Septic System Permit Upgrade Request
Ladies and Gentlemen:
I am writing to request a permit to construct an upgraded septic system be issued for this property. The
proposed systems will serve an existing five-bedroom house. Currently the lot is developed. The lot is
served by a private well. The existing bed was designed for a four-bedroom house and is in failure and shall
be abandoned per code. A new drain field will be installed south of the existing bed and will be sized to
handle a five-bedroom waste stream. The surrounding developed lots are served by private wells. The wells
are located over 100 feet from the proposed soil absorption system.
1. Soils. One test hole was excavated by Pannone Engineering Service in August of2011. See the soil
log attached. Ground water was monitored for seven days. No ground water was monitored to a depth of
nineteen feet (19') below ground level after the monitoring period. Bedrock was not encountered in the test
hole. It is my opinion, based on the results of the percolation tests and overall soils appearance; an
application rate of 0.8 gallons/day/square feet should be used, using a conventional wastewater treatment
system.
Soil Absorption System Design.

3. Surface Water: There is no surface water within 100 feet of the proposed septic tank and the
proposed drain field. The proposed drain field upgrade will maintain at least 100 feet from all surface water
and drainage ditches.
4. Topography: The average topography in the area of the proposed septic system is approximately 10
to 12 percent based on the survey information in the area of the septic system. There are no steep slopes
downhill of the proposed drain field.

5. Drawing Markings: The Drawings are marked "For MoA Review Only". When written notification
that the review is complete and that there are no further comments is received from MoA On-Site
Department, the note will be removed and "Issued for Construction" drawings will be issued.
The proposed installation will not affect the future development of the surrounding or existing lots. There
are no wells within 100 feet of the proposed septic location.

Septic Tank Replacement
Dear Reviewer:
A condition of the Health Authority Approval issued for the four-bedroom home on the subject
lot in December of 1999 was to install a 1,250 gallon septic tank to replace the existing 1,000
gallon tank. A permit to complete the replacement was issued on December 29, 1999 with
construction to take place in the spring. The title for the property was then allowed to
transfer.
Actual construction to replace the tank took place on July 20, 2005. All work was coordinated
by the previous owner, Earl Rinio, with very little notification to the current owners, Erik and
Lisa Maurer. Unfortunately, the contractor did not request inspections of the tank installation
and no as-built of the work was ever filed.
We recently completed an inspection of the installation and completed the attached
inspection report. The tank was installed in accordance with Municipal requirements as
shown on the attached drawings. We hereby request the inspection report be approved as
submitted.

Impacts to Adjacent Properties
Dear Onsite Services Engineer:
The owner of Tract B, Block 2, Knoll on the Wold Subdivision intends to sell his four
bedroom home located on the property. The house is currently served by an undersized
1,000 gallon septic tank which has apparently settled and is now between 3" and 5"
lower than the piping in the absorption bed. The new tank will be placed to provide a
minimum of 2% fall from the tank to the field. The existing bed was constructed to
dimensions required for a four bedroom home and is currently functioning adequately
based on a recent field test.
The work to replace the existing septic tank will take place in the Spring of 2000. A new
owner will be in the house at that time. We are therefore requesting a conditional
Health Authority Approval be issued along with the permit to replace the septic tank.
The HAA should be issued contingent upon replacement of the septic tank and the
relocation of the monitor tubes in the bed to the bottom of the drainfleld reck. The tubes
were either placed too shallow or have become filled with debris since their odginal
placement. The distribution piping in the field appears to be out of level also. These
lines will be thoroughly checked during the placement of the new tank and, if
necessary, releveled. Sufficient funds to cover the cost of the aforementioned work
have been escrowed to allow the house closing to proceed.
The ground surface in the area of the tank replacement is fairly fiat. The sewer service
line from the house, however, falls at a rapid rate. Cleanouts are located in the line
between the house and the septic tank to allow for line cleaning if necessary..
If the system is constructed in accordance with our design the following statements
apply:
The system, if constructed as designed, will have no adverse impact on the wells
in the area or those to be constructed in the future.
2. The system, if constructed as designed, will have no adverse impact on existing
septic systems in the area or those to be constructed in the future.

space, either surface or subsurface, on any lots located in the area.
The system, if constructed as designed, will have no adverse impact on drainage

