Septic System Design and Permit Application
Impacts to Adjacent Properties
Dear Onsite Services Engineer:
The owner of Lot 8, Block 3, Tonjess Estates Subdivision intends to construct a three-
bedroom home on the currently vacant lot. We are therefore applying for a permit to
construct a new septic system on the lot to serve the new home. The attached Site
Plan and backup documentation identify the location and configuration of the new
septic system and the parameters used in the design. It also shows the location of the
alternate site and the existing well on the lot. A second dry well will be removed during
development of the lot. The location of the well casing is also shown on the Site Plan.
Several test holes have been placed on this lot over the past years. All of these holes
reveal well to poorly graded gravels with percolation rates under 5 minutes per inch.
Two test holes were recently placed on the lot at the locations shown which indicated
similar well to poorly graded gravel to depths of 17'. No groundwater was noted in
either test hole during excavation or during the monitoring period. We are therefore
proposing to place a 3' wide by 40' long absorption trench with 5' of drain field rock
beneath the distribution pipe. The pipe will be placed at 3.5' below the existing ground
surface and the total depth of the trench will be 8.5'. A minimum of 3' of cover will be
placed over the trench to prevent frost penetration and possible freezing.
The ground surface on the lot slopes as shown on the attached Site Plan. The area for
the new absorption trench, however, is fairly flat. The new trench will be constructed
parallel to the contours of the surface in conformance with Municipal requirements.
Grading will be accomplished to assure surface drainage is away from the new trench.
The existing drainage pattern on the lot will not be affected during development.
If the system is constructed in accordance with our design the following statements
apply:
The system, if constructed as designed, will have no adverse impact on the wells
in the area or those to be constructed in the future.
2. The system, if constructed as designed, will have no adverse impact on existing

septic systems in the area or those to be constructed in the future.
3. The system, if constructed as designed, will have no adverse impact on reserve
space, either surface or subsurface, on any lots located in the area.

patterns in the area. The current drainage pattern will be maintained.

ON-SITE WASTEWATER DISPOSAL SYSTEM
CONSTRUCTION AND MATERIAL SPECIFICATIONS
SUBJECT: LOT 8, BLOCK 3, TONJESS ESTATES SUBDIVISION
GENERAL:
The scope of this project includes the procurement and placement of a
new 1,000 gallon septic tank at the location shown on the site plan.
Work also includes the construction of a new 40' long X 3' wide X 5'
effective depth absorption trench at the location shown. The
distribution line in the trench will be placed at 3.5' below the existing
ground surface. Total depth of the trench will be 8.5' below the
existing ground surface. All components of the septic system must
be placed a minimum of 100' from the existing well on the lot and on
the adjacent lot.
2. Construction shall be in accordance with the approved site plan,
design drawings, Municipal Permit with any special provisions or
conditions, and all applicable State and Municipal Wastewater
Disposal Regulations.
3. The Contractor shall be responsible for obtaining all underground utility
locates and for the layout of the septic system and verification of the
location of all lot lines.
4. Unless specifically agreed otherwise, the contractor shall be
responsible for final grading areas subsequently depressed from soil
settling. Property owner shall be responsible for revegetation of
affected areas unless specifically agreed otherwise.
5. Contractors installing wastewater disposal systems must be certified
by the Municipal Department of Health and Human Services for
system installations. Owners installing their own systems must receive
prior approval from D.H.H.S. before beginning system installation.
SEPTIC TANK INSTALLATION
A new 1,000 gallon septic tank must be be procured from an approved
source and installed at the location shown.
2. A septic tank is to be constructed by a certified septic tank
manufacturer. Construction shall include two 4" cleanouts for pumping
access.
3. The septic tank shall be sufficiently bedded to prevent settling or
shifting of the tank.
4. All standpipes on the septic tank shall extend a minimum of 12 inches
above final grade.
5. Tanks installed without 4' of cover shall have a minimum of 2" of direct
burial insulation.
6. A foundation cleanout shall be installed one to four feet from the
building foundation. Two cleanouts are required between the tank and
the drainfield.

