We opened permit OSP 171341 for a new trench,after the existing trench filled with water. Due to the difficulty of adding in a lift station, however, we decided to design a curtain drain to intercept water runoff from uphill and lower the groundwater. However, during construction of the curtain drain, we found the previously permitted septic bed. After discussions with your office,we were able to re-activate the bed.We verified the dimensions, added in cleanouts and monitoring tubes,and connected it back to the existing Advantex tank with a flow splitter valve that will enable switching between the two systems. However, this previously-permitted field is not located with standard separation distances. We would like to request official waivers for these separations. First, the field is only about 15' away from the top of the steep slope on the property. This was never addressed during the original permitting and construction of the bed. In any case, there are several mitigating factors. One is that the steep slopes are naturally vegetated, with plants, brush, organics, and even trees. This vegetation will help slow and even filter effluent if any of it nears the surface of the slopes. Second, the system is an Advantex system, which prQvides significant treatment of the effluent. Finally, the slopes are entirely on property, with no structures or living space downslope. While there is an outfall from the storm drain along Rabbit Creek Rd, which empties into Elmore Creek,it is greater than 50' away from the bed.As this bed operated for years without causing any evident problems with contamination, there is no additional threat to health and safety in re-activating it with a new Advantex system. Second,this field is only 7.5' away from the other existing trench. Again, this was not addressed during the construction of the second trench.However,both fields are very shallow-the bed is 4.5' to the bottom,and the trench is 2.5'.The effective depths are only 0.5' for each.There is very little chance that the effluent will migrate 7' horizontally from one bed to the other,with only 2' vertical separation between the two. While this bed was discovered during the construction of the curtain drain, the soil was replaced and compacted, and the drain re-routed to be 10' away from the bed. Therefore, we are requesting waivers for the 15' separation of the bed to steep slopes, and the 7' separation between the two fields. Box 196650 Anchorage, Alaska 99519 Subject: Lot 3A, Block 2 Eagle Brook S/D , No. 2 Septic System Replacement Permit Request Gentlemen: My firm was contacted to a Health Authority Approval of the septic system serving this lot. The existing trench was inundated with liquid when I arrived. The system is in failure. A single test hole was excavated on June 12, 2002 on the lot. The soils report and a percolation test result is attached. Ground water was monitored for seven days. No bedrock was encountered in the test hole. Ground water was encountered in the test hole at a depth of eight feet and monitoring to a depth of seven feet on June 19, 2002. Seeps were noted at a depth of seven feet. This depth will be used for the design water table. An Advantex AX20 Septic System will be installed as the upgrade system. The lot is approximately 21,538 square feet in size. Lot 3A slopes to the south at approximately 1-2 percent in the area of the test holes, and then steepens to approximately 10 percent on the southern portion of the lot. A drainage ditch flows along the west property line. The 100' creek set back will be staked and maintained. The existing septic tank will be abandoned. The proposed installation will be located on the eastern portion of the lot. The lot is served by a private well. The proposed location is greater than 100 feet away from existing & neighboring wells and 25 feet from the water service lines. The surrounding wells are located greater than 200 feet from the proposed installation. The proposed installation will not affect the future development of the surrounding or existing lots. At that time no ground water was observed in the test hole. A water monitor pipe was installed prior to backfill of the test hole. The pipe was rechecked April 19, 1983 (six days later) and ground water was found to exist at --14:5 feet.