Dear Sirs:
In preparation of the enclosed application for a HAA certificate for the new 4 -bedroom residence
on Lot 14, Block 1, South Park S/D #2, I noted that the as -built location of the building foundation is 7.5
feet from the cleanout at the south end of the easternmost trench on this lot. Thus, we are requesting
administrative approval of this deviation from the minimum 10400t separation distance called for in the
wastewater code. A copy of a revised as -built inspection report for the septic system showing the
location of the now -completed foundation is also enclosed.
I have discussed the situation with the builder and am enclosing a letter he provided to me, which
contains information relevant to your review of this request. Since the trench was slightly oversized in
an attempt to provide enhanced longevity it would theoretically be possible to abandon the southernmost
3 feet of the trench in order to achieve the specified 10 -foot separation, if this were necessary to alleviate
a public health concern. However, based on the information provided by the builder, coupled with the
following analysis, I believe the specific site situation warrants approval of the installed configuration.
As noted in the builder's letter the presence of dry soil conditions (also documented by our test
hole monitoring data) meant that no foundation drain had to be installed around the footing of the
building. Thus, there is no possibility of a footing drain picking up partially treated effluent percolating
through the soil from the soil absorption trench. Secondly, based on my field measurements, the top of
the footing is less than 12 inches lower than the invert of the distribution pipe near the top of the sewer
gravel in the eastern trench. Thus, the 7 foot separation distance between the closest part of the trench
and the footing (even assuming a 4:1 gradient of effluent absorption into the soil) means that the effluent
absorption path would pass beneath the footing. Based on this analysis I believe that the existing 7 -foot
separation can be safely approved in this situation.

Dear Mr. Moore:
You have informed me that in preparing the necessary documentation to apply for a I Iealth Authority
Approval certificate you measured the separation distance between the building foundation and the
drainfield cleanout to be 7.5 feet, which is less than the minimum separation distance of 10 feet
specified in the Municipal wastewater regulations. We were unaware of this discrepancy prior to your
bringing it to our attention. Because of steep slope and extremely tight constraints of this job, the septic
system had to be installed prior to the foundation installation. This out -of -sequence move coupled with
the footing and foundation crew's possible lack of awareness of on-site septic system separation distance
requirements may have contributed to the setback violation.
Since there is little that can be done to change the configuration at this time, I am requesting you to seek
administrative approval from the On -Site Services Division of the Municipality. By means of this letter
I can inform you that a footing drain was not installed at the above cited job. The reason we did not
install a footing drain is that during the excavation we encountered good soils and the lack of any water
table suggested that a footing drain was not needed.
In submitting your request for approval, please inform the Municipality that we will be taking steps to
minimize the possibility of a recurrence of this problem on future jobs. If you or the Municipality has
any questions or needs more information, please call me.

Dear Sirs:
The purpose of this letter is to provide the required design narrative in support of our application for
a permit to construct wastewater disposal facilities to serve a planned 4 -bedroom residence on Lot 14,
Block 1, Southpark S/D, Addition #2. Soils logs, pert test results, a site plan, design drawings and
specifications are enclosed for your review. We are also requesting issuance of a lot line waiver
allowing the absorption trenches to be as close as 4 feet from the north property line.
The proposed system will be constructed in the vicinity of test hole # 1. As can be seen from the soil
log, the native material between 2 and 7 feet below ground level is silty sandy gravel with a measured
perc rate of 4 minutes per inch, and the soil between 7 and 17.75 feet below ground level is a silty sand
with a measured percolation rate of 11 minutes per inch. Due to topographical and building placement
factors, the suitable area on the lot is quite limited. For this reason we propose to construct serially
loaded trenches with 9.5 feet of effective gravel between 2 feet and 11.5 feet below ground level. Using
the application rate from the wastewater ordinance of 1.2 gpd/sq. ft. for both sidewalls of the portion of
the trench between 2 and 7 feet below ground level yields 12'gpd/ft of trench length. Similarly, using
0.8 gpd/sq. ft. for both sidewalls of the portion of the trench between 7 and 11.5 feet below ground level
yields 7.2 gpd/ft of trench length. The total of these two is 19.2 gpd/ft of trench. The design loading for
a 4 bedroom system is 600 gallons per day, which yields a minimum required trench length of 32 feet.
The proposed system is slightly conservatively designed with 40 feet of trench.
We are requesting issuance of a lot line waiver allowing the north ends of the trenches to be as close
as 4 feet from the north lot line, common with lot 15. Because only the ends of the trenches will
approach this close to the lot line in an area some distance away from the existing system on Lot 16, and
because the topography on Lot 16 poses fewer constraints to future trench development, granting of the
requested waiver should have negligible impact on the ability to upgrade the septic system on Lot 16.
The topography of the lot in the area of proposed construction slopes down towards the west at 20%,
with the slope increasing to 40% approximately 25 feet downslope of the lower trench. Additional fill
will be placed, if necessary to ensure that a line projecting downwards at 25% from the top of the sewer
gravel does not daylight within 50 feet of the trench.
The proposed project will have no significant impact on present or future water supply and
wastewater disposal systems serving adjacent properties, nor will it have any significant impact on
reserved space -surface and subsurface, or on drainage.

