The new wastewater disposal field does not meet AMC15.65.060.H.3. Slopes do
not meet the maximum 10% requirement. The existing system may remain on
the excessive slope per the Development Services Department Director, Ron
Thompson. If there is evidence of day -lighting, actions are to be taken to remove
the threat of surface water contamination. An engineer is to provide a design
that addresses the concern and a permit is to be applied for and approved to
make the necessary changes.

I am writing to request that a permit to install a new septic system be re -issued for this lot and the Stop Work Order be
removed. The proposed systems will serve a new four-bedroom house. Currently the lot is being developed. The drain
field and septic tank were installed under the original permit SW060056. The septic tank was removed without my
knowledge when the contractor needed a place to put overburden from the house excavation (he placed approximately
12 feet of gravel over the septic tank location. This would have compromised the integrity of the septic tank, which is
only rated to six feet of burial.) The septic tank shall be re -set under this new permit. Your Department issued a Stop
Work order on May 25ih citing the design slopes do not represent the actual conditions of this lot, the new septic system
will be to close to slopes in excess of 25%, and the reserve location is not available due to the excess slopes. This letter
and the attached revised drawings will address the concerns cited in the Stop Work Order.
Comment: The design slopes do not represent the actual conditions of this lot.
Response: The original design was developed by Anderson Engineering and showed the slopes at 15%. The actual
slopes are closer to 50%. The revised design shows the actual slopes based on MoA Mapping that was conducted in
1997.
Comment: The new septic system will be to close to slopes in excess of 25%
Response: I performed a survey at the site on May 28"' with the septic Contractor, Mr. Dan Beek. We found that we
will be able to meet the grading requirement of 25% for fifty feet on the majority of the field. The north end of the field
we will only be able to obtain a separation distance of 35 feet. I request a separation waiver from a slope of 25% or
greater from 50 feet to 35 feet. Based on the soils information, granting this waiver will not affect the public health.
The soils are relatively fast percolating soils and the effluent will absorb at a slope of 20 to 30 percent off the vertical.
Comment: The reserve location is not available due to the excess slopes.
Response: The reserve location as Anderson designed it is not available. I proposed a reserve field size based on the
use of an advanced wastewater treatment system. Using an Advantex treatment System, the reserve field requires 120
sf. A 15' by 10' can be installed uphill from the original system and below the house. The treatment system would
require an auxiliary pump vault to deliver the effluent to the field. Please see the attached design drawings.
Design Parameters
The surrounding lots are served by private water systems, which are over 100 feet from the proposed soil absorption
system. The lot is served by a private water system.
1. Solls. Anderson Engineering investigated the soils in August of 2003. No ground water was monitored in the
test holes to a depth of 6 feet below ground level. Bedrock was encountered in the test holes at a depth of six feet. It is
my opinion that the overall soils appearance of the soils, an application rate of 5.0 gallons/day/square feet should be
used using an Class III advanced treatment system with an auxiliary pump vault.

3. Surface Water: There is no surface water within 100 feet of the proposed system. The proposed systems will
maintain at least 100 feet from all surface water and drainage ditches.
4. Topography: Lot 7 slopes to the southwest at approximately 50 percent in the vicinity of the septic system.
The lot is steeper to the west and to the east. The area down hill of the system will be graded to 25% for 35 to 50 feet as
shown on the Plans. See above waiver request.
The proposed installation will not affect the future development of the surrounding or existing lots. There are no wells
or septic systems within 100 feet of the proposed septic location.

Impacts to Adjacent Properties
Dear Onsite Services Engineer:
The owner of Lot 7, Block 5, Mountainside Village Subdivision intends to construct. a
new four-bedroom home on the property. We are therefore requesting a permit be
issued for the construction of a new well and septic system to serve the home. This is
a large lot containing nearly 4.4 acres and no conflicts exist between the proposed well
and septic system and those on adjacent properties. The Site Plan and backup
documentation identify the location and configuration of the proposed well and septic
system. Existing drainage arrows and the current drainage pattern are also identified
on the Site Plan. The drainage pattern will be maintained after development of the new
system is complete.
Test holes placed near the location of the new absorption bed and alternate site by The
Gamess Engineering Group. Their analysis revealed silty sand and gravel to depths of
6' to 7' underlain by bedrock. The accepting soils were tested and found to have a
percolation rate of between 6 and 8 minutes per inch. No groundwater was found
during excavation and none was noted during the monitoring period. Our design
includes the placement of a new 1,250 -gallon septic tank along with a new 80' long by
15' wide absorption bed to collect and treat the sewage generated in the house. The
bottom of the bed will be at the ground surface to provide a minimum of 6' separation to
bedrock. The distribution pipe will be .5' above the surface. Coarse sand will be
required to replace organic material removed and to raise the bed as necessary to
provide the proper separation. A minimum of 3' of cover will be placed atop the bed
and a minimum of 4' of cover will be placed atop the new septic tank.
Additional test holes will be placed during construction of the septic system to verify the
location of the alternate absorption bed will meet municipal requirements. Copies of the

test hole logs and percolation tests will be provided with the as -built for the system.
The ground surface on the lot slopes at grades from east to west at steep grades on the
eastern portion of the lot. The ground slope is shallower in the area of the proposed
bed and estimated at 10% or less. The new absorption trench will be constructed
parallel with the slope of the ground surface as much as possible in conformance with
Municipal requirements. The new septic system will be constructed 100' from all wells
and 100' from any surface water. It will also be constructed a minimum of 10' from any
water service in the area.
If the system is constructed in accordance with our design the following statements
apply:
1. The system, if constructed as designed, will have no adverse impact on the wells
in the area or those to be constructed in the future.
2. The system, if constructed as designed, will have no adverse impact on existing
septic systems in the area or those to be constructed in the future.
3. The system, if constructed as designed, will have no adverse impact on reserve
space, either surface or subsurface, on any lots located in the area.
4. The system, if constructed as designed, will have no adverse impact on drainage
patterns in the area. The current drainage pattern will be maintained.