-, During 1983, the ground water monitor procedure came into effect. In the 'Procedures, Soils and Percolation Testing' (received*by this office May 5, 1983), items 9, 17, and 18 address ground water monitoring, pipe installation, etc. However, the purpose of the monitoring was outlined for platting submittals. These regulations specified observed or suspected ground water at depths of 12 feet or less. Such is not the case with this particular soils test. No ground water was initially observed, but ground water was recorded at 14.5 feet M2 feet). When the ground water monitoring was being implemented by DHEP, this office anticipated the application to individual lots. Although the water monitoring was not performed according to Ways procedures (specifically — 7 days), at the time of the soils test it was performed in advance of the regulations. To whom it may concern: The subject lot has a 4 -bedroom house on it, which is served by a private well and septic system. The septic system consists of an Advantex treatment system and •a drainfield that were both installed in August of 2002. The Advantex system consists of a 1500 -gallon fiberglass tank and an AX -20 pod. The drainfield is a 5 -foot wide trench that is 40 feet long with 0.5 feet of effective. Per the request of the property owner we performed an evaluation of the septic system following a determination by Cindy Ellis, P.E. that the septic system was failed. The results and analysis of her evaluation are attached with this report. After reviewing Ms. Ellis data and performing our own field evaluation we have concluded that the septic system is functional and meets the absorption requirements for a four (4) bedroom residence. The following is a summarization of our evaluation/findings: ►i►►ii#4##i##►i►i#►4#/##i####i4►4♦i4##i####i#►i#ii#t#►ii#ii#i►►i►ii####i4i4►ii NVatkins Engineering (Cindy Ellis, P.E.) Findings: Ms. Ellis performed a well flow test and a septic adequacy on October 28, 2004. As can be seen from her report (copy attached), upon initial inspection it was noted that there was 4.5 inches of liquid in the drainfield monitoring tube. She then proceeded to add 64 gallons of water to the field, over a period of 43 minutes, which caused the liquid level to rise 1.5 inches. It was noted that water rose to 6 inches in the drainfield and was present in the drainfield cleanouts. It was also noted that water was backing -up into the Advantex tank. Based upon this information she deemed the system to be failed. Ms. Ellis, then met with Anchorage Tank and Welding, Inc., and their service provider, A+ Home Services, to evaluate the system, at which time they dug shallow test holes with a post hole digger, it is assumed to monitor for groundwater. Supposedly, these borings (dug with a post hole digger) provided information that lead them to believe that groundwater is only 32 inches below the ground surface. There are several concerns that I have with this assessment, and they are summarized as follows: 3701 E. The pore space in the drainrock will hold approximately 42 gallons of water per inch of depth and the entire 6- inch effective depth will hold only about 250 gallons. Because of this, it is physically impossible for the drainfield to handle a surge load of 600 gallons and the water level remain below the invert of the drainpipe. With the system operating at a depth of 4.5 inches, as it was when Ms. Ellis arrived, it was theoretically capable of accepting only about 63 gallons of water (64 gallons was what Ms. Ellis introduced) before the liquid level reached the invert. This is to be expected. An Advantex drainfield is typically sized to accommodate flow intermittently dosed to it in small amounts. In this situation, water should have been introduced until the system was 100% full (at the top of the drainpipe and not the invert) and then allowed to recover below the invert. The system should have been filled again and allowed to recovery. This process should have been performed repeatedly until 600 gallons was absorbed in a 24-hour period. In short, Ms. Ellis's assessment that the drainfield was failed, because the introduction of 64 gallons of water caused it to rise 1.5 inches, and reach the lateral of the drainpipe, is unfounded. In short, she failed to take into consideration the very limited surge capacity of a small drainfield that is designed to be dosed intermittently. 2. Ms. Ellis determined that water was backing-up into the Advantex tank when there was only 6 inches of water in the drainfield. Based upon our field measurements (taken with a surveyors level), there is an elevation difference of 16.32 inches between the invert of the "stinger" in the Advantex tank and the bottom of the monitoring tube in the drainfield. In short, Ms. Ellis would have had to rise the water level another 10 inches before it could have backed-up into the Advantex tank. What she probably heard was water enter in the tank from the trickling filter pods after a recirculation cycle. In short, the drainfield was not backing-up into the Advantex tank. 3. Utilizing open holes, dug with a post-hole digger, can be an unreliable method of establishing groundwater levels. What would be expected is for water from the wet surrounding organic soils (often saturated from rainfall or snow melt) and surface runoff to pool in tight soils (GM/ML) encountered in the open hole, creating the impression that groundwater has been encountered. Based upon our calculations, the liquid level in the operational drainfield, on the day of Ms. Ellis test was 39.5 inches below post construction