CONSTRUCTION AND MATERIAL SPECIFICATIONS
SUBJECT: TRACT B, BLOCK 2, KNOLL ON THE WOLD SUBDIVISION
GENERAL:
The scope of this project includes the removal and disposal of the
existing 1,000 gallon septic tank. It will be replaced by a new 1,250
gallon septic tank. Work also inclUdes resetting of the mon!tor tubes in
the absorption bed to the bottom of the drainfield rock. Ex~sting piping
in the bed will be checked for level and, if necessary, releveled to a
uniform grade.
Construction shall be in accordance with the approved site plan,
design drawings, Municipal Permit with any special provisions or
conditions, and all applicable State and Municipal Wastewater
Disposal Regulations.
The Contractor shall be responsible for obtaining all underground utility
locates and for the layout of the septic system and verification of the
location of all lot lines.
Unless specifically agreed otherwise, the contractor shall be
responsible for final grading areas subsequently depressed from soil
settling. Property owner shall be responsible for revegetation of
affected areas unless specifically agreed otherwise.
Contractors installing wastewater disposal systems must be certified
by the Municipal Department of Health and Human Services for
system installations. Owners installing their own systems must receive
prior approval from D.H.H.S. before beginning system installation.
SEPTIC TANK INSTALLATION
The new 1,250 gallon septic tank will be constructed a minimum 100'
from the well on the property. Elevation of the tank will be determined
based on field measurement of the existing piping in the absorption
bed. The line from the tank to the field will have a minimum 2% down
hill grade. The existing 1,000 gallon septic tank will be either crushed
and buried on site or removed from the site and disposed.
A septic tank is to be constructed by a certified septic tank
manufacturer. Construction shall include two 4" cleanouts for pumping
access.
3. The septic tank shall be sufficiently bedded to prevent settling or
shifting of the tank.
4. All standpipes on the septic tank shall extend a minimum of 12 inches
above final grade.
5. Tanks installed without 4' of cover shall have a minimum of 2" of direct
burial insulation.

6. A foundation cleanout shall be installed one to four feet from the
building foundation. Two cleanouts are required between the tank and
the drainfield.
7. Final grading over the tank shall be such that a positive slope exists
away from the septic tank.
DRAINFIELD CONSTRUCTION:
1. The drainfield shall be constructed to the dimensions shown on the
design. The bottom of the trench shall be within 2" of level.

Distribution piping must be placed level with perforations down atop a
level bed of drainfield reck. Rock should then be placed over the pipe
to provide a minimum of 2" of cover.
3. A silt barrier or geotextile fabric must be placed between the drainfield
reck and the natural soil backfill.
4. Monitor tubes must be 4" in diameter and installed at the locations
shown on the design. The portion below ground must be perforated.
Contractor shall verify the septic tank and drainfleld are a minimum
100' away from any private water wells in the area, 150' from a Class
"C" Well or 200' from any community well.
Direct bury insulation must be placed over the distribution system if
less than 3' of backfill depth is available. Finish grade over the trench
must be mounded to prevent settlement or depressions.
7. Grade area surrounding the absorption trenches to drain away.
A minimum 2' of accepting soil is required below the drainfield rock for
a 5' wide trench. Contractor shall verify this condition prior to
placement of the reck. All pockets of unacceptable materials must be
removed and replaced.
MATERIAL SPECIFICATIONS:
1. Septic tanks must be constructed by a Municipally approved septic
tank manufacturer.
2. The following pipe materials are approved for use in septic system
installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated
and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and
ASTM D2662 or A.B.S. (perforated and solid).
3. Insulation shall be at least 2" thick extruded direct burial polystyrene
(Dow Chemical Co. Styrofoam HI or equal).
4. Septic tank inlets and outlets shall be fitted with watertight couplings
(Caulder, Femco, or equal).

5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed
between the final drain rock layer and the native soil layer.
6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing
the #200 sieve.
INSPECTIONS:
A minimum of two inspections are required by Municipal Ordinance.
These inspections must be conducted under the supervision of a
professional engineer registered in the State of Alaska. The first
inspection must be conducted after the excavation of trenches, beds or
pits and before the installation of any gravel. A septic tank may be set in
place, but may not be backfilled.
The second inspection must be conducted after the placement of the
geotextile fabdc, gravel, distribution piping, standpipes, cleanouts and
insulation. No backfill should be in place at the time of inspection.
Contractor shall provide a copy of all field survey layout and construction
notes for use in preparing the certified as-built of the completed system.

Dear Mr Roth;
The referenced lot is currently undeveloped. Unsubdivided
land is on the west and south while Basher Dr. runs along the
northwest property line.
The lot across Basher Dr. is shown on the site plan and it's
well is at roughly the same elevation as the proposed septic system
for TR. B. Tract B slopes steeply from the east line to the middle
of the lot. The west half of the lot was minor drainage channel
until a parking pad was built years ago. That pad accounts for the
fill of TH S and effectively rerouted any drainage away from the
lot center. The new drainfield area will be mounded to continue
that diversion.
Based on current regulations, the proposed development should
not cause any problems with adjacent lots.
