Septic System Upgrade: Holding Tank
To Whom It May Concern:
Attached please find the application and supporting documentation to install a 4000
gallon holding tank for the referenced 4 bedroom house. The house was built
approximately 25 years ago and a 1250 gallon holding tank was installed at that time.
The property is now proposed for sale. There is no suitable location for a soil
absorption system on the lot. We propose to abandon the existing undocumented
holding tank and install a new 4000 gallon holding tank, per the attached design.
On March 11, 2005, we dug a test hole to attempt to find a suitable site for a soil
absorption system. The location is noted on the attached site plan. We encountered 2
ft of fill over 2 ft of peat, which was directly over impermeable blue silt. This soil is
unacceptable for a soil absorption system, and there is no other available place on the
lot. A holding tank is the only option for wastewater disposal for this property. It is
proposed to abandon the existing holding tank in place.
I am not aware of any adverse effect that this upgrade would have on any adjacent
properties' water and wastewater treatment needs.

To whom it may concern:
The existing 4 bedroom home is served by a 4000 gallon holding tank. The existing tank
is approximately 25 feet from surface water. We are requesting that your department
waive the required separation distance from a holding tank to surface water from 75 feet
down to 20 feet. Justification for granting this waiver are as follows:
• The existing holding tank has a high water alarm. If the tank were to become
surcharged, the homeowner would be notified and corrective action taken
• Per MOA records the holding tank was installed in 2005. It is likely that the
encroachment has existed for approximately 11 years.
• The area between the holding tank and surface water is highly visible. If the tank
were to become surcharged it would be noted by the homeowner and corrective
action taken.

The Municipality of Anchorage Development Services Department (DSD) Issues Certificates of Health Authority
Approval (HAA) based only upon the representations given In paragraph 4 by an Independent professional civil
engineer registered in the State of Alaska. Certificates of Health Authority Approval are required for the transfer of
title (except between spouses) for properties served by a single-family on-site wastewater disposal and/or water
supply system. DSD also issues HAAs upon request to homeowners. Certificates of Health Authority Approval are
valid for 90 days from the date of Issue for properties served by a private or Class C well and may be reissued with
new water sample results. (Certificates may be reissued for a period of up to one year with valid water samples.)
Certificates are valid for one year for properties served by Class A or B wells or a public water system. The
Municipality of Anchorage Is not responsible for errors or omissions in the professional engineer's work.
