A test hole was excavated to 17 feet revealing silty sand for the entire depth. The perc rate was 58 minutes per inch with no water observed during excavation or after the 7 day waiting period. A deep trench has been designed due to the soils and no water table. The lot slopes to the east at about 3 to 5 percent down to the small creek/brook, see the drawing. This new system will not impact any of the neighboring properties due to the community water and lot layout. We are also requesting a waiver for the system to be constructed perpendicular to the slope lines. A cross section has been provided showing the elevations and adequate cover for the system. Soils logs, pert test results, a site plan, design drawings and specifications are enclosed for your review. The existing soil absorption trench has been in a state of failure since shortly after it was installed. Soils tests conducted in April of 1992 indicated that the soils are not suitable for installation of a replacement soil absorption system. The proposed 4000 gallon holding tank will be installed in the vicinity of the present septic tank and lift station, which will be properly abandoned. The topography of the lot slopes towards the east at approximately 10%. There is a creek which runs along the eastern boundary of the lot which requires a 100 foot separation. The proposed project will have no impact on present or future water supply and wastewater disposal systems serving adjacent properties, nor will it have any impact on reserved space/surface and subsurface, or on drainage. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform with Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. particular attention shall be paid to maintaining the required 100 foot separation from a creek which runs along the eastern side of the lot. 1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction. 2.0 Holding Tank: 2.1 The existing septic tank and lift station are to be properly abandoned by thoroughly pumping, removing, crushing and burying on site or hauling to the Municipal landfill. The existing soil absorption drainfield is to be abandoned in place with the standpipes removed. The monitor tubes for the three test holes are to be cut off at grade and capped, with a 12" piece of rebar driven into the ground beside them to assist in future location of them, if necessary. 2.2 The 4000 gallon holding tank shall be Municipally approved and shall be set level on undisturbed soil. The tank shall be equipped with a 6" diameter pumpout as well as a separate 4" diameter cleanout, in which the alarm float is to be installed. If the tank is buried less than 4 feet, it shall be insulated with 2 inches of approved burial type, rigid insulation. 2.3 The cord of the high level alarm float shall be mounted 18" below the top of the tank, such that it triggers the alarm when 600 gallons capacity remains in the tank. The audible and visual alarm box shall be mounted inside the residence at a location designated by the owner. 2.3 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The waste line from the residence to the holding tank shall have a minimum slope of 1/4"' per foot. A cleanout shall be installed within 5 feet of the building foundation . 3.0 Inspections: 3.1 A total of 3 engineering inspections will be required during the course of the project: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the holding tank has been installed, but prior to backfill, and (3) after final backfill and grading is complete. 3.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. Box 4-1141 Anchorage, Alaska 99509 RE: Subsurface Investigation for On -Site Sewer Systems Lots 26, 27, 28, 29 and 30, Block 4, Valli-Vue Estates Dear Mr. Pruett: Transmitted herein are the results of the subsurface investigation performed on the above referenced lots, August 25 and 26, 1975. .The drilling was done with a Mobile Drill B-50 drill rig mounted on a Flextrack-Nodwell track vehicle, owned and operated by Denali Drilling, Inc.' The test holes were logged and the drilling supervised by Mr. O.M. Hatch, senior technician/staff geologist with Alaska Testlab. The locations of the test holes are sketched on the attached Figure 1. Table A is the logs of the'test holes drilled. The standard explanatory information contained in the back of this report will be helpful in interpreting the data contained on the test hole logs. Classification of the soils is by the unified soil classification system, but was done visually. It would therefore be prudent to keep in mind that the classifications are not necessarily exact and the silt contents listed were estimated. All five (5) of the test holes drilled showed a considerable amount of silt to a depth of 10.0 to 15.0 feet below the ground surface. Therefore the holes were all taken to a depth of 20.0 feet below the ground surface. On Lotsf28, 29 and 301no water table 'was encountered for the full depth of the test hoie. These holes were filled with water, let set over night, refilled and monitored. Over a period of 1-1/2 hours, thefpercolation rate for -Lot 28 (was 2.8 minutes per inch; the percolation rate for Lot 29 was 5.5 minutes per inch and the percolation rate for Lot 30 was 3.3 minutes per inch. Using the data contained in Table A "Absorption Area Requirements for Individual Residences" on page 8, of the "Manual of Septic Tank Practice", published by QO Mr. Carl Pruett Page 2 September 8, 1975 the U.S. Department of Health, Education and P:elfare, the absorp- tion area requirements per bedroom for a seepage pitplaced in the material represented by these test holes would be 100 square feet, 130 square feet and '1115 square feet for Lots 28, " 29 and 30, respectively. If this is not done, a more conservative value for the absorption area requirements should be utilized. k a�j On Lot 26ithe water table was encountered at 17.0 feet, while ni 4on Lot 8.the water table was encountered at 15.0 feet. fecogniz- a ifs Greater Anchorage Area Borough, Department of Environ- mental Quality will not allow the bottom of a seepage pit to be any closer to the water table than 4.0 feet, we redrilled a hole adjacent to the existing test holes on Lot 26 and 27 to a depth of 4.0 feet above the water table - - - f3.0 feet on Lot 26 and 11.0 feet on Lot 27. These second test holes were filled with water, left to saturate:: over night, refilled and percolated. This was done on.September 4, 1975. The percolation rate for Lot 26 was 5.0 minutes per inch while the percolation rate for Lot -27 was 6.7 ninutes'pe'r inch. _ . Again utilizing the published data