Box 196650 Anchorage, AK 99519 Re: Eagle River Ranchettes Lot 28B Narrative & Permit Application Dear Mr. Roth: In the Summer of 2004, Eagle River Engineering Services (ERES) was contracted to conduct a Health Authority Approval at the above property. The septic system was tested, and was found to be capable of absorbing +450 gallons per day of effluent, the required minimum. Upon application for Health Authority Approval, the On -Site Department rejected the application, explaining that the existing system was in the groundwater table. The On -Site Department had a septic upgrade permit application from 1993 that was unavailable on-line to ERES prior to conducting our Health Authority Approval. ERES contracted Denali Drilling to drill a water monitor test hole just east of the end of the existing septic system. After 7 days of observation, the water table had risen to 8.5' below ground surface, consistent with the test hole conducted in 1993 by S&S engineers, prior to surface runoff raising the observed level in that test hole. We are proposing a septic upgrade at this property, to be constructed on top of the existing, functioning septic system. Soils data for design was taken from the S&S test hole from 1993, and the original soil log from 1976. ERES will conduct a field percolation test if soil conditions appear different that described in these soil logs. The existing sewer rock shall be removed within 4' of the bottom of the new leachfield bed, and filter sand shall be used to build the elevation back up to the bottom of the new leachfield elevation. The proposed 3 bedroom septic system upgrade will have very limited impact on adjacent properties for the following reasons: 1. The surrounding lots are already developed, and on public water. 2. Immediate neighboring septic systems are all +30' distance, and no private (or community) wells within 100' of the proposed septic system. 3. This permit is for a septic system upgrade only. 4. GENERAL 1. The septic plan is for a 3 bedroom single family residence only. 2. The drawing and or site plan shall be apart of this specification. 3. All materials and workmanship shall meet the Anchorage Department of I lealth and State Department of Environmental Conservation requirements. 4. All soil tests are advisory to the design and are to be verified or modified in the field by the engineer. 5. All excavations and depths are advisory and are to be verified in the field by the contractor to meet Municipality of Anchorage, Department of Environmental Conservation requirements. 6. It is the responsibility of the owner to obtain all necessary permits or easements and to locate any adjacent multi -family wells. A licensed surveyor should locate any utility easements and exact 100' radius from the existing and neighboring on-site wells. 7. The excavation is to be exactly in the area shown on the site plan, any deviation requires engineer approval. 8. Any remaining open test hole excavations shall be filled and monitor tube removed. B. SEPTIC TANK 1. The sewer piping from the house shall be 4" PVC 3034 laid at 2% grade maximum — 1% minimum and insulated with 2" of burial foam if shallower than 3 ft., with 2 fl. minimum. A foundation cleanout shall be installed within 4' of the house foundation. 2. The septic tank shall be an Anchorage Tank 1,000 gallon 2 chambered septic tank. Contractor may submit alternate tank and for approval, as long as it meets MOA requirements. Two opposing after - tank cleanouts shall be installed. 3. Re -plumb inside crawlspace, and through foundation wall in order to raise septic tank to an elevation where it can gravity -feed the leachf field. C. BED 1. The bed is to follow the natural land contour to maintain uniform total depth of the bed bottom. 2. The bottom of the bed shall be level, plus or minus 1.5". 3. The depth below grade of the gravel layer shall be 4', and is not to exceed 4.5' at it's deepest point as measured at the monitor tube. 4. The top 4' of sewer rock in the old leachfield directly beneath, and within 5' of the edge of the new bed shall be removed. 5. 4' Coarse Pit Run Sand shall be utilized to fill in the areas where the old sewer rock has been removed in item 4, above. 6. The effluent lines (3) are to be 4" PVC lines within the leachfreld. They shall be spaced 5' on center, with 2.5' clearance from center of outside pipes to edge of leach gravel. The ends of each run shall be inter -connected as shown in the site plan. 7. The bed gravel is to be covered with typar fabric material. B. Soil or combination of soil and extruded board insulation to a depth of Y or equivalent is to be placed over the bed. Mounded side slopes not to exceed 3:1. 9. The septic tank and leachfield must not be closer than 100' to any existing private well, 150' to any Class "C" well, or 200 feet to any community well. 10. The scope of this project includes the installation of a 500 gallon septic tank effluent lift station with a mounded leachfield bed. The leachfield bed will have a 3 ft. sand filter. The existing septic tank is to be excavated to verify its integrity. If of poor integrity, the tank is to be replaced (a 1250 gallon septic tank/lift station unit is recommended as opposed to a separate l000 gallon septic tank ai ft station).The existing leachfieldis to be abandoned in place. 2.
