be located
approximately 30.or 35 feet south of your present holding tank under the house entry. Please give me a'
Call if you have any questions and/or to let me know when the hole is dug and ready for me to check out.

The purpose of this letter is to provide the required design narrative in support of our application for
a permit to install a 4000 -gallon holding tank of Lot 9A, Block 6, Rabbit Creek heights SID. There is
an existing substandard, undocumented tank that will be abandoned as part of this project. A site plan as
well as design drawings and specifications are enclosed for your review. We are also requesting a
waiver allowing the proposed holding tank to be as close as 1 foot from the property line.
The lots in this area are poorly drained, and a number of shallow drainage ditches have been dug
over the years to dewater the house sites. Although a soils test was conducted and a permit issued in
1981 for an on-site wastewater disposal system to serve this lot, it was never built; instead the former
property owner installed an undocumented holding tank as shown on the site plan. Based on a visual
inspection of the lot, supplemented with photogrammetric research, it is my opinion that the installation
of a properly permitted holding tank is the only way to bring this residence into compliance with code.
If an existing drainage ditch on the lot is converted into a buried curtain drain, there will be a small
area in which a holding tank can be installed that is 100 feet from all surface water as well as the Class.
"C" well that serves this lot along with Lot 8A. To do so will require issuance of a lot line waiver
allowing the tank to be as close as 1 foot from the SE property line common with Lot I OA. Lot l0A is
undeveloped, presumably because of unsuitable soil conditions, and installation of the proposed holding
tank will not materially affect the potential for development of that lot. I discussed this situation with
Jim Cross in August and he concurred that this proposal sounds like the only viable option.
The topography of the lot in the area proposed for tank installation slopes generally downwards
towards the north before dropping down into Little Rabbit Creek near the northeast end of the lot.
The proposed project will have no significant impact on present or future water supply and
wastewater disposal systems serving adjacent properties, nor in my opinion will it have any significant
impact on reserved space -surface and subsurface, or on drainage.

Specifications
1.0 General:
1.1 The scope of the project consists of abandonment of an existing 1500 -gallon holding tank and
installation of a 4000 -gallon holding tank with a high-level alarm system. An ancillary part of the
project is to convert approximately 100 feet of drainage ditch into a curtain drain to eliminate surface
flow within 100 feet of the new holding tank.
1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor
deviations from these drawings may be allowed or required by the engineer conducting the inspections.
All construction procedures and material specifications shall conform to Municipal and State
requirements. All separation distances shall be in conformance with Municipal requirements, unless
specifically waived.
1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around
any buried utilities. Prior to the start of construction the owner or contractor shall arrange to have a
land surveyor set a minimum of 3 stakes along the southeast property boundary at approximately SO -
foot intervals in the area of proposed tank installation
1.4 The contractor shall provide adequate cover material and rough grading over all system
components to ensure that proper drainage is achieved after settlement and that there are no residual
depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas.
1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading
after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the
construction.
2.0 Holding Tank:
2.1 The existing 1500 -gallon holding tank, which is located under an extension to the main building,
must be properly abandoned by thoroughly pumping, removing the top and backfilling with soil or
concrete.
2.2 The new 4000 -gallon Municipally approved holding tank shall be installed in the approximate
location shown on the site plan. The tank shall be set level on undisturbed soil and buried a minimum of
5'feet below final ground surface to prevent flotation. The contractor should be prepared to de -water the
excavation, if necessary.
2.3 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The
waste line from the residence to the septic tank shall have a minimum slope of 1/4"' per foot.
2.4 The holding tank shall be equipped with a low voltage, high level float that triggers an
approved visible and audible alarm mounted inside the residence. The float shall be positioned to
trigger the alarm when the fluid depth is approximately 57 inches above the bottom of the tank, thereby
leaving 600-800 gallons of capacity remaining in the tank at the time the alarm first sounds.
3.0 Curtain Drain:
3.1 Prior to installation of the holding tank the contractor shall construct a curtain drain in the
vicinity of an existing shallow drainage ditch to eliminate any surface flow within 100 feet of the
holding tank. The recommended procedure to accomplish this is to excavate a narrow ditch
approximately 3 feet deep, line it with filter fabric, install 4" diameter perforated drainage pipe bedded
in sewer gravel to a depth of approximately 1 foot below ground level, then fold the filter fabric over the
gravel before backfilling. The actual procedure used will be left up to the discretion of the contractor.
The only curtain drain inspection will be verification by the engineer that the surface flow drainage
ditch has been successfully eliminated.
4.0 Inspections:
4.1 A total of 3 engineering inspections will be required during the course of the project: (1) initial
stakeout with the contractor to establish the location of the system and to discuss the plans,
specifications and construction procedures, (2) after the tank has been set level in the excavation and the
piping connected and alarm installed, but prior to backfill, and (3) after final backfill and grading is
complete.
4.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in
advance to ensure the availability of the engineer.

relevant features discussed in this letter.
In 1981 the Municipality of Anchorage issued a permit to Jack Rose for a septic system to >
this lot; based on a soils tests cenductcd by Alaska Environmental Control Services. There is'no taco