previously referenced, the. absorption area requirements for a seepage pit placed on Lot 26 wotk1cl be 125 square feet per bedroom while the absorption area requirements on Lot 27 would-be 175 square feet per bedroom. It is our feeling that the absorption area requirements listed in the above paragraph for Lots 26 and 27 are probably a little low. The bottom of each test hole on the lots just did penetrate a more granular layer below the silt (see the test hole logs). The high percolation rates may be a reflection of this granular material in the bottom of.the holes. With this in mind, it would be prudent to use a more conservative value for the absorp- r;on-A gA requirements on both lots. Before closing certain conditions involving various renovations had to be completei, one of these conditions being a usable septic system that meets the Dept. of Health and Human Services rRquirements. Our first problem began the second day I arrived and occupied this dveiiing, this Tran before closing. The lift station alarm sounded Indicating that somethinii vas wrong with the pump. I called our reactor, Steven Roady of vista Real Estate at that time, he had someone come out and do the necessary repairs. Then in August of 1988 I became very.concerned because the ground 'had collapsed considerably around the lift station and up by the two pipes' In the leach field. I called Bell Somas, and someone came out to eixmine these ainkings. I believe this vas Daniel Harden, but I ean•t --ay for sure. Ae said'this was normal for the ground to cave-in when it settled. .16T_ R_._ J During March of 1989 ve had a -considerable amount of back-up in our furnace room, sever smelling sludge came out of the drain. We had to tali Roto -Rooter to resolve this overflow because it happened on a week -end. Then Shen break-up occurred, every time ve stepped out tho door the odor was overvhelmingly that of sever. We had the systan pumped by Issac Honey Wagon in that spring of 1989. During this time the ground often smelled. By July ve had noticed vet spots along the side of the driveway. We veran't real sure what this vas because simply ve•venever dealt with a septic syctsm running out of the ground. Winter set in, and we had -another overflow in_the furnanee room. This time ve purchased a snake and cleaned up the mess ourselves. We had it pumped three times in April. A sink hole in the driveway occurred as well as an addiiionsl sinking in the leach field to,the left of where the perforated pipe runs. it was running out of the ground everyday until we learned that ve couldn't do two eonsacutive large us*S'of water. We had to spread out taking shovers and doing wash. •I was extremely distressed by this problem as was the rest of my family. During this summer of 1990 I started to research who was involved with installing the system. I called Bell.Homes who referred me to Dan Mar Construction, which I then round auV didn't exist anymore. My nett stop was with the city, there I got all the papers that were filed concerning our septic system. They also told me I should start with the engineer who was involved. I called Michael Anderson's office - and left a message for'him to call me, he never did. Finally, after enough callings I spoke with him and; he directed me to the engineer - that -inspected the system. Mr. Anderson made sure to state to me that he wa n't responsible for/anything involving our septic system problems. " it,) If iJ o-. -Az Or-A)AP01_- After talking to Wayne MCPadden, ee o had done the inspectio: he Como out to our residence and examined our lift station and listened to the above events. His impression. was that it wasn't a leak, but failing. 4;e veren't convinced that it wasn't a leak, so we called Carl Excavating Carl came out and stated that he couldn't understand why they didn't but a mound system in from the beginning. I'm not sure how he was involved, but did say he knew Dan Mar construction, and had been on our property back then. Not knowing vho else to tali or wanting to cause ourselves an enormous expense we chose to have a test done by Roto -Rooter. This was done on Tuna 11th, 1990 and involved running a snake through the perforated pipe in the leach field towards the driveway. The conclusion vas that. there wasn't a break in the perforated pipe. iThe snake, hovever, vouldn ego any further than tha driveway. Well, working two jobs didn't- give me the time to pursue thiwatter as veli as not knowing who to pursue. So we limited our water use and bad the system pumped before winter. Spring of 1991 came, and I had the system pumped mid-March before my husband and I vent on va,-ation. While ve were gone my son said it was running into the garage again. This is when Carl informed me that Daniel Harden was v now Harden* Construct ion. I called therm and told a woman there what was happening, and that if someone vbuid like to come out and lank at this before we made repairs noir was the time to do so. She called me �p back to say that Dan MDr doesn't exist, and Hardent Construction isn-t p� involved. Carl Excavating and I took pictures, and I saved the old pipe before havind it repaired. - Two weeks went by, I continued to limit our water use simply because it Z vas a habit now, and it started to come out of the driveway. XSo re tailed Flattop Technical Services to run an adequacy test on our system and hist report is included for your review. I tailed aeverni lawyers, and finally, one pointed we to your desk. This is where we are presently. We purchased this home form AEFC with the understanding that the newly installed septic system vas for a three bedroom home, and would be expected to be an adequately working system within a normal life expectation of that system. Before we can sap what it is that we 'want, beside being reimbursed for our expenses thus far, as indicated in Flattop Technical Services report tests need to be conducted. I understand that you have been having problems with the system ever since 1989, and thar you have observed nametons intraaca of effluent surfacing along the edge of the driveway. Needless to say, a properly installed system should be expected to last for considerably longer than this one apparently dud. There does appear to be some mote room near the west edge of cite lot to install a replacement system. Y new soils tests demonstrate there to be suitable accepting soils without a shallow groundwater table. :?; the first step m designing as upgrade wouldbe to arrange fora backhoe to dig a couple of test holes, so I to generate the so data upon which to base the design of an upgrade.