7. Final grading over the tank shall be such that a positive slope exists
away from the septic tank.
DRAINFIELD CONSTRUCTION:
1. The drainfield shall be constructed to the dimensions shown on the
design. The bottom of the trench shall be within 2" of level.
2. Distribution piping must be placed level with perforations down atop a
level bed of drainfield rock. Rock should then be placed over the pipe
to provide a minimum of 2" of cover.
3. A silt barrier or geotextile fabric must be placed between the drainfield
rock and the natural soil backfill.
4. Monitor tubes must be 4" in diameter and installed at the locations
shown on the design. The portion below ground must be perforated.
5. Contractor shall verify the septic tank and drainfield are a minimum
100' away from any private water wells in the area, 150' from a Class
"C" Well or 200' from any community well.
6. Direct bury insulation must be placed over the distribution system if
less than 3' of backfill depth is available. Finish grade over the trench
must be mounded to prevent settlement or depressions.
7. Grade area surrounding the absorption trenches to drain away.
8. A minimum 2' of accepting soil is required below the drainfield rock for
a 5' wide trench. Contractor shall verify this condition prior to
placement of the rock. All pockets of unacceptable materials must be
removed and replaced.
MATERIAL SPECIFICATIONS:
1. Septic tanks must be constructed by a municipally approved septic
tank manufacturer.
2. The following pipe materials are approved for use in septic system
installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated
and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and
ASTM D2662 or A.B.S. (perforated and solid).
3. Insulation shall be at least 2" thick extruded direct burial polystyrene
(Dow Chemical Co. Styrofoam HI or equal).
4. Septic tank inlets and outlets shall be fitted with watertight couplings
(Caulder, Femco, or equal).

5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed
between the final drain rock layer and the native soil layer.
6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing
the #200 sieve.
INSPECTIONS:
Municipal Ordinance requires a minimum of two inspections. These
inspections must be conducted under the supervision of a professional
engineer registered in the State of Alaska. The first inspection must be
conducted after the excavation of trenches, beds or pits and before the
installation of any gravel. A septic tank may be set in place, but may not
be backfilled.
The second inspection must be conducted after the placement of the
geotextile fabric, gravel, distribution piping, standpipes, cleanouts and
insulation. No backfill should be in place at the time of inspection.
Contractor shall provide a copy of all field survey layout and construction
notes for use in preparing the certified as -built of the completed system.

Dear On Site Services Engineer:
The terrain of the subject lot slopes as shown on the attached site plan
with no drainage problems or surface water. The drainage pattern will not
be affected by the development of the lot. Gravelly soil was found on the
lot with no subsurface water. Conditions appear excellent for an onsite
system. All existing wells located within 100' of the proposed system will
be abandoned in accordance with Municipal and A.D.E.C. Regulations prior
to placement of the new septic system. If the system is constructed as
designed, the following statements can be made:
1. The system, if constructed as designed, will have no adverse impact
on the wells currently in use or those to be constructed in the future.
2. The system, if constructed as designed, will have no adverse impact
on existing septic systems in the area or those to be constructed in
the future.
3. The system, if constructed as designed, will have no adverse impact
on reserved space, either surface or subsurface, on any lots located in
the area.
4. The system, if constructed as designed, will have no adverse impact
on drainage patterns in the area.

engineer registered In the State of Alaska. Certificates of Health Authority Approval are required for the transfer

In conducting this evaluation, AKW WC, Inc. attempted to provide a thorough,
conscientious engineering analysis of the system in accordance with ADEC and MOA
DSD Guidelines 8 Regulations. The reported results described the performance of the
system under the conditions encountered at the time of the test, and separation
distances measured to readily identirtable features. The operational life of all wells and
septic systems depend on the local soils condition, groundwater levels that may
fluctuate during the year, and the water usage of the family being served by the system.
These conditions are outside the control of the evaluator of the system. Satisfactory test
results do not guarantee future performance of the system, nor do they guarantee that
there are no hidden defects or encroachments. AKW WC, Inc. can therefore not provide
any warranty or future estimate of how long the system will continue to meet the
operational requirements of the ADEC or MOA DSD. The content of this report Is for