grade, and the water level she found in the post hole/s was 32 inches below grade. It is physically impossible for the water level in the drainfield to be lower in elevation that the surrounding "groundwater". During our site visit on 11/3/04 we were only able to find one of the post holes, and determined that the liquid level in the hole was 3 inches higher than the elevation of the first clean-out in the drainfield, which was completely dry. Steve Pannone, P.E, did the soil testing for the drainfield design. He monitored for groundwater on June 19, 2002 at 7 feet below grade (pre-construction). The design was limited to a depth of 32 inches below original grade. Also attached is with this report is past soils logs which show groundwater deeper than Pannone's 6/19/02 groundwater monitoring. The location of these test holes is noted on an attached drawing. Further information regarding the groundwater levels can be derived from Pannone's 10/3/99 septic test report in which he noted that the drainfield was 57 inches below grade and only had 3 inches of standing water in it. It is unknown whether the liquid was groundwater or septic tank effluent (it is reasonable to assume that it was septic tank effluent), but it does serve as confirmation that groundwater was at least 54 inches below grade at that time (close to seasonal high groundwater... mid- 3701 E. Short of installing legitimate groundwater monitoring tubes, it is reasonable to assume that the monitoring tubes installed by Steve Pannone, P.E. and Leroy Reid, P.E are more reliable indicators of groundwater that shallow open post holes. Findings: On November 3, 2004, prior to our test, 4.5 inches of water was found in the monitoring tube. A total of 293 gallons was added to one of the cleanouts, which caused the liquid level to rise 5.5 inches, to a total depth of 10 inches. The system was then allowed to rest for 204 minutes, during which time the liquid level dropped 1.5 inches. An additional 256 gallons was introduced, which inadvertently caused the liquid level to rise to a total depth of 13 inches (surcharging the system by 3 inches). The water was then shut-off and the system was then allowed to absorb overnight. Upon arrival the next morning, the liquid level was found to be at 4.5 inches (the same level prior to starting the test). Based upon our calculation, the absorption rate was over 600 gallons per day. However, to confirm our findings, an additional 283 gallons was added to then system, which again caused the liquid level to rise 5.5 inches to a total depth of 10 inches. The system was checked 316 minutes later and the liquid level had dropped 3 inches, indicating an absorption rate of 0.49 gpm. The level in the drainfield was also checked the next day, 1251 minutes alter we stopped introducing water and the liquid depth in the drainfield was 3 inches, which was 1.5 inch lower than the starting point of the test. Based upon this data, we have determined the absorption rate to be greater than 600 gallons per day. It should be noted that cleanout #1 was found to have settled 0.21 feet and cleanout #2 had settled 0.05 feet from the elevations shown on the 2002 Steve Pannone, P.E. inspection report. In addition, we had the fiberglass Orenco tank pumped to confirm that it was not taking on groundwater. Based upon our readings, we did not find a rise or drop in the tank level in over a 3.5 hour period and only a 3.5 inch rise over night with normal usage on the system. In preparation for the sale.. We ran a flow test on the well and attempted a septic adequacy test on October 26, 2004. The well flow was adequate for a 4 bedroom house, but the septic system will require an upgrade. Details of the tests and expected costs of a septic upgrade are provided below. Please oats me at 349-1851 If you have any questions. Well Test The well flow test was conducted on October 28, 2004. According to the well log, the well was drilled and completed on October 17, 1984 to a depth of 127 ft. The initial production rate was 20+ gallons per minute (gpm). During our test, the initial static fluid level was at 26 ft. It dropped to 47 ft over the course of the test. Total production from the well was 1147.6 gallons over 107 minutes, which yields a rate of 10.7 gpm. This exceeds the requirement of 0.42 gpm for a 4 bedroom house. The MOA code requirements for private wells were checked, and only one item needs attention. The conduit on the well pump wiring Is too short to fully protect the wires, and must be lengthened. Septic Adequacy Test The septic system consists of an AdvanTex wastewater treatment tank and a 5 ft wide, 40 ft long, 6 inch effective depth drainfieid, installed in August 2002 Initially, the water level In the drainfield was 4.5 Inches (out of 6 Inches). With the addition of 64 gallons of water, the drainfield was full, with water showing in the cleanouts, and a final water level in the monitoring tube of 6'. This