This location is the most efficient and effective access to the lower living area of the residence on the lot. We therefore request a waiver allowing the driveway to remain in its current location. A total of 4" of direct bury insulation will be placed over the entire absorption trench in 2 layers. All joints will be overlapped at least 1'. Insulation will overlap the trench by 2' on each side. Materials and construction will meet the requirements of Section 20.26 of the Municipality of Anchorage Standard Specifications (MASS) latest edition and the attached plan and cross section. SECTION 20.26 ROADWAY INSULATION Article 26.1 General The Work under this Section consists of performing all operations including labor and material pertaining to the placement of insulation for roadway construction. Contractor shall provide polystyrene insulation board(s), extruded or expanded, in conformance with the Drawings and these Specifications. The Work under this Section also includes shaping and compacting a level area under the horizontal insulation boards and placing the insulation as indicated on the drawings. Article 26.2 Materials The insulation board shall have a minimum full board size of two foot by eight foot (2' x 8'), have the specified R -Value or better, and shall conform to the requirements of AASHTO M230, except that extrusion is not required. R -Value of insulation shall be based on manufacturer's warranted R -Value. The insulation board shall be rigid, homogeneous, and conform to the following: Property Compressive Strength psi, minimum at yield or 5 percent strain Water Absorption, maximum percent by volume Thermal Resistance, minimum R -Value at 75°F, OF-Ft'-Hr/BTU Article 26.3 Construction Test Method Value ASTM D-1621 60.0 ASTM C-272 0,3% ASTM C-177 As Specified Contractor shall install the insulation board with staggered joints. Layering of insulation to obtain the specified R -Value is allowed as long as joints are overlapped at least one foot (1'). Contractor shall blade, shape, and compact the area prior to placing the insulation board in accordance with this Division. Contractor shall shape the subgrade to the lines and grades shown on the Drawings and provide a smooth surface on which to place the insulation board. Prior to placing the insulation board on the prepared subgrade, the Contractor shall furnish straightedges to the Inspector for checking surface uniformity. Surface irregularities shall not exceed one inch (1 ") within eight feet (8'), or three-eighths inch (3/8") in two feet (2'). Contractor shall uniformly compact the subgrade. Contractor shall hand -rake smooth and recompact the ridges left by the compaction equipment. Contractor shall accurately set the horizontal insulation boards to the line and grade established and in such a manner as to hold the board firmly in place by mechanically connecting it to the subgrade. Page 74 Standard Construction Specifications Division 20 - Earthwork Revised 11/08 Contractor shall replace or repair insulation panels broken, crushed, or cracked, as determined by the Engineer, at no additional cost to the Owner. Contractor shall cover the insulation board with approved three inch (3"-) minus Classified Fill and Backfill material, placed in a twelve inch (12") lift, spread, and compacted for the full width of the insulation layer prior to placing subsequent lifts. Contractor shall place, spread, and compact in such a manner as not to damage the insulation board. Engineer will approve spreading and compacting equipment prior to its use. Article 26.4 Measurement The insulation board is measured per square foot regardless of thickness, complete and accepted in place. Additional Work required for preparing the subgrade to the smoothness required is incidental to the bid item "Insulation Board" and no separate payment is made. Article 26.5 Basis of Payment Payment for this Work shall be in accordance with Division 10, Section 10.07 - Measurement and Payment, and shall include full payment for all Work described in this Section. SUBJECT: Lot 1A, Block 2A, Trails End Subdivision Septic System Permit No. SW2010034306 A small ditch drainage has been discovered near the east property line of Lot 1A. We have attempted to find an area on the lot which is 100' from the drainage. A test hole was placed near the southwest corner of the lot which indicated poorly graded gravel with silt (SM/GP) with a percolation rate of less than 5 minutes per inch. We are proposing to move both the primary and alternate trenches to this area. The attached Site Plan shows the location of the new trench, alternate site and septic tank. Due to the size of the lot it may not be possible to locate all of the absorption trench and septic tank the entire 100' from the ditch. The elevation of the ditch is much higher than the location of the septic tank and absorption trench so the migration of effluent to the ditch would be impossible. We hereby request a change order to the existing permit to allow the septic system to be constructed in the revised location. July 1, 2010 Municipality of Anchorage Development Services Department On -Site Water and Wastewater Program 4700 South Bragaw Street Anchorage, AK 99519-6650 Subject: Lot 1A, Block 2A, Trails End Subdivision Septic Tank and Absorption Trench to Surface Water Waiver Dear Onsite Services Engineer: A drainage way was recently discovered across Lot 1A, Block 2A, Trails End Subdivision during the recent lot development. This drainage was not seen during the placement of test holes on the lot as that work was completed in the winter