CONSTRUCTION AND MATERIAL SPECIFICATIONS
SUBJECT: LOT 7, BLOCK 5, MOUNTAINSIDE VILLAGE SUBDIVISION
GENERAL:
The scope of this project includes the procurement and placement of a
new 1,250 -gallon septic tank at the location shown on the Site Plan.
Work also includes the construction of a new absorption bed 80' long
X 15' wide also at the location also shown on the Site Plan and at the
configuration shown. The distribution line in the bed will be placed at
the existing ground surface. A minimum of 1' of clean coarse sand
must be placed below the bed to replace organic material removed.
Additional coarse sand may be required to provide a minimum 6'
separation from the bottom of the bed to bedrock. The new tank and
absorption bed must be placed outside the 100' protective radius of
the well on the lot.
2. Construction shall be in accordance with the approved site plan,
design drawings, Municipal Permit with any special provisions or
conditions, and all applicable State and Municipal Wastewater
Disposal Regulations.
3. The Contractor shall be responsible for obtaining all underground utility
locates and for the layout of the septic system and verification of the
location of all lot lines.
4. Unless specifically agreed otherwise, the contractor shall be
responsible for final grading areas subsequently depressed from soil
settling. Property owner shall be responsible for revegetation of
affected areas unless specifically agreed otherwise.
5. Contractors installing wastewater disposal systems must be certified
by the Municipal Department of Health and Human Services for
system installations. Owners installing their own systems must receive
prior approval from D.H.H.S. before beginning system installation.

A new 1,250 -gallon septic tank must be procured from an approved
source and installed at the location shown if the existing septic tank is
found to be defective.
2. A septic tank is to be constructed by a certified septic tank
manufacturer. Construction shall include two 4" cleanouts for pumping

3. The septic tank shall be sufficiently bedded to prevent settling or
shifting of the tank.

4. All standpipes on the septic tank shall extend a minimum of 12 inches
above final grade.
5. Tanks installed without 4' of cover shall have a minimum of 2" of direct
burial insulation.
6. A foundation cleanout shall be installed one to four feet from the
building foundation. Two cleanouts are required between the tank and
the drainfield.
7. Final grading over the tank shall be such that a positive slope exists
away from the septic tank.
DRAINFIELD CONSTRUCTION:
The drainfield shall be constructed to the dimensions shown on the
design. The bottom of the bed shall be within 2" of level.
2. Distribution piping must be placed level with perforations down atop a
level bed of drainfield rock. Rock should then be placed over the pipe
to provide a minimum of 2" of cover.
3. A silt barrier or geotextile fabric must be placed between the drainfield
rock and the natural soil backfill.
4. Monitor tubes must be 4" in diameter and installed at the locations
shown on the design. The portion below ground must be perforated.
5. Contractor shall verify the septic tank and drainfield are a minimum
100' away from any private water wells in the area, 150' from a Class
"C" Well or 200' from any community well.
6. Direct bury insulation must be placed over the distribution system if
less than 3' of backfill depth is available. Finish grade over the trench
must be mounded to prevent settlement or depressions.
7. Grade area surrounding the absorption trench to drain away.
8. A minimum 2' of accepting soil is required below the drainfield rock for
a 5' wide trench. Contractor shall verify this condition prior to
placement of the rock. All pockets of unacceptable materials must be
removed and replaced.

MATERIAL SPECIFICATIONS:
1. Septic tanks must be constructed by a municipally approved septic
tank manufacturer.
2. The following pipe materials are approved for use in septic system
installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated
and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and
ASTM D2662 or A.B.S. (perforated and solid).
3. Insulation shall be at least 2" thick extruded direct burial polystyrene
(Dow Chemical Co. Styrofoam HI or equal).
4. Septic tank inlets and outlets shall be fitted with watertight couplings
(Caulder, Femco, or equal).
5. A permeable geotextile fabric (rypar, Mirafi or equal) must be installed
between the final drain rock layer and the native soil layer.
6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing
the #200 sieve.
COARSE SAND:
1. Coarse Sand must be graded as follows:
50% Passing No. 4 Sieve
3% Passing No. 100 Sieve
1% Passing No. 200 Sieve
INSPECTIONS:
Municipal Ordinance requires a minimum of two inspections. These
inspections must be conducted under the supervision of a professional
engineer registered in the State of Alaska. The first inspection must be
conducted after the excavation of trenches, beds or pits and before the
installation of any gravel. A septic tank may be set in place, but may not
be backfilled.
The second inspection must be conducted after the placement of the
geotextile fabric, gravel, distribution piping, standpipes, cleanouts and
insulation. No backfill should be in place at the time of inspection.
Contractor shall provide a copy of all field survey layout and construction
notes for use in preparing the certified as -built of the completed system.