Indicates that the drainfield has failed. Personnel from Anchorage Tank & Welding (distributor of the AdvanTex) and Aa Home Services (who maintains the AdvanTex system), were notified of the falure of the drainfield. They Immediately came on site, checked the equipment, and determined that K Is operating correctly. We then dug two email Kalea about 6 ft and 15 ft from the drainfield, and found high groundwater. The high groundwater is believed to be the cause of failure of the drainfield. In order to upgrade the septic system to operate properly, a new dralnfield will be required. The bottom of a drainfield Is required to be 4 ft from the seasonal high groundwater level, to prevent contamination of the groundwater. Water In the existing drainfleld Is currently at 32 Inchas (2.67 ft) below ground surface. Thus, to achieve a 4 ft separation, the drainfieid must be mounded above the current ground level. The tank was found to have 4 feet of cover. Liquid depth %vas measured to be 10 Inches. The drain field %-,ms found to have 36"+ of cover and a total depth of 46 to 57 inches'. There was 2 to 3 inches of liquid measured in the field's monitor tubes (two monitor tubes were found.) Water was added at a rate of 5.3 gallons per minute. Liquid depths were measured in the two monitor tubes. The Iiquid level rose one inch in both monitor tubes with the induction of 624 gallons of water into the bed. Water levels were measured for a 24-hour period. The liquid levels returned to the original levels before adding the water. Note: 1) A low spot was noted between the septic tank and the bed. This low are is approximately 15 feet long. 2) A drainage ditch containing runoff was measured to be 91.1 feet from the septic tank's clean out. 1 am informed that this ditch is a runoff ditch and is dry during periods of no rain. A well flow test was conducted in conjunction to testing the septic system. The static water level was found to be 12 feet below the top of the casing. Water was pumped from the well at a rate of 5.3 gallons per minute (GPM). The static water level dropped to a depth of 26 feet from the top of the casing. This well is able to produce greater than 5.3 GPM. Water samples were taken to test the water for Bacteria and nitrates. No bacteria or nitrates were measured. The results are attached. Note: The wires at the base of the well need to be covered with soil. TEST RESULTS: This system meets the code and operational requirements of the Municipality of Anchorage. In conducting an adequacy test, I attempt to provide a thorough, conscientious engineering analysis of the system in accordance with the MOA Health Authority Approval Guidelines. The reported results describe the performance of the system under the conditions encountered at the time of the test, and separation distances measured to readily identifiable features. The operational life of all wells and septic systems depend on the local soil condition, ground water levels that may fluctuate during the year, and the water usage of the family being served by the system. These conditions are outside the control of the evaluator of this system. All systems eventually fail and satisfactory test results do not guarantee future performance of the system, nor do they guarantee that there are no hidden defects or encroachments. We can therefore not give any estimate of how long the system will continue to meet the operational requirements of the Municipality and State. During a recent Health Authority Investigation, it was discovered that the septic tank was located approximately 91 feet from a drainage course that was full of water at the time of the investigation (the distance was measured from the tanks first clean-out to the nearest edge of the water). Your investigation concluded that the drainage met the ADEC's definition of a surface water flow, since water was flowing in the drainage course after several days of no precipitation. I am requesting a separation distance waiver be granted from 100 feet to 85 feet. Based on the topography of the lot, any sewage that might escape from the septic tank will have to travel over 100 feet before it encounters the surface water. See the attached drawing showing the expected path of any potentially spilled sewage. The 91 feet was measured due west of the septic tank. The topography of the lot slopes to the southwest. Spilled sewage would have to flow over an embankment, through dense undergrowth and alders before it enters the surface water. The surface water flows in a southerly direction, until it is about due west of the septic tank. From there, the surface water turns west and continues southwest until it encounters the Rabbit Creek Road drainage system. Sewage that might be released from the septic tank would have to travel overland well over 100 feet before it encountered the surface water. 1 feel that granting a waiver to 85 feet will not endanger the water quality of the surface water.