months. The drainage originates up Longhorn Street from this lot with the majority of the water flowing from a subsurface curtain drain on a lot above this property. It is unknown when the curtain drain was placed, but it has had a significant effect on the amount of surface water in the ditch. The drainage is contained in the right of way of Longhorn Street until it reaches Lot 1A. Drainage off of Longhorn Street also contributes to the amount of runoff. The ditch line crosses through the recently placed culvert at the driveway serving Lot 1A which was constructed with a Municipal permit in the right of way. The drainage then encroaches onto Lot 1A and crosses to the northwest and eventually outfalls into the ditch along Trails End Road. The location of this drainage severely restricts the area available for a septic system on the lot. Additional test holes were placed in the southwest corner of Lot 1A to determine whether the septic system could be constructed more than 100' from the drainage ditch. Suitable subsurface soils were found, but the location of the utility easement on the south and west property lines made it impossible to construct the entire system more than 100' from the surface water in the ditch. We are therefore requesting a waiver allowing the septic system to remain in its current location which is 85' from the surface water. The distribution line in the absorption trench is lower than the elevation at the bottom of the ditch line. In addition the surface of the lot is nearly 7' higher than the distribution line at a distance of 40' from the trench. Flow directly toward the ditch in the event of an overflowing absorption trench would be impossible. The effluent flow would be to the west to the Trails End ditch and then north to where it would intersect the drainage C0#1 Lot 1A, Block 2A, Trails End Subdivision July 1, 2010 Page Two nearly 200' away. The effluent would travel twice as far as the required setback before it could merge with the surface water. This condition alone would justify the issuance of a waiver. It is important to note the drainage ditch encroaches onto private property from a Municipal right of way. The drainage is not developed on this lot and flows from properties above this lot and the Municipal right of way. It would be unreasonable to deny a waiver for conditions caused by parties other than the owner of the lot. The soils underlying the absorption trench are very good to excellent. The likelihood of a failed septic system and overflowing effluent are very low. Should the situation occur the flow is to the west away from the surface water. Effluent would eventually reach the drainage, but only after traveling more than 200'. We therefore recommend the waiver be issued allowing the septic system to remain in its current location at 85' from the surface drainage. Please review the attached Site Plan and cross section which detail the location of the septic system and the ditch drainage. A well is currently in place along with a complete septic system constructed many years ago. The septic system will be abandoned and demolished in its entirety, but the well will be reused. We are therefore requesting a permit be issued for the construction of a new septic system to accommodate the home. The attached Site Plan and backup documentation identify the location and configuration of the existing well and the proposed septic system along with the alternate site and the existing system. Also identified on the plans are the existing wells in the area and septic systems on adjacent lots. No conflicts exist between the proposed septic system and well or septic systems and wells on adjacent lots. Drainage arrows are shown on the site plan showing the grade and direction of flow on the lot. The drainage pattern will not be changed as a result of this project. The test holes recently placed on the lot in the area of the absorption trenches and alternate site indicate silty sand with gravel (GM). The percolation rate of the soil was determined to be 17 to 28 minutes per inch. Groundwater was found during the monitoring period at 18' below the surface. An application rate of .6 gallons per day per square foot was used in the design of the absorption system. We are proposing to place a new 1,250 -gallon septic tank and a 63' long by 3' wide by 8' effective depth absorption trench to treat and dispose of the effluent generated in the house. The elevation of the distribution line in the absorption trench will be 3' below the surface and the total depth will be 11'. A flow splitter valve will be placed to insure even flow to each trench. A minimum of 3' of fill or 2" of insulation and 2' of fill will be placed over the absorption trench and 4' over the septic tank. Both the primary absorption system and the alternate site fall within the 30' radius of the Test Hole No. 2. The ground surface on the lot in the area of the septic system slopes to the northwest Lot 1A, Block 2A, Trails End Subdivision April 17, 2010 Page Two at grades between 15% and 25%. The new trench will be constructed parallel with the slope as much as possible in conformance with Municipal requirements. Construction shall be in accordance with the approved site plan, design drawings, Municipal Permit with any special provisions or conditions, and all applicable State and Municipal Wastewater Disposal Regulations. 