To whom it may concern:
The subject lot has a 3 bedroom house on it, which is served by a private well and septic system.
The results of the field investigation and adequacy tests are summarized as follows:
A. WELL: The water system consists of a water well with a 1,140 gallon bladder storage tank
inside the basement. The storage tank was bypassed in the middle of our test. Prior to our test on
5/21/2003, the static water level was at 179 feet below top of casing (BTC). A total of 705
gallons was pumped out the well and the storage tank, which caused the static water level to drop
to 485 feet BTC, and also caused the pump protector to shut the well pump off. The well was
allowed than to recover over night with the breaker for the well turned off. In the morning, we
returned to the property and found the static ware level to be at 364 feet BTC ( a rise of 121 feet).
A total of 196 gallons was pumped from the well, which caused the static water level to drop to
489 feet BTC, and caused the pump protector to shut the pump off. Based upon this data, the
well production is 0.18 gallons per minute or 259 gallons per day (196 gallons in 1103 minutes
of recovery). The Municipal requirements for well production for a 3 bedroom house is 0.32
gallons per minute. As can be seen, the well production from the well does not meet MOA
requirements. However, according the MOA water well ordinance AMC 15.55.070, the well
production can meet the MOA requirements with a water storage system. The minimum amount
of storage for a well that produces 150 gallons per day or more is 500 gallons. Given the fact that
there is a 1,140 gallon bladder tank in the basement, the well production with the storage system
des meet MOA requirements.
Water samples for nitrate and bacteria were taken on 5/22/2003. A water sample for arsenic was
taken on 5/27/2003. These samples were taken to the lab for testing. As soon as the results are
available, we will fax them to you.

One deficiency that was found during our inspection was the well wires on the outside of the
casing were exposed 10 inches from the ground level. In order to submit for a Health Authority
Approval (HAA), we will need this fixed by either replacing the conduit so that no wires are
visible or by mounding dirt around the casing so that the wires are not visible.
Two well logs were found for the property and are on record with both the MOA and the State's
Department of Natural Resources (DNR). It is unclear which log is for this well. As can be seen
from the attached logs, the wells are shallower than the static water level during our test. It is our
opinion that one of these wells has been deepened in the past with no record of this work being
filed at either the MOA or DNR. According to these logs, there should be two well on the
property. During our site visit, only one well was found. If the other well does exists, it must be
permanently decommissioned per AMC 15.55.060 (see attached) prior to submitting for the
HAA.
B. SEPTIC SYSTEM ADEQUACY TEST: The septic system consists of a 1,000 gallon
septic tank and a drainfield is a 3 foot wide trench, which is 40 feet long, and has an effective
depth of 5 feet. Prior to starting the adequacy test, the monitoring tube was found to be dry. A
total of 705 gallons was added to the drainfield with the monitoring tube remaining dry. Based
upon this data, it was determined that the absorption rate of the trench exceeds 450 gallons per
day, as required for a 3 bedroom house.

L The depth and number of perfora-
tions, (if any) in the casing and/or
liner,
The static water level and drawdown
level;
The well production test results in-
cluding the method of testing;
The dates of commencement and com-
pletion of drilling operations;
The number and date of the well
drilling permit issued by the depart-
ment;
The name and address of the li-
censed well driller, and
A description of the method of disin-
fection process used upon comple-
tion of the well.
I. Water quality standards. Water used for
domestic purposes shall not contain concentra-
tions exceeding the following ratios:
1. Total coliform bacteria -'0 colonies per 100

2. Nitrate - 10 mg per liter.
3. Other bacteria - 10 colonies per 100 ml.
J. Well decommissioning. Wells may be tempo-
rarily or permanently decommissioned in accor-
dance with this subsection:

Temporary decommissioning. A well may
be temporarily decommissioned by remov-
ing the pump, disconnecting the water
service line from the residence, and in-
stalling and maintaining a water tight
cap or seal.
Permanent decommissioning. A well may
be permanently decommissioned by one of
the following methods:
a. Perforate the casing from the bottom
to within five feet of the land sur-
face, remove the top five feet, then
pressure grout the entire length.
b. Withdraw the casing and fill the
borehole with grout, puddled clay, or
bentonite as the casing is being with-
drawn.
C. Cut off the casing at a point two feet
below ground level and fill the cas-
ingwith a concrete or bentonite slurry.
WATER WELLS
If bentonite is used, the top ten feet
(ten feet below the top of the cut off
casing) shall be filled with cement
slurry. The top of the cut off casing
shall then be sealed with an 025
inch thick (or thicker) plate firmly
welded to the top of the casing.

15.55.070 General standards for potable wa-
ter hauling and storage facilities.
A. When well productivity is less than the
requirements of subsection 15.55.060.E. water
storage facilities shall be installed.
1. A permit to install water storage facilities
shall be obtained from the department
prior to installation. The permit applica-
tion shall include:
a. The legal description of the property,
b. An as -built site plan or proposed site
plan meeting the requirements of
subsection 15.55.050.33.1. and includ-
ing the location of the water storage
facilities; and
c. The number of bedrooms served by
the well and/or water storage facili-
ties;
B. Location of buried wafer storage facilities.
The location of buried water storage facilities
shall be at a site readily accessible year round for
testing, repair or maintenance purposes. The min-
imum separation requirement between buried
water storage facilities and other specified facili-
ties and areas shall be:

tain the water from a source approved by
ADEC and use a tank approved by this
department.

15.55.080 Well duller and pump installer cer-
tification. - .
A. It shall be -unlawful for any person or com-
pany to engage in the business of drilling or
deepening a water well for domestic use unless
that person or company holds a well driller's
certificate issued by the department.
B. It shall be unlawful for a person or company
to engage in the business of installing, removing,
or repairing a water well pump, or engage in any
other subsurface activity on a water well for
domestic use unless that parson or company holds
a valid pump installer certificate issued by the
department.
C. A well driller's or pump installer's certifi-
cate shall be valid for a period of one calendar
year and shall be mewed each subsequent year
thereafter. • -
1. A certificate shall be issued by the depart-
ment annually only when the well driller
or pump installer has completed a train-
ing class conducted by the department
within the past 24 months.
2. The.certifieate may be revoked by the
department if the certificate holder has
been found guilty of or pleads guilty to an
offense under this chapter. The period of
revocation shall be according to the fol-
lowing schedule:
a. One offense within the previous five
years shall result in a revocation of
the certificate of one month.
b. Two offenses within the previous five
years shall result in a revocation of
the certificate of two months.
C. Three offenses within the previous
five years shall result in a revocation
of the certificate of six months.
d. More than three offenses within the
previous five years shall result in
permanent revocation of the certifi-
cate.

The Municipality of Anchorage Development Services Department (DSD) Issues Certificates of Health Authority
Approval (HAA) based only upon the representations given in paragraph 5 by an independent professional civil
engineer registered in the State of Alaska. Certificates of Health Authority Approval are required for the transfer of
title (except between spouses) for properties served by a single family on-site wastewater disposal and/or water
supply system. DSD also issues HAAs upon request to homeowners. Certificates of Health Authority Approval are
valid for 90 days from the date of issue for properties served by a private or Class C well and may be reissued with
new water sample results less than 30 days old. (Certificates may be reissued for a period of up to one year with
valid water samples.) Certificates are valid for one year for properties served by Class A or B wells or a public

During a recent Health Authority Approval on-site inspection and test of the
potable water supply well on Block 3, Lot 8 of Tonjess Estates subdivision,
the well's productivity was determined to be .4 gallons per minute. The
minimum well productivity required by this Department (AMC 15.55) for a
3 -bedroom residence is .3 gallons per minute. Although the subject well
currently exceeds this minimum requirement, all parties concerned are
advised that the production capacity of the well may fluctuate. Restriction
of non-critical water uses such as washing cars and watering lawns and
gardens may be required.
This advisory must be attached to all copies of the subject Health Authority
Approval.