From my research and '
disposal inspection work to date, I believe the only way to bring the wasbewrltei �
po system into compllanOC is to install a properly engineered holding tank In a location that a at 'i
least 100 feet from any surface water and 100 feet from the community well serving your lot as well A341
lot 8A. Based on the photo -interpretation survey that I obtained from Kean and Associates, it appears
that there is one small area on the lot that meets these criteria, providing the entire drainage ditch
circling around the cast side of the house can be put into a curtain drain and buried. This will probab_ ly'
require obtaining a lot line waiver allowing the tank to be less than S feet from the property line; it
definitely will be necessary to have a surveyor accurately mark the lot line in that area While the Muo
Will permit a holding tank as small as 2000 gallons, I usually recommend that people instill 4000 -caller
holding tanks in order to reduce pumping frequency and costs.
The following is a breakdown of the anticipated engineering and related costs associated with
installing a holding tank, assuming we are not required to dig any test holes:

As you know, the well serving this residence also serves lot SA this causes it to be classified as a
Class "C" well, which falls under State DEC jurisdiction, rather than the Muni. To the best of my
knowledge the DEC has never been asked to approve this well In the past, and the present rAnfiguntion
with garden hose service lines would never be approved. To meet DEC criteria the service lines would
have to be copper pipe, which is buried deep underground and connected to the pump via a pitless
adaptor. Also, the wellhead would have to be properly sealed with a tight artesian well seal and the
Pump wines enclosed in conduit. I suggest you contact Brian Wille at Aarow Pump and Well Service
(ph. 346-9355) to design and install an appropriate system for the two residences, including appropriate
Pump controls and check valves. If you would then want me to be involved in applying for DEC
approval, he should be asked to provide me with a schematic drawing showing the final configuration,
as well as mechanical equipment and materials used. Since the existing well appears to be very close to
the property line, I suggest that you have the surveyor identify its exact location at the same time his is
identifying the property line for the holding tank.

The length dimension is the length(in feet) of the trench or drainfield. The
depth of a trench or pit is the distance between the surface of the ground and
the bottom of the excavation(in feet). There is no set width for trenches.
The gravel depth is the minimum depth of gravel between the outfall pipe and
the bottom of the excavation(in feet).

Permit applicant has the responsibility to inform this department during the
installation inspections of any wells adjacent to this property and the number
of residences that the well will serve.

Backfilling of any system without final inspection.and approval by this department
will be subject to prosecution.
Minimum distance between a well and any on-site sewage disposal system is 100 feet
for a private well or 150 to 200 feet from a public well depending upon the type
of public well. Minimum distance from a private well to a private sewer line
is 25 feet and to a community sewer line is 75 feet. Well logs are required
and must be returned to this department within 30 days of the well completion.
Other requirements may apply. Specifications and construction diagrams are
available to insure proper installation.

Permits are issued on a calendar year basis, as stated on

Subject: Rabbit Creek View Subdivision; Rabbit Creek IIeights
Subdivision - Lot Survey Requirements
As discussed in more detailed in our letter dated April 21,
1983(copy attached), there are known discrepancies in the
original surveys of the Rabbit Creek IIeights and Rabbit Creek
View Subdivision. Upon discovering these discrepancies, this
office discontinued the issuance of on-site sewer and water
permits and health authority approval certificates until such
time that there is an acceptable assurance that configuration/
corners/boundaries of a candidate lot are in agreement with
an approved and recorded subdivision plat.
In order to satisfy the above requirement, this office will
issue a permit or certificate upon receipt of a certified
survey conducted by a registered surveyor(other than Mr. William
Johnson) with the survey taken from and closed on a known and
established permanent monument. Any reference point established
by Mr. Johnson, or based upon a reference point established by
Mr. Johnson, will not be an accepted reference monument.

It was'recently brought to our attention that many of the
lot lines, lot corners, streets, right-of-ways, etc., as
shoa:n on the subdivision plats for the Rabbit Creek Heights
Subdivision and Rabbit Creek View Subdivision may be incorrect-.
In an atterspt to confirm this information, this office contacted
t!w Municipal Surveyor, Mr. Jack Stanley, and Mr. Jerry Weaver
of the Planning and zoning Department. Mr. Stanley confirmed
that several survey closure checks made by his office, on
the::c subdivisions, did not close satisfactory. Mr. Stanley
further indicated that several other subdivisions surveyed by
the same registered surveyor(Mr. William Johnson, whose stamp
414825 appears on the subdivision plats) are also in error.
Humorous other professional surveyors have refused to conduct
a:c-built surveys in these areas, due to the discrepancies in the
original surveys and the related subdivision plats. According
to Mr, weaver, Mr. Johnson received a registered letter but
did not respond, and the matter has since been turned over to
the Municipal attorney.
In view of the confirmed fact that there are many known
discrepancies on the lot lines, lot corners, streets, right-of-
ways, etc., in the Rabbit Creek Heights Subdivision and Rabbit
Crock View Subdivision; this department will discontinue the
issuance of on-site water and sewer permits or health authority
approvals 'for bank. financing in both subdivisions. 41e will

lift this discontinuance at such time that we have some
form of acceptable assurance that lot lines and configurations
are correctly shown on an approved subdivision plat.