3. The Contractor shall be responsible for obtaining all underground utility locates and for the layout of the septic system and verification of the location of all lot lines. The Contractor must also verify the location of wells in the area and assure that the separation distances are met. 4. Unless specifically agreed otherwise, the contractor shall be responsible for final grading areas subsequently depressed from soil settling. Property owner shall be responsible for revegetation of affected areas unless specifically agreed otherwise. 5. Contractors installing wastewater disposal systems must be certified by the Municipal Building Safety Division On -Site Water and Wastewater Program for system installations. Owners installing their own systems must receive prior approval from the On -Site Water and Wastewater Program. before beginning system installation. SEPTIC TANK INSTALLATION A new 1,250 -gallon septic tank must be procured from an approved source and installed at the location shown. Lot 1A, Block 2A, Trails End April 17, 2010 Page 2 of 3 2. A septic tank is to be constructed by a certified septic tank manufacturer. Construction shall include two 4" cleanouts for pumping access. 3. The septic tank shall be sufficiently bedded to prevent settling or shifting of the tank. 4. All standpipes on the septic tank shall extend a minimum of 12 inches above final grade. 5. Tanks installed without 4' of cover shall have a minimum of 2" of direct burial insulation. 6. A foundation cleanout shall be installed one to four feet from the building foundation. Two cleanouts are required between the tank and the drainfield. 7. Final grading over the tank shall be such that a positive slope exists away from the septic tank. DRAINFIELD CONSTRUCTION: 1. The drainfield shall be constructed to the dimensions shown on the design. The bottom of the trench shall be within 2" of level. 2. Distribution piping must be placed level with perforations down atop a level bed of drainfield rock. Rock should then be placed over the pipe to provide a minimum of 2" of cover. 3. A silt barrier or geotextile fabric must be placed between the drainfield rock and the natural soil backfill. 4. Monitor tubes must be 4" in diameter and installed at the locations shown on the design. The portion below the distribution line must be perforated with the section above the line solid. 5. Contractor shall verify the septic tank and drainfield are a minimum 1 00'away from any private water wells in the area, 150' from a Class "C" Well or 200' from any community well. 6. Direct bury insulation must be placed over the distribution system if less than 3' of backfill depth is available. Finish grade over the trench must be mounded to prevent settlement or depressions. 7. Grade area surrounding the absorption trench to drain away. Lot 1A, Block 2A, Trails End April 17, 2010 Page 3 of 3 8. A minimum 2' of accepting soil is required below the drainfield rock for a 5' wide trench. All pockets of unacceptable materials must be removed and replaced. MATERIAL SPECIFICATIONS: 1. Septic tanks must be constructed by a municipally approved septic tank manufacturer. 2. The following pipe materials are approved for use in septic system installations in the Municipality of Anchorage: Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and ASTM D2662 or A.B.S. (perforated and solid). 3. Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow Chemical Co. Styrofoam HI or equal). 4. Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Fernco, or equal). 5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed between the final drain rock layer and the native soil layer. 6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing the #200 sieve. INSPECTIONS: Municipal Ordinance requires a minimum of two inspections. These inspections must be conducted under the supervision of a professional engineer registered in the State of Alaska. The first inspection must be conducted after the excavation of trenches, beds or pits and before the installation of any gravel. A septic tank may be set in place, but may not be backfilled. The second inspection must be conducted after the placement of the geotextile fabric, gravel, distribution piping, standpipes, cleanouts and insulation. No backfill should be in place at the time of inspection. The septic tank shall be sufficiently bedded to prevent settling or shifting of the tank. 3. All standpipes on the septic tank shall extend a minimum of 12 inches above final grade. 4. Septic tanks installed with less than 4 ft. of cover shall be insulated. 5. A foundation cleanout shall be installed one to four feet from the building foundation. In the line between the tank and the leachfield there shall be two adjacent cleanouts (unless an effluent pumping system exists within the septic tank). These cleanouts shall be located on undisturbed soil not more than 10 ft. from the tank. The first cleanout, in line, shall be to clean toward the leachfield. The second cleanout shall be to clean toward the septic tank. 6. Final grading over the septic tank shall be such that a positive slope exists away from the septic tank. MINIMUM MATERIAL SPECIFICATIONS: Any septic tank proposed for installation must be constructed by a Municipal approved septic tank manufacturer. 2. These inspections will occur as follows: The first inspection must be conducted after the septic tank is set in place, but may not be backfilled until after this inspection. 2. The final inspection is to occur upon final grading of the property. The inspecting engineer is to be contacted at least 24 hours prior to the start of construction. If necessary, a pre -construction meeting will take place on-site. The inspecting engineer will not coordinate, direct or control in any way the contractors activities.
