Dear Mr. Goodall:
We are in receipt of your telephone directive of August 31, 2005 (inspection letter request) and email of
September 8, 2005 regarding the status of the septic designs on the referenced properties. This letter has been
prepared in response to your determination.
Mr. Ken Lang, R.L.S. the project survey and I trade a site visit on Thursday evening September 8, 2005 to
establish the exact locations of the septic systems designed for Lots 9, 10, and 11. These locations were
surveyed as shown on our design documents. We have determined that the accepting soils used in our designs
are in fact still in place. Soil percolation tests were done at depths of 4.5 to 5.5 feet and all resulted in a rate of
less than one minute per inch. You will note that the proposed systems are located near the fronts of the lots at
9 and 10 (soil in place) and to the rear at Lot 11 where soil was removed (4 to 6 feet). The existing soil surface
(sandy gravel) would be the approximate bottom of the sand filter bed where the percolation test was done.
Similarly, the same condition at Lots 9 and 10 (excavated partially at 4 to 5 feet) exists. Septic systems had to
be located in these areas due to slope conflicts in the rear of the properties and protective well radii. Septic
locations are very limited and digging new test holes will destroy additional septic area. Test pits for this work
were dug to depths of 15 to 17 feet, no ground water or impermeable layers present. The well logs for Lot 9
and 10 shows sand /gravel to depths of 35 and 41 feet with static water levels at 185 and 175 feet, respectively.
The Lot 11 well was drilled in 1965 with the current static water level at 173.6 feet. Geologically, the near
surface soil at the lots is homogeneous and consistent over the first 35 feet with no groundwater or
impermeable layers. Note aquifer testing was done in the subdivision development/approval process for which
the MOA has this documentation (Aquifer Test Report, dated April 4, 2005 by Anderson Engineering).
The designed system locations will be re-established by survey prior to construction. Construction of the piping

and beds will be difficult in that the upper 4 to 5 feet of backfill soil is gone. The sand filter can be placed
directly on the natural sandy gravel and the total installation (piping, bed, tank) protected with a fine soil
bedding/padding adequately compacted. Bed accepting soils will be verified and re -percolated if necessary and
the whole backfilling operation closely scrutinized by our engineering stall. We understand that the contractor
plans to use the sandy gravel embankment material in the rear of the properties for final grading to the required
cover depths of our design.
We hope that the foregoing will reverse your determination on the referenced septic systems. Please do not

Dear Mr. Cross:
The referenced property represents an undeveloped 40,367 square foot parcel. The proposed four (4)
bedroom, single family dwelling is shown on the attached site plan, Plate 2. Our design data is
summarized in the following dialog.
1. SOILS: Attached is a copy of the soil log/percolation test data and Site Plan. The log
documents a Sandy Gravel (GP) with Silt soil profile to a depth of 13 feet below the
ground surface. No water table was encountered with monitoring through 9/28/04.
The receiving soil has a percolation rate less than one (1) minute per inch. A filter
sand is required to slow the absorption rate.
2. BED DRAIN FIELD DESIGN:
a. Percolation Rate: greater than 1 minute per inch with filter sand (CPP Palmer, T &
J Services Wasilla).
b. Allowable application Rate: 0.7 gallons/day/fl 2
c. Number of Bedrooms: 4.
d. Design Flow: 600 gallons per day (at 150gallons/bedroom).

3. SURFACE WATERS:
There are no surface waters within 300 feet of the proposed septic system. There are
no streams or drainages on the property.
4. TOPOGRAPHY:
The septic site slopes to the north at 3 to 5, percent. No 25% slopes exceeding in the
immediate area.
5. IMPACTS:
On the basis of our site visit and the available site information, there are no current
well and septic developments within 100 feet of this system. Accordingly, there will
be no adverse impacts on adjacent wells or septic systems of adjacent lots when built
as designed.
6. WELL and SEPTIC INSTALLATION:
The well installation was completed March 1, 2005 by Sullivan Water Wells (copy of
well log attached). The septic system designed herein shall be constructed in
accordance with the most recent AMC 15.65 by an approved septic system installer.
The installations shall be completed in accordance with the requirements of the On
Site Well and Septic Permits. The overall Eaton Park development plan has already
been submitted to DHHS but a copy is attached for information.

The Environmental Protection Agency (EPA) has established a maximum
contaminant level (MCL) of 10.0 mg/L for public drinking water systems. While
private wells are not subject to this regulation, EPA standards are based on existing
health information and can therefore be used to gauge the relative quality of water
from private wells. Since nitrates are known to slowly increase, we recommend
you monitor the water quality. Please see the attached "Nitrate Fact Sheet" for
important information regarding nitrate.
This advisory must be attached to all copies of the subject Certificate of On -Site
Systems Approval.

From Northern Testing Laboratories, Inc.
Nitrate is a negatively charged compound of nitrogen and oxygen, which is very soluble in water. Nitrate
is not readily filtered or otherwise removed in the soil and can pass rapidly into ground water wells.
SOURCE: Nitrate is a major component of fertilizer and wastewater. Often the nitrate is in the form of
ammonia or protein first, which through contact with oxygen and certain bacteria, converts to the
oxidized form known as nitrate. Sources of nitrate from wastewater include urea, ammonia cleaners,
food solids, and bacterial cells. It may also result from the breakdown of organic matter buried in the soil.
TOXICITY: Nitrate is generally not toxic to adults or children over the age of two or three years, but is
associated with a potentially fatal infant disease called methemoglobinemia. In the digestive system of
young children, nitrate converts to nitrite, which can pass through the intestinal wall into the blood
stream. There it combines with the hemoglobin and interferes with the ability of the blood to carry
oxygen. For this reason, methemoglobinemia is referred to as "blue baby" disease. The EPA limits the
concentration of nitrate in public drinking water supplies to 10 mg/L. The standard has been lowered
from a previous level of 45 mg/L set by the US Public Health Service and the World Health Organization.
TREATMENT: due to its solubility in water and negative ionic charge, filtration and other common home
water treatment systems such as softening or iron filtration does not readily remove nitrate. The best
method for limiting nitrate in well water is source control. This can include avoiding overdosing of
fertilizer near the well and maintaining good separation distances between septic tank leach fields and
the well. A special anion exchange filter that contains a media with a strong affinity for negatively charged
ions in water, or by a reverse osmosis treatment system or distillation can remove nitrate.
TESTING: Nitrate analysis is usually done by one of the several "wet chemical" methods using a
spectrophotometer to read the final color endpoint. Specific ion electrodes also can be used to detect
the activity of nitrate in water. This laboratory uses several different wet chemical methods approved
under the public water supply laboratory certification program. They also have test kits available, which
the laboratory uses to perform an inexpensive "screening test", and with which the homeowner can
monitor the change in nitrate levels from their well. They recommend comparing the test kit results
against a certified analysis from the lab occasionally to verify the accuracy of the kit. We recommend
using a specially prepared bottle that has been rinsed in hydrochloric acid for collecting samples.
