US Survey 3200, Lot 24 Dear Ms. Johnson, This weekend, Mr. Sweeney and the adjacent property owner (Kevin Heater) installed a drainage culvert so as to divert the flow of drainage away from Mr. & Mrs. Sweeney's septic system site. I made a site visit to the property on 10/29/00 (Sunday) and found that the work had been substantially, but not fully, completed. It is anticipated that it will take approximately 1-2 hours of additional backhoe time in order to fully bury the culvert. According to Ms. Sweeney, they are willing to pay the contractor that performs their septic system upgrade to finish the work; however, the contractor will first have to gain approval from the neighbor to access and work on his property. Box 196650 Anchorage, Alaska 99519-6650 Ref: Septic System Upgrade for U.S. Survey 3200; Lot 24 (Bottomless Intermittent Sand Filter - ISF) To whom it may concern: The existing 5 bedroom house is served by a private well and septic system. The existing septic system consists of a 2000 gallon septic tank and a bed type drainfield. The existing bed is surcharged and must be upgraded. We are proposing that the integrity of the existing 2000 gallon septic tank be verified and if found of good integrity, install a 500 gallon lift station with the pump control system. If the existing septic tank is found to be of poor integrity, a new 2000 gallon S.T.E.P. tank is to be installed and the existing septic tank is to be completely abandoned. We are also proposing that a innovative Bottomless Intermittent Sand Filter (ISF) system be installed in the perimeter of the existing bed. Comments regarding the proposed upgrade are summarized as follows: 1. GENERAL: Due to the steep slopes, the house location, surface water area and the 100 foot well radius, the existing bed location appears to be the most suitable area for an on-site septic system. It is our opinion that a Bottomless ISF system is the most viable option. 2. SOILS: Attached is a copy of the soil log for the original installation. It is our opinion that a application rate of 2.0 gallons/day/ft2 should apply. 3. DRAINFIELD DESIGN: Bottomless Intermittent Sand Filter (ISF) a. Percolation Rate: 28 minutes/inch b. Allowable Application Rate for ISF: 2.0 gallons/day/R2 c. Number of Bedrooms: 5 d. Design Flow: 750 gallons per day e. Sand Material: In accordance with M.O.A. latest standards m. Pea Gravel: 100% passing 3/8" sieve, less than 20% passing the 1/4" sieve, and less than 1% passing the 48 sieve. We are proposing to excavate the proposed ISF in the middle of the existing bed and limit the excavation depth to the removal of all contaminated material and then place a minimum of 6 inches of sand, install the air supply line, and cover it with 1.5 feet of sand. On top of the sand, we will place a minimum of 6 inches of 3/8 inch pea gravel, with the pressure laterals midway in the layer. We will use a conventional lift station (Anchorage Tank), equipped with a programmable timer so that flow can be intermittently dosed to the ISF. 4. SURFACE WATERS: Currently there is a surface water that is approximately 13 feet from the southwest comer of the existing drainfield. This surface water is the result of recent development on the neighboring property (US Survey 3200, Lot 25). The owner of Lot 25 diverted drainage on his property so that it runs onto the subject property. AWWC, Inc. prepared the well and septic system design for Lot 25 also. We have informed the owner of Lot 25 that he is going to have to culvert and divert this drainage so that it discharges at least 100 feet from the septic systems on both properties. He has indicated to us that he will do this work within the next several weeks. The installation of the septic system on Lot 24 will not begin until the surface water issue is resolved. 5. TOPOGRAPHY: The existing bed is on a generally flat area. There is a cutbank approximately 50 feet southeast of the existing bed; in short, there are no slope concerns. 6. MATERIALS AND CONSTRUCTION PRACTICES: The materials used, and the construction practices will comply with DHHS' "Intermittent Sand Filter Design, Installation & Maintenance Manual". The contractor should read this document prior to construction. Copies are available at the Municipal Onsite Services office (5th floor, 9th & L St.). 7. CLOSING: I am open to any suggestions from your department, which would be an improvement to the proposed design. Box 110017 Anchorage, Alaska 99511 Subject: Lot 24, U.S. Survey # 3200, Section 5, T.12 N., R. 3 W., S.M., Indian, Alaska, ADEC Project Numbers 9121 -DA -019 and 9121 -FA -010; Review Dear Ms. Spicer: This is in response to a submittal, received in this office on February 28, 1991, by Dr. Leroy C. Reid, Jr. on your behave which included the as -built plans requested in Mr. Michael P. Lewis' August 17, 1990 letter to Dr. Reid. I have completed my review of the submitted information and have the following comments. Based on the submitted information, it appears that the existing wastewater disposal system was installed in compliance with the applicable State Regulations and the construction approval dated August 17, 1990. Thus, in accordance with the provisions of 18 AAC 72, Wastewater Disposal Regulations, the wastewater disposal system serving the facilities located on Lot 24, U.S. Survey # 3200 is approved for operation. This letter constitutes operational approval for the existing wastewater disposal system. Drinking Water The information submitted to this Department did not include engineering as -built plans of the public water system nor did it verify that the a minimal additional 200 gallon of storage for the public water system was provided. Until this information is provided to this office and that the physical contaminant (turbidity) level is shown to be one nephelometric turbidity unit (NTU), I can not issue final operation approval. In regards to the turbidity levels, a maximum concentration of up to five NTU will be allowed if you as a owner of a Public Water System can demonstrate to the Department that the higher turbidity does not interfere with disinfection; prevent maintenance of an effective disinfecting agent throughout the distribution system; or Interfere with microbiological determinations. To demonstrate that the higher turbidity level (five NTU) can be accepted, two sets of samples will need to be taken within two days of each other. Each set of samples will need to consist of one total coliform bacteria sample and one turbidity sample. al coliform bacteria samples are satisfactory and the average turbidity samples is equal to or less than five, the higher 3d. 3commend that the water prior to being served to the public tions, please do not hesitate to contact me.