Wastewater disposal system installation
Specifications
1.0 General:
1.1 The scope of the project consists of installing a 1250 -gallon septic tank that discharges effluent
into 2 serially loaded soil absorption trenches with a combined length of 40 feet and an effective gravel
depth of 9.5 feet. Wastewater discharge from the lowest floor of the building will utilize a pump basin
located inside the residence, which discharges through a Ls"IIDPEpipe into the upstream end of
the septic tank. Installation of the pumped discharge system is not included in this contract
1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor
deviations from these drawings may be allowed or required by the engineer conducting the inspections.
All construction procedures and material specifications shall conform to Municipal and State
requirements. All separation distances shall be in conformance with Municipal requirements, unless
specifically waived.
1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around
any buried utilities.
1.4 The contractor shall provide adequate cover material and rough grading over all system
components to ensure that proper drainage is achieved after settlement and that there are no residual
depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas.
1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading
after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the
construction.
2.0 Septic Tank:
2.1 The new 1250 -gallon, 2 compartment septic tank shall be Municipally approved and shall be set
level on undisturbed soil. Each compartment shall be equipped with a watertight manhole cover and a
4" cleanout. If the tank is buried less than 4 feet, it shall be insulated with 2 inches of approved burial
type, rigid insulation.
2.2 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The
waste line from the residence to the septic tank shall have a minimum slope of 1/4"' per foot, and the
waste line between the tank and the soil absorption system shall have a minimum slope of 1/8" per foot.
A cleanout shall be installed 1 - 4 feet from the building foundation, and a double cleanout shall be
installed within 5 feet downstream of the septic tank. The contractor shall incorporate a fitting in the
line entering the tank to allow future connection of a !.S" dia. IIDPE discharge pipe from the
internal pump station.
3.0 Soil absorption system:
3.1 The soil absorption system shall be constructed by excavating two parallel trenches 18 and 22
feet long to a depth of 11.5 feet below ground level. The upper trench shall be on the same contour as
test hole #1 and the long axes of the excavation shall parallel existing contours.
3.2 The bottom of the excavations shall be level. Any compacted or smeared surfaces shall be raked
to allow proper infiltration. Sand for leveling or serving as filter material shall comply with Municipal
specifications.
3.3 A total of 10.0 feet of approved sewer gravel shall be placed in the bottom of the excavations
with the perforated distribution pipes laid level such that the pipe inverts are no less than 9.5 feet above
the bottom of the sewer gravel. Sewer gravel shall be 0.5" - 2.5" screened gravel, with less than 3%
passing the #200 sieve.
3.4 Monitor tubes and cleanout pipes shall be of 4" diameter and installed in the locations shown on
the design drawings. The portion of the monitor tube extending through the sewer gravel shall be
perforated.
3.5 Approved filter fabric shall be placed over the entire top surface of the sewer gravel. A
minimum of 2 feet of soil cover is to be placed over the filter fabric. If the soil cover thickness is less
than 3 feet, two inches of rigid, burial type insulation is to be placed over the entire top surface of the
gravel, in addition to the filter fabric.
3.6 The top surface of the cover material shall be raised a minimum of 6 inches higher than the
surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill
slopes shall be no steeper than 3:1. Care shall betaken to ensure no construction material spills over
onto the adjoining lot 15, which may be as close as 4 feet from the end of the trench.
3.7 Unless specifically agreed otherwise the homeowner shall be responsible for arranging to have
the site finish graded after the backfill material has stabilized, and for placement of adequate topsoil and
seed to promote rapid revegetation of all areas disturbed by the construction.
4.0 Inspections:
4.1 A minimum of 4 engineering inspections will be required during the course of the project: (1)
initial stakeout with the contractor to establish the location of the system and to discuss the plans,
specifications and construction procedures, (2) after the native material has been excavated to expose the
infiltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test
information, after the sewer gravel is in place and the distribution pipes have been laid and connected up
to the septic tank, but prior to placement of insulation or filter fabric, and (4) after rough backfill and
grading is complete. The septic tank requires one inspection after it is set level and the piping
connected, but prior to backfill. This inspection may be incorporated with any of the above inspections.
4.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in
advance to ensure the availability of the engineer.
