Septic System Upgrade: Holding Tank
To Whom It May Concern:
Attached please find the application and supporting documentation to install a 3000
gallon holding tank for the referenced 4 bedroom house. The existing septic system
has failed and there is no suitable location for a soil absorption system on the lot.
The house was built in 1962, and records on previous septic systems are incomplete. It
is assumed that the existing concrete septic tank was installed in 1962. A 20 ft x 25 ft
bed type drainfield was installed in 1969 due to failure of a pre-existing system which is
not documented. In 1978, the drainfield was upgraded with a 77 ft x 3 ft wide x 5 ft
effective depth trench. The cleanout and sump for this drainfield are not visible, and
according to information from the owner, the drainfield did not perform properly and was
abandoned. The house is apparently connected to the 1969 bed now, which has failed.
Both of the drainfields and the septic tank are located within the road right of way.
On November 22, 2004, we dug 2 test holes to attempt to find a suitable site for a
replacement drainfield. The locations are noted on the attached site plan. Test hole #1
encountered organics and silt to a depth of 1.5 ft, and silty sand and gravel to the
bottom of the hole at 6 ft. Water was entering the hole through the organics at a high
rate. A second test hole was dug to a depth of 5 ft, where impermeable silt was
encountered. This hole also had high water influx in the sand and gravel between 2 ft
and 5 ft. After a week, the groundwater was monitored and found to be at the surface.
There is also surface water running along the north edge of the property, which would
be within 100 ft of a replacement soil absorption system.
A holding tank is the only option remaining for wastewater disposal for this property. It is
proposed to abandon the existing concrete septic tank and 2 drainfields in place.

Waiver Request for Well to Holding Tank
To Whom It May Concern:
We respectfully request a waiver for the distance from the private well to a holding tank
to be installed on the subject lot to 62 ft.
The septic system has failed, and it has been proposed to install a holding tank,
because there is no suitable site for a soil absorption system. A survey performed on
March 4, 2005 shows that the proposed site for the holding tank is within the 75 ft
protective well radius. The area outside of the 75 ft protective radius to the south is in
the road right of way. To the north, the land slopes upward, which would place the tank
at about 12-15 ft deep. The current drainfield is located approximately 54 ft from the
well, and there has been no contamination of the well.
The well was drilled in 1962, and no well log is available. During a well flow test
conducted on 11/29/04, the static water level was measured at 85 feet, which dropped
to 98 ft during the test. The well yielded 8.6 gallons per minute. The casing was
recently extended to greater than 18" above the floor level, and a new well seal was
installed.
I believe that placing the holding tank at 62 ft from the well will not present a substantial
risk to human health or the environment. This is justified by the following:
1) Satisfactory water analysis from the subject well, with no bacteria on March 4,
2005 and no nitrates detected in a sample taken 11-29-2004,
2) The topography is such that any potential septic effluent at the site of the
proposed holding tank would not flow toward the well if it surfaced,
3) The aquifer is confined, as shown by impermeable strata on nearby well logs
and by a static fluid level of 85 ft in the subject well.

4) Well depths in the area of over 100 ft provide a substantial vertical separation,
and
5) The well is located inside the house, in a closet off of the garage. Surfaced
effluent would be in the house before it would reach the well.
Well logs from nearby wells, a site plan showing elevations, and the water analyses are
attached to support these statements.
Based upon these facts, I believe that the potential for contamination of the subject well
and the aquifer is minimal. Therefore, I request that the required distance from the well
to the holding tank be waived to 62 ft.

The Municipality of Anchorage Development Services Department (DSD) Issues Certificates of Health Authority
Approval (HAA) based only upon the representations given in paragraph 4 by an independent professional civil
engineer registered in the State of Alaska. Certificates of Health Authority Approval are required for the transfer of
title (except between spouses) for properties served by a single-family on-site wastewater disposal and/or water
supply system. DSD also Issues HAAs upon request to homeowners. Certificates of Health Authority Approval are
valid for 9D days from the date of Issue for properties served by a private or Class C well and may be reissued with
new water sample results. (Certificates may be reissued for a period of up to one year with valid water samples.)
Certificates are valid for one year for properties served by Class A or B wells or a public water system. The
Municipality of Anchorage Is not responsible for errors or omissions In the professional engineer's